LEGISLATIVE ASSEMBLY OF THE OMSK REGION

(brief overview)

The Legislative Assembly of the Omsk region is the permanent supreme representative (legislative) body of state power of the Omsk region. The order of activity, rules and procedure of work of the regional Parliament were determined by the Regulations of the Legislative Assembly of the Omsk region, adopted on June 21, 1994, the Charter of the Omsk region, adopted on December 26, 1995 and other laws.

On September 18, 2016, elections of the new deputy body were held. The election of deputies was held by a mixed system: 22 people in single-mandate districts and 22 - on party lists. A total of 44 deputies were elected to the Legislative Assembly of the Omsk region. Two women were elected to the new deputy corps.

At the first organizational meeting of the Legislative Assembly of the Omsk region, held on September 29, 2016, the standing commissions were formed: counting, mandate and deputy ethics. Also formed the Secretariat, the commission of the Legislative Assembly of the Omsk region to monitor the accuracy of information about income, property and property obligations submitted by deputies of the Legislative Assembly of the Omsk region, and registered four deputy associations (factions): from the parties "United Russia", "CPRF", "LDPR" and "Just Russia".

The deputy association (faction) from the Omsk regional branch of the All-Russian political party "United Russia" included 31 deputies, the deputy association from the Omsk regional branch of the political party "CPRF" - 7 deputies, from the Omsk regional branch of the political party "LDPR" - 4 deputies, from the Omsk regional branch of the political party "Just Russia" - 2 deputies.

Vladimir Alekseevich Varnavsky was elected Chairman of the Legislative Assembly of the Omsk Region, and Alexander Vasilyevich Artemov was elected Deputy Chairman.

Addressing the deputies at the first session of the sixth convocation, the Chairman of the Legislative Assembly Vladimir Varnavsky noted: "The results of the United Day of Voting fully reflect the will of the voters. The composition of the Legislative Assembly of the sixth convocation clearly shows that political stability is important for citizens.

Inter-party and inter-factional dialog, professionalism should be at the heart of the activities of the Legislative Assembly of the sixth convocation. We must preserve and further develop the traditions of systematic and high-quality lawmaking. We have experience of consolidated work of all branches of power. We have something to rely on. And it is especially valuable... Traditions of cooperation with non-parliamentary parties, public associations, the business community should be preserved".

Vladimir Varnavsky emphasized that "one of the main directions of the Legislative Assembly should be the implementation of the basics of the state policy of regional development. This document will be submitted to the President of the Russian Federation for approval by November 1. As Vladimir Vladimirovich Putin noted, it is necessary to change the situation related to the imbalance of the budget system, disproportions in the economic and social development of the regions. For this purpose, new economic mechanisms must be developed and the system of inter-budget relations must be changed... We will have to do serious work to improve legislation in the economic sphere, including tax legislation, in order to provide new points of growth and thus increase the regional budget revenues".

Defining the main directions of work of the regional parliament of the new convocation, the speaker said that special attention in the Legislative Assembly is paid to the issues of ensuring a common legal space and bringing the regional legislation in line with the federal legislation. "Committees should continue this work," he noted.

Vladimir Varnavsky also said: "Taking into account the timing of the budget process, the deputies will have to get involved in the work. And here it is important to avoid populism. In this convocation the committees have a large amount of work related to the consideration of draft state programs. And this is a question of control over the spending of budgetary funds and the opportunity to influence the directions of strategic planning in the sphere of socio-economic development of the Omsk region".

On July 8, 2021 the last meeting of the Legislative Assembly of the Omsk region of the sixth convocation was held. At it the Chairman of the Legislative Assembly Vladimir Varnavsky summarized the work of the Legislative Assembly of the Omsk region of the sixth convocation, reporting that since October 2016, 563 bills were introduced in the Legislative Assembly. Of them 510 became laws. At the same time emphasized: "Behind these figures is modern legislation, embedded in a unified legal space and regulating relations in all spheres of activity".

Speaking to the audience Vladimir Varanvsky said the following:

"Dear colleagues, dear Alexander Leonidovich, those present!
Today we are holding the final meeting of the sixth convocation. The materials contain a report on the work done. There are figures, graphs, and a list of adopted laws. Everyone has had the opportunity to familiarize themselves with it.

A brief summary of the results.
Beginning our work in the sixth convocation, you and I spoke about the need for inter-party and inter-factional dialog, consolidated work of all branches of government, further development of systematic and high-quality lawmaking. Summarizing the results, we can say with full confidence that we have succeeded. Today, the results of voting on the Law on changing the conditions for granting monthly cash payments in full to veterans of the Omsk region have clearly demonstrated this!

We succeeded in a lot of other things as well.
The teamwork to implement priority actions to ensure sustainable economic development in a deteriorating situation due to the spread of a new coronavirus infection (COVID-19) proved it once again.

In a short period of time, laws were adopted to reduce the tax burden on small and medium-sized businesses, as well as to provide them with property and financial support. We had to promptly develop measures to support citizens and regulate new phenomena of life.

In addition to legislative activities, the deputies worked directly in the districts. They were always in touch with their constituents, doing everything to support people in this difficult situation.

Funds were raised for the purchase of medical devices, and meetings were held with the staff of medical institutions.
These were various initiatives, both personal and party initiatives.
Of course, each faction works according to its understanding of the situation and political views. We argue among ourselves, sometimes emotionally. This is natural for parliamentary activity.
But in the main - in matters of protecting the rights and interests of our citizens, ensuring Russia's sovereignty, and preserving historical memory, we always aim for a common result.

Since October 2016, 563 bills have been introduced in the Legislative Assembly. Of these, 510 have become laws. That is, the efficiency factor is 91%.
Behind these figures is modern legislation, embedded in a single legal space and regulating relations in all spheres of activity.

In the sixth convocation such principles of lawmaking as economic and social reasoning, focus on public consolidation on the basis of broad expert discussion were formed.

The main priority of the last session was to bring the regional legislation in line with the amendments made to the Constitution and supported by the majority of citizens of our country in the all-Russian vote.

If we talk about the planned agenda of the Legislative Assembly of the sixth convocation, it was determined by the national goals formed by the system of presidential decrees. The development of legislation was connected with the improvement of living standards of citizens, creation of comfortable conditions for their living.
Every third law adopted by the deputies was socially significant, i.e. solving everyday problems of people in the sphere of education, health care, housing and utilities.
Today the Omsk Region competes on equal terms with other subjects of the Russian Federation for resources, including specialists, investments, sales markets, and transportation flows.
Therefore, active work is underway to improve the investment attractiveness of the region. Legislative acts have been adopted that provide for the possibility of granting a land plot without competitive procedures to an investor-developer realizing a large-scale investment project.

Amendments were made to the laws of the Omsk region "On transport tax", "On property tax of organizations", "On the patent system of taxation", "On the establishment of tax rates for taxpayers applying the simplified system of taxation" and others.

Together with the Governor and executive authorities, we managed to maintain the stability of the region, ensure the fulfillment of state obligations, and find mechanisms to support the real sector of the economy.
This required "manual" adjustment of investment processes, high budgetary and financial discipline.

The issues of discipline are closely connected with the issues of control. The organization of parliamentary control traditionally occupies an important place in the activities of the Legislative Assembly and its committees. And it must be said that during the period of the sixth convocation, not only has a coherent system of reports been developed, but also significant changes have been made in this part of the regional legislation.

The volume of control activities, coverage by areas, high involvement of the Accounts Chamber and supervisory bodies allow to achieve tangible practical results.
The persistence with which the chairmen of the committees demand the correction of violations contributes to increasing the responsibility of the heads of organizations that receive budget funding.

We strived to make information about our activities as open as possible. It is important for the public to have a clear idea of what tasks are being solved by the legislative body and how decisions are made. We have developed an extensive practice of using such forms of work as committee meetings, round tables, deputy and public hearings.
Regular meetings and reports to the electorate, reception of citizens and consideration of their appeals are the most important areas of deputy activity. The demand for dialog with deputies is growing.

Of course, in today's conditions, the high readiness regime and the restrictive measures taken make their own adjustments.
Since the first convocation, there has been continuity in the distribution of issues between committees. This contributes to smooth, predictable and effective lawmaking.

I would like to note the work in the committees, it is always aimed at finding optimal solutions to each issue. All committees have managed to build a direct dialog with the sectoral executive authorities and local self-government bodies. This is the merit of the chairmen of the committees, especially the most experienced ones, who have headed the committees for more than one convocation.

Dear Colleagues!

Over the past five years a lot of work has been done to form and improve regional legislation. This is the result of joint activity of all participants of the lawmaking process.
And first of all, a word of thanks to you, dear colleagues, for your responsible approach, for your active position and professional attitude to your deputy duties. This arouses deep respect.

I am grateful for the constructive joint work of you, Alexander Leonidovich, the permanent representatives and members of the regional government.
I must say thank you to the apparatuses of the Legislative Assembly and the Government of the Omsk Region for reliable support of our activities.

I assess the current level of cooperation with the prosecutor's office and justice authorities as very high. Your professional, very painstaking and responsible work ensures the purity of the regulatory legal framework and sets worthy standards for the quality of document preparation.

And of course, I would like to mention the work of the mass media. You do a lot to cover our activities in a variety of ways, and most importantly, you create opportunities for obtaining reliable and timely information.

The Legislative Assembly of the Omsk Region of the sixth convocation is completing its work. This is a natural process that gives a start to a new electoral cycle.
Elections are ahead, and our common task is to hold them in strict compliance with the law, openly and honestly.

In general, so that the results of the election campaign would not cause anyone to doubt their legitimacy.
Only the will of our fellow countrymen should determine the composition of the next convocation.
