The Legislative Assembly of the Omsk region is the permanent supreme representative (legislative) body of state power of the Omsk region. The order of activity, rules and procedure of work of the regional Parliament were determined by the Regulations of the Legislative Assembly of the Omsk region, adopted on June 21, 1994, the Charter of the Omsk region, adopted on December 26, 1995 and other laws.
(2021-2026)
On 17-19 September 2021, elections for a new deputy corps were held. The election of deputies took place under a mixed system: 22 persons from single-seat constituencies and 22 from party lists. In total, 44 deputies were elected to the Legislative Assembly of the Omsk region.
At the first meeting of the Legislative Assembly of the seventh convocation, held on September 29, 2021, the Legislative Assembly committees were formed: accounting, commission mandate and deputy ethics, Commission of the Legislative Assembly of the Omsk region to control the reliability of information on income, property and liabilities of a property nature submitted by deputies of the Legislative Assembly of the Omsk region. There is also a Secretariat, six registered deputy associations (factions): from the parties «UNITED RUSSIA», «CPRF», "COMMUNIST PARTY COMMUNISTS OF RUSSIA", "LDPR - Liberal Democratic Party of Russia», "NEW PEOPLE" and «JUST RUSSIA - PATRIOTS - FOR TRUTH».
44 mandates in the Omsk Oblast Legislative Assembly are distributed as follows: "UNITED RUSSIA" - 8 on party lists and 18 on single mandate districts, total - 26 mandates; "CPRF" - 6 on party lists and 4 on single mandate districts, total - 10 mandates; "COMMUNIST PARTY OF COMMUNISTS OF RUSSIA) - 3 mandates on lists; "JUST RUSSIA - PATRIOTS - FOR TRUTH® - 2 mandates on lists; "NEW PEOPLE" - 2 mandates on lists; "LDPR - Liberal Democratic Party of Russia" - 1 mandate on lists.

Speaking at the first meeting of the seventh convocation, Chairman of the Legislative Assembly Vladimir Varnavsky thanked the deputies for the confidence and congratulated them on their election to the Legislative Assembly of the seventh convocation of the Omsk region, as well as the beginning of the work of the regional parliament. The speaker expressed special thanks to the voters, thanking all who took part in the elections.
Vladimir Varnavsky noted that "the electoral campaign was open and competitive. All political forces admit this. Accordingly, its results are the will and the choice of the people. In this connection, I hope that you and I, the deputies of the 7th Legislative Assembly from different parties, will do everything to meet the expectations of our voters. The composition of the Legislative Assembly clearly shows that citizens have a request for broad public and political dialogue. The deputy corps was almost half renewed. Two new parties received mandates".
The Speaker stressed that "for the first time in the Assembly there are representatives of six political parties. The intensity of the struggle was very high, but now it is time to work constructively, to prove your right with respect to the opponent in open discussion.
The style of work should be determined by responsibility for the fate of the region and its inhabitants, not by personal or party ambitions. In the sixth convocation, we managed to ensure an open and honest dialogue, regardless of political affiliation, and to show unity in making principled decisions for Russia and the region.
The authority of the Legislative Assembly of the Omsk region is connected with the established inter-party and inter-factional dialogue, professionalism of the deputy corps. I hope that this will be the basis for the activities of the deputies of the seventh convocation.
While preserving traditions in the legislative process, it is necessary to respond promptly to the demands of society, to strengthen the feedback to voters, to civil society, to municipalities".
Determining the main directions of work of the regional parliament, the Chairman of the Legislative Assembly of the Omsk region said: "In the near future, the most important task of the new Legislative Assembly will be to adopt the regional budget for three years. The President of the Russian Federation spoke at a meeting on the planning of the federal budget about the concentration of forces and funds in the main, strategically significant areas.
These include: increasing life expectancy; making primary health care 100 per cent accessible; creating a comfortable educational environment; reducing poverty; and improving the environment; creating new opportunities for the regions to support small and medium-sized businesses.
By 2024, meaningful, visible progress is needed on all national projects. In October, the Governor of Omsk Oblast will reveal these tasks in more detail in a message on the main directions of budget and socio-economic policy for 2022.
I look forward to continuing the constructive teamwork that has developed in previous convocations between the Government of the Omsk region and the Legislative Assembly.
