The Legislative Assembly of the Omsk region is the permanent supreme representative (legislative) body of state power of the Omsk region. The order of activity, rules and procedure of work of the regional Parliament were determined by the Regulations of the Legislative Assembly of the Omsk region, adopted on June 21, 1994, the Charter of the Omsk region, adopted on December 26, 1995 and other laws.
(2011-2016)
On December 4, 2011 elections of the new deputy body were held. The election of deputies was held by a mixed system: 22 people in single-mandate districts and 22 - on party lists. In total 44 deputies were elected to the Legislative Assembly of the Omsk region. Three women were elected to the new deputy corps.
At the first organizational meeting of the Legislative Assembly of the Omsk region, held on December 20, 2011, the standing commissions were formed: counting, mandate and deputy ethics. Also the secretariat was formed and four deputy associations (factions) were registered: from the parties "United Russia", "CPRF", "LDPR" and "Just Russia".
The deputy association (faction) from the Omsk regional branch of the All-Russian political party "United Russia" includes 27 deputies, the deputy association from the Omsk regional branch of the political party "CPRF" - 10 deputies, from the Omsk regional branch of the political party "LDPR" - 3 deputies, from the Omsk regional branch of the political party "Just Russia" - 4 deputies.

Addressing the deputies at the first meeting of the fifth convocation, the Chairman of the Legislative Assembly Vladimir Varnavsky noted: "I am sure that the deputy mandate received by each of us will be used with great practical benefit in the interests of the residents of the Omsk region... The role and constitutional importance of legislative (representative) bodies in the life of society is growing, their influence is increasing. This is manifested not only in the quality of the adopted laws and plans, their execution, but also in the way each deputy by his concrete work confirms and will confirm the high trust that the voters have given him, to show professionalism and civic maturity...In the fifth convocation we start working not from scratch.
One of the main results of the work of the Legislative Assembly I consider constitutionality and legality, stable constitutional balance of powers, real and constructive efficiency of joint work with the executive power for the development of the region as a subject of the Russian Federation". Defining the main directions of work of the regional parliament of the new convocation, the speaker called one of the key tasks of the fifth convocation the preservation and multiplication of the effectiveness of cooperation with the executive authorities.
On July 7, 2016 the last meeting of the Legislative Assembly of the Omsk region of the fifth convocation was held. At it the Chairman of the Legislative Assembly Vladimir Varnavsky summarized the work of the Legislative Assembly of the Omsk region of the fifth convocation, reporting that since December 2011 62 meetings of the parliament were held, at which 490 laws of the Omsk region were adopted.
He also, in particular, noted that the adopted laws really created conditions for the implementation of the state social policy and support of the business community, helped to respond faster to the crisis phenomena in the economy, opened additional opportunities for people to realize their business qualities and abilities, for their participation in making socially important decisions.
The deputies of the fifth convocation in the formation and adoption of budgets managed to do the most important thing - to provide support to the real sector of the economy, while maintaining social obligations. Constructive interaction was established with all branches of state power and local self-government in the work on the implementation of the "May decrees" of the President of the Russian Federation. There are practical results. The Oblast has achieved the main benchmarks. Vladimir Varnavsky expressed words of gratitude to all who took part in the work of the Legislative Assembly - the Governor of the Omsk region, regional ministries, territorial bodies of state power of the Russian Federation and other agencies emphasizing: "We are all participants of a great and difficult work".
