In accordance with the amendments made to the Code, a mechanism for applying administrative liability for misuse, violation of the return period and non-return of funds from regional and local budgets has been defined.
In addition, the Code is brought into compliance with the Federal Law of February 7, 2011 No. 3-FZ “On the Police”, which entered into force on March 1, 2011.
In order to bring it into compliance with federal and regional legislation, changes have been made to the Law of the Omsk Region No. 428-OZ “On Administrative Commissions in the Omsk Region”.
8. Legislation in the field of justice, advocacy
Regional laws brought the laws of the Omsk region into line with the new requirements of federal legislation: No. 303-OZ “On justices of the peace in the Omsk region” and No. 323 -OZ "On the numbers and boundaries of judicial districts of justices of the peace in the Omsk region."
To bring it into conformity with federal and regional legislation, the Law of the Omsk Region No. 420-OZ “On state support for advocacy and the legal profession in the Omsk Region” was amended twice to clarify the powers of the executive authority of the Omsk Region in this area, and also the procedure for providing documents necessary for citizens to receive free legal assistance.
II. Other areas of activity of the Legislative Assembly
Passed the necessary review procedure and the constitutional initiatives of the President of the Russian Federation D.A. were approved. Medvedev: laws of the Russian Federation on amendments to the Constitution of the Russian Federation “On changing the term of office of the President of the Russian Federation and the State Duma” and “On the control powers of the State Duma in relation to the Government of the Russian Federation”.
On September 27, 2007, the Legislative Assembly appointed V.V. to the post of Commissioner of the Omsk Region for Human Rights. Pronnikov for a period of five years. In accordance with Part 1 of Article 14 of the Law of the Omsk Region “On the Commissioner for Human Rights of the Omsk Region,” the Legislative Assembly took into account the annual reports on the activities of the Commissioner for Human Rights in the Omsk Region.
Work continued on forming a staff of justices of the peace in the Omsk region. In accordance with the Law of the Omsk Region No. 303-OZ “On Justices of the Peace in the Omsk Region,” the Legislative Assembly appointed justices of the peace in the Omsk Region. For the first time, those appointed to positions took the oath of office in a solemn atmosphere.
Within the framework of the Federal Law “On Bodies of the Judicial Community in the Russian Federation,” the Legislative Assembly openly and transparently carried out the procedure for appointing public representatives to the qualification board of judges of the Omsk region.
In accordance with Article 33 of the Federal Law “On Advocacy and the Bar in the Russian Federation”, Articles 14, 15 of the Law of the Omsk Region “On State Support for Law and the Bar in the Omsk Region”, the procedure for electing representatives of the Legislative Assembly was carried out within the established time frame to the qualification commission at the Bar Chamber of the Omsk Region.
In accordance with Article 9 of the Federal Law “On the procedure for the adoption and entry into force of amendments to the Constitution of the Russian Federation,” the Rules of Procedure of the Legislative Assembly are supplemented by Chapter III1 “The procedure for considering the law of the Russian Federation on an amendment to the Constitution of the Russian Federation.”
In addition, the provisions of the Rules of Procedure of the Legislative Assembly are brought into line with the changes made to the Charter (Basic Law) of the Omsk Region and the laws of the Omsk Region “On the Legislative Assembly of the Omsk Region” and “On Regulatory Legal Acts of the Omsk Region”.
The Regulations on Deputy Ethics were approved by the Resolution of the Legislative Assembly. It specifies generally accepted ethical standards in relation to the tasks of deputy activity.
By Resolution of the Legislative Assembly of September 24, 2009 No. 264, the Youth Chamber of Deputies was created at the Legislative Assembly of the Omsk Region, operating on a voluntary basis with the participation of young deputies of the regional parliament, representative bodies of the city district and municipal districts of the Omsk region.
The Legislative Assembly considered quarterly, semi-annual and annual reports on the execution of the regional budget.
Public hearings were held on the draft regional budget, as well as on the annual report on the execution of the regional budget.
In July-August 2011, deputies of the Legislative Assembly took part in public hearings at municipal and industry platforms to discuss draft local budgets for 2012, regional and federal budgets for a three-year period in the “pre-zero reading” format within the framework of the All-Russian People's Front "People's Budget".
The coordinator of the People's Budget project from the Omsk regional branch of the UNITED RUSSIA party was the chairman of the UNITED RUSSIA parliamentary faction in the Legislative Assembly S.N. Todorov.
The Legislative Assembly annually considered reports on the work of the Chamber of Control and Accounts of the Omsk Region. In accordance with the procedure established by law, the chairman, deputy chairman and auditors of the Chamber of Control and Accounts of the Omsk Region were elected and appointed, its new structure and staffing were approved.
During the period under review, resolutions of the Legislative Assembly were adopted on the composition of the Board of the territorial compulsory health insurance fund of the Omsk region. In connection with changes in federal and regional legislation regarding the transfer of the function of approving the composition of the Board of the territorial compulsory health insurance fund of the Omsk region to the highest executive body of state power of the constituent entity of the Russian Federation, certain resolutions of the Legislative Assembly were declared invalid.
In the manner established by Articles 13, 14 of the Law of the Omsk Region "On the status of a deputy of the Legislative Assembly of the Omsk Region", the Legislative Assembly considered requests and appeals of deputies to members of the Government of the Omsk Region, heads of executive authorities and local government of the Omsk Region on issues falling within the competence of these bodies and officials.
In April 2009, the Legislative Assembly celebrated its 15th anniversary. On April 16, 2009, an extended ceremonial meeting dedicated to this event took place, it was attended by deputies of all convocations, the Governor of the Omsk Region, members of the Government of the Omsk Region, representatives of federal government bodies and local governments.
As part of the anniversary events, throughout the year, meetings were held in the Legislative Assembly with teachers, students, students of state and municipal educational institutions of the Omsk region, expositions and photo exhibitions were organized dedicated to the activities of the Legislative Assembly of the I–IV convocations, thematic press conferences of deputies Legislative Assembly. A video conference was held between the Chairman of the Legislative Assembly and students from municipal districts of the Omsk region.
A regional journalistic competition for the best information materials about the activities of the Legislative Assembly was dedicated to the anniversary of the regional parliament.
A regional competition of creative works “If I were a deputy of the Legislative Assembly of the Omsk Region” was also held, dedicated to the 15th anniversary of the Legislative Assembly and the Year of Youth in the Russian Federation, the participants of which were students of secondary schools, primary and secondary vocational education institutions.
A video film about the 15-year activity of the Legislative Assembly was released, a collection of documents and reference materials “Legislative Assembly of the Omsk Region (1994 - 2009)” was published.
The Legislative Assembly is working to implement the Federal Law of February 9, 2009 No. 8-FZ “On ensuring access to information on the activities of state bodies and local governments.”
Decree of the Legislative Assembly dated April 26, 2010 No. 126 “On ensuring access to information about the activities of the Legislative Assembly of the Omsk Region” and order of the Chairman of the Legislative Assembly dated June 11, 2010 No. 54-od, detailing the possibility provided for by federal and regional legislation ensuring access to information about the activities of the Legislative Assembly through the media and the Internet.

On-site events of the Legislative Assembly, video conferences, video broadcasts of events of the State Duma of the Russian Federation, meetings of committees of the Legislative Assembly, Youth Chamber are held using a mobile complex based on a wireless conference system.
In order to expand the capabilities of the site, the modules “Bank of Documents” and “Draft Laws” are available in the “Legislation” section. In the new section "Internet reception", the reception of citizens' appeals with registration in the system of automated office work and document management of the Legislative Assembly "Case" are taken.
In 2010, the transition of the Legislative Assembly to electronic document management was completed.
In the lobby of the building of the Legislative Assembly, a specialized electronic device has been installed, allowing citizens to make requests and receive the necessary information about the activities of the Legislative Assembly.
During the period under consideration, excursions and meetings with deputies of representative bodies of local self -government, teachers studying educational institutions of the Omsk Region regularly held in the current period. The participants in the meetings got acquainted with the principles of the formation of the deputy corps, the main areas of activity of the Legislative Assembly and the capabilities of technological support for meetings of the Legislative Assembly, its committees.

In order to familiarize students in the 10th grades of educational institutions of the Omsk region with the history and development of the legislative framework of parliamentarism in Russia, the work of the State Duma, the Council of the Federation of the Federal Assembly of the Russian Federation and the Legislative Assembly, the chairman of the legislative assembly held open lessons on the development of parliamentarism in Russia ". The activities held by the Legislative Assembly were accompanied by both announcement and final information messages. In accordance with the legislation, the decisions of the Legislative Assembly approved the scheme of electoral districts for the elections of deputies of the Legislative Assembly, as well as elections of deputies of the Legislative Assembly on December 4, 2011.

The Committees of the Legislative Assembly took an active part in organizing the discussion venues and their sections to discuss the most important issues of socio-economic development of the Omsk region as part of the Strategy 2020.

The adoption of laws on the regional budget for the next year was preceded by a lot of work in the Committee of the Financial and Budget Policy of the Legislative Assembly to study the state of economics, forecasts of socio-economic development of the Omsk region. The Committee organized and held 10 public hearings on draft laws of the Omsk Region on the regional budget and on the implementation of the regional budget. On the issues of maintaining the Committee on Economic Policy and Investments of the Legislative Assembly, 105 laws of the Omsk Region were adopted, 39 of them were developed at the initiative of the committee, 736 draft federal laws were considered.
The Committee formed 23 working groups to develop projects laws of the Omsk region, as well as solving problematic issues, organized 43 meetings of working groups

The Resolution of the Legislative Assembly approved the practice of holding seminars and meetings organized by the committee on the problems of modernizing the housing and communal services complex.
The next such seminar-meeting, held on July 1, 2010, was devoted to the implementation of federal and regional legislation in the housing sector. The relevance of this topic is due to the social significance of monitoring the process of a comprehensive solution to the problem of transition to sustainable functioning and development of the housing sector, ensuring affordable housing for citizens, safe and comfortable living conditions in it.
Committee deputies took part in parliamentary hearings via videoconference on the topic “The adoption of the federal law “Road Rules in the Russian Federation” is a necessary measure regulating social and legal relations in the field of road traffic.”
The Property Committee of the Legislative Assembly, as part of its control functions, heard information from the Ministry of Property Relations of the Omsk Region on the work on the implementation of regional legislation in the field of property management in the Omsk Region, as well as on the results of the work of representatives of the Omsk Region in the management and control bodies of business companies. 52 laws of the Omsk region were adopted on issues related to the management of the committee.
The Committee, together with the Ministry of Property Relations of the Omsk Region, the Main Directorate for Land Resources of the Omsk Region, the Office of the Federal Registration Service for the Omsk Region, the Territorial Directorate of the Federal Agency for State Property Management for the Omsk Region, held 6 round tables on the following issues: "Management and disposal of property owned by the Omsk region";

The Committee on Education, Science, Culture and Youth Policy of the Legislative Assembly provided information and legal support for more than 59 draft regional laws, 29 of them are legislative initiatives of the committee. As a means of control, reports were heard from the heads of the ministries of the Omsk region on the implementation of target programs of the Omsk region in the field of education, culture, physical culture and sports

In the Kalachinsky municipal district, committee deputies discussed the implementation of the Law of the Omsk Region “On the system for the prevention of neglect and juvenile delinquency in the Omsk Region.”
A visiting committee meeting with the participation of members of the Youth Chamber, dedicated to the 50th anniversary of the space flight of Yu.A. Gagarin and the Year of Russian Cosmonautics in the Russian Federation, took place at the Exemplary Museum of Space Glory named after K.E. Tsiolkovsky Municipal Educational Institution "Secondary School No. 55".

The Committee on the areas of its activities organized two parliamentary hearings and four round tables in the Legislative Assembly via video broadcasts from the State Duma.
Along with the main legislative work, the committee coordinates the activities of the Youth Chamber of Deputies under the Legislative Assembly, the first meeting of which took place on December 23, 2009. The Youth Chamber is headed by the deputy chairman of the committee, deputy head of the regional executive committee of the Omsk regional branch of the All-Russian political party "UNITED RUSSIA" M.M. Karakoz.
The composition of the Youth Chamber has been significantly increased by young deputies of representative bodies of municipal districts of the Omsk region, elected on March 14, 2010, and currently has 60 people.
The Committee and the Youth Chamber organized and held several joint events, including:
a joint meeting of the committee and the Youth Chamber “Patriotic traditions of educating young Omsk residents. 65 years of Victory in the Great Patriotic War of 1941 - 1945” (April 2 2010);
seminar-meeting "Interaction between representative and executive-administrative bodies of municipalities of the Omsk region on the implementation of youth policy." Legislative aspects of the implementation of youth policy in the Omsk region, issues of implementation of Federal Law No. 131-FZ “On the general principles of organizing local self-government in the Russian Federation”, development of the budget process and budget relations in the Omsk region, interaction of youth parliaments with government bodies and local government of the Omsk region (November 30 - December 1, 2010);
meeting of the Chairman of the Legislative Assembly V.A. Varnavsky with members of the Youth Chamber of Deputies at the Legislative Assembly and the Youth Chambers of Deputies at the representative bodies of municipal districts of the Omsk region, dedicated to Youth Day (June 28, 2011) - and a number of others.
Young deputies, participating in parliamentary work, acquire the necessary professional and political experience, becoming a reliable personnel reserve for government bodies at various levels, primarily for municipalities.
In order to develop youth parliamentarism in the Omsk region, in 2011, youth chambers of deputies were created in all 32 municipal districts of the Omsk region, which included 444 deputies under the age of 35.
Chairmen of the youth chambers of the Omsk region took part in the youth forum "RITM-2011" (Region of Initiative Talented Youth), held on July 18 - 22, 2011 with the aim of supporting talented young people, forming a personnel reserve for state and municipal authorities, the economy , business.
III. Interaction of the Legislative Assembly with federal government bodies
From the State Duma of the Federal Assembly of the Russian Federation (hereinafter referred to as the State Duma), the Legislative Assembly received 3,665 draft federal laws, a large some of which were sent for consideration to the relevant committees of the Legislative Assembly.
A significant part of the draft federal laws contained issues of improving political and public institutions, the electoral system of the Russian Federation, local government, regulation of land and forestry relations, tax and housing legislation, in the field of education, labor legislation and social protection.
The Legislative Assembly adopted an appeal to the Chairman of the State Duma B.V. Gryzlov on the issue of taking comprehensive legislative measures aimed at stabilizing the price situation for fuels and lubricants.
The Legislative Assembly supported the following draft federal laws:
“On compulsory health insurance in the Russian Federation”;
"On amendments to certain legislative acts of the Russian Federation in connection with the adoption of the Federal Law "On Compulsory Medical Insurance in the Russian Federation";
"On amendments to Article 12 of the Federal Law "On Insurance Contributions to the Pension Fund" of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund and the territorial funds of compulsory medical insurance" (on increasing the tariff of insurance contributions for compulsory medical insurance to the budget of the Federal compulsory health insurance fund);

April 27, 2010 in the Legislative Assembly held a seminar-meeting with the heads of representative bodies of municipal regions of the Omsk region, which discussed the most important topics related to the work of the district council of deputies in the territory of the municipality, such as:
organizational -legal basis for the activities of local government bodies;
legal regulation of the formation of municipal budgets;
implementation of the right of local government bodies to resolve issues not related to local issues;

improvement of the legislation of the Omsk region in the social sphere;
legal regulation in the sphere of land relations, nature management.
The Presidium of the Council of Chairmen of Representative Bodies of Municipal Districts of the Omsk Region was formed under the Legislative Assembly. Over the past period, the Presidium of the Council held six meetings, at which issues of work planning and organization of its activities, preparation of a draft regulation on the Council of Chairmen of Representative Bodies of Municipal Districts of the Omsk Region, analysis of the work of the Councils of Municipal Districts, holding seminars and meetings with deputies of representative bodies of local government, social support for persons holding individual municipal positions in the Omsk Region, and others were considered.
Deputies of the Legislative Assembly took part in the VI and VII scientific and practical conferences "Problems of Local Self-Government in the Russian Federation", held in Omsk in 2008 and 2010. The conference participants were leading scientists and specialists in the field of municipal law, representatives of the Federal Assembly of the Russian Federation, legislative (representative) and executive bodies of state power of the subjects of the Russian Federation, ministries and departments, deputies and heads of municipal districts of the Omsk region, and other interested persons.
The issues related to the experience of implementing the local government reform, optimization of legal and financial resources in solving urgent problems of local government, creation of an effective mechanism for delineating powers between state authorities and local government bodies, and others were discussed.
The Governor of the Omsk Region L.K. Polezhaev and the Chairman of the Legislative Assembly V.A. Barnavsky made reports at the conferences. Deputies of the Legislative Assembly in the electoral districts regularly held meetings with the population of the Omsk region, representatives of local government bodies, at which they informed citizens about the work of the regional parliament, and participated in events held in the municipalities of the Omsk region.
VI. Handling citizens' appeals in the Legislative Assembly
One of the areas of activity of the Legislative Assembly is handling citizens' appeals, carried out in accordance with the Federal Law of May 2, 2006 No. 59-FZ "On the procedure for considering appeals from citizens of the Russian Federation" and the Law of Omsk Oblast No. 58-OZ "On additional guarantees of citizens' rights to appeal".
The procedure for handling letters and online appeals, addresses and telephone numbers of reception offices of deputies of the Legislative Assembly in electoral districts and public reception offices, schedules for receiving citizens and other information are posted on the website (www.omsk-parlament.ru).
Registration of letters and online appeals, consultations by telephone and in person, control over the timely and complete consideration of citizens' appeals are carried out daily in the sector for citizens' appeals of the Legislative Assembly.
During the period under review, the Legislative Assembly received 2,123 appeals, including 961 written appeals, 1,097 oral appeals and 65 online appeals.
1,880 appeals (88.6 percent) were addressed to the Chairman of the Legislative Assembly V.A. Varnavsky, more than half of them - at a personal reception.
The largest number of appeals were received from residents of the city of Omsk - 1,415, or 66.7 percent. Almost all 634 appeals from rural areas were written, and in 2011 rural residents actively used the opportunity to contact the Legislative Assembly via the Internet.
A significant portion of the questions posed in the appeals concern the following topics:
housing - 304 (13.4%), mainly on the provision of social housing and repair of residential buildings, the activities of management companies;
social protection of the population - 272 (12.0%), primarily on the provision and maintenance of various benefits;
utilities and road infrastructure - 246 (10.8%), including
on the annually increasing tariffs for housing and communal services;
law enforcement system - 226 (9.9%). Citizens were worried about the lack of proper response to violations of law and order and bureaucratic delaying issues and cases in law enforcement agencies. Many appeals contained a request to cancel or change court decisions;
201 appeals (8.8%) - issues of labor and employment of the population, more than half of them contained requests for assistance in finding a job.
An analysis of appeals shows that over the course of a number of years, the social composition of citizens who applied to the Legislative Assembly has remained virtually unchanged (more than 50%): pensioners, disabled people, single-parent and large families, the unemployed.
All applications received by the Legislative Assembly are carefully considered, and the authors of applications are informed of the results of the consideration within the timeframes established by law.
From March 2007 to November 2011, the Legislative Assembly accepted, registered and sent 156,610 incoming and outgoing documents.
The largest share of the total number of documents was deputy correspondence, correspondence with the State Duma, the Federation Council, the Governor and the Government of Omsk Oblast.
