REGULATIONS
on the annual regional journalistic competition named after
V.A. Varnavsky for the best coverage by the media of
information on the activities of the Legislative Assembly of the Omsk
region and representative bodies of municipalities
of the Omsk region
1. General Provisions
1.1. These Regulations define the procedure for holding the annual regional journalistic competition named after V.A. Varnavsky for the best coverage by the media of the activities of the Legislative Assembly of the Omsk Region and representative bodies of municipal entities of the Omsk Region (hereinafter referred to as the Competition).
1.2. The competition is held in order to increase the effectiveness of informing the population of the Omsk region by the media about the activities of the Legislative Assembly of the Omsk region and representative bodies of municipalities of the Omsk region.
1.3. The main objectives of the Competition are:
1) involving the media in professional, objective and systematic coverage of the activities of the Legislative Assembly of the Omsk Region and representative bodies of municipalities of the Omsk Region;
2) improving the forms of interaction between the Legislative Assembly of the Omsk Region and representative bodies of municipalities of the Omsk Region with the media;
3) building a partnership dialogue between the population of the Omsk region and the deputies of the Legislative Assembly of the Omsk region, representative bodies of municipalities of the Omsk region;
4) encouraging the creative activity of journalists working in the field of parliamentary journalism.
1.4. The organizer of the Competition is the Legislative Assembly of the Omsk Region.
1.5. The Legislative Assembly of the Omsk Region ensures:
- equal conditions for all participants of the Competition, openness of the Competition;
- organizational conditions for holding the Competition, acceptance, registration and accounting of applications;
- safety of applications and attached materials;
- Awarding of the winners of the Competition.
2. Participants of the Competition
2.1. The right to participate in the Competition is granted to correspondents of periodical printed publications, online publications, television channels, radio channels registered in accordance with the procedure established by the legislation of the Russian Federation, regardless of their organizational and legal form, form of ownership and departmental affiliation, operating in the territory of the Omsk Region.
2.2. The Competition evaluates materials on the activities of the Legislative Assembly of the Omsk Region, deputies of the Legislative Assembly of the Omsk Region, representative bodies of municipalities of the Omsk Region, deputies of representative bodies of municipalities of the Omsk Region, published in the period from January 1 to December 31 of the year preceding the year of the Competition.
2.3. The editorial staff of a mass media outlet may participate in the Competition.
2.4. Participants of the Competition may submit applications for participation in several nominations.
3. Terms and Conditions of the Competition
3.1. The competition is held in the following nominations:
1) "Best journalistic work on air of a TV and radio channel";
2) "Best journalistic work in a periodical publication";
3) "Best journalistic work in the newspaper of the municipal district of Omsk region";
4) "Best journalistic work of a news agency and/or online publication";
5) "Photo report of the year/photograph of the year".
3.2. One winner will be determined in each nomination.
3.3. To participate in the Competition, the persons specified in paragraph 2.1 of these Regulations shall applications to these Regulations and give consent to the processing of personal data in the form in accordance with Appendix No. 2 to these Regulations.
3.4. To participate in the Competition in the nomination "Best journalistic work on air of a TV and radio channel", the following must be additionally submitted:
1) a video recording of a television program and/or an audio recording of a radio program corresponding to the theme of the Competition;
2) a brief summary of the journalistic material (series of journalistic materials), explaining the relevance of participation in the selected nomination, as well as a text transcript, an on-air reference indicating the date and time of the materials' broadcast.
3.5. To participate in the Competition in the nominations "Best journalistic work in a periodical printed publication", "Best journalistic work in a newspaper of a municipal district of Omsk Oblast" the following must be submitted simultaneously:
1) journalistic material (series of journalistic materials) corresponding to the theme of the Competition, with an attached scanned copy or photograph of the issue of the periodical printed publication;
2) a brief summary of the journalistic material (series of journalistic materials), explaining the relevance of participation in the selected nomination.
3.6. To participate in the Competition in the nomination "Best journalistic work of a news agency and (or) online publication", the following must be additionally submitted:
1) journalistic material (series of journalistic materials) corresponding to the theme of the Competition, published on the website of a news agency and (or) an online publication, indicating the date and time of release;
2) a brief summary of the journalistic material (series of journalistic materials), explaining the relevance of participation in the selected nomination.
3.7. To participate in the Competition in the nomination "Photo report of the year/photograph of the year", the following must be additionally submitted:
1) journalistic material (series of journalistic materials) corresponding to the theme of the Competition, containing single photographs or photographic series, indicating the date and time of release;
2) a brief summary of the journalistic material (series of journalistic materials), explaining the relevance of participation in the selected nomination.
3.8. Requirements for materials submitted to the Competition:
1) competition materials (application, consent to the processing of personal data, journalistic material and a brief summary) are submitted to the Legislative Assembly of the Omsk Region at the address: 644002, Omsk, Krasny Put St., Bldg. 1, or by email: zakonodatel@omskparlament.ru with subsequent provision of original documents (application, consent to the processing of personal data);
2) audio materials are provided in wav, mp3 format, video materials - in DVD, mpg, mpeg, avi format, printed materials - in the form of a scanned copy or photograph of the issue of the periodical in which they were published.
4. Procedure for holding the Competition
4.1. The announcement of the Competition is posted on the official website of the Legislative Assembly of the Omsk Region in the information and telecommunications network "Internet".
4.2. Competition materials will be accepted from February 1 to March 1 of the current year.
4.3. Competition materials will not be reviewed or returned.
4.4. The submitted competition materials are reviewed by the competition committee to sum up the results of the Competition (hereinafter referred to as the competition committee), the composition of which is approved by order of the Chairman of the Legislative Assembly of the Omsk Region.
4.5. The submitted competition materials are assessed by members of the competition committee according to the following criteria:
1) compliance of the material with the theme of the Competition;
2) development of the topic and analytical focus of the materials;
3) professional (journalistic) skills;
4) relevance and originality of presentation of the material.
5. Summing up the Competition results
5.1. After the deadline for accepting applications, the competition committee evaluates the competition materials according to the specified criteria.
5.2. The competition committee determines the winner in each nomination.
5.3. The decision of the competition committee is made by a simple majority of votes of the members of the competition committee.
In case of a tie in votes, the vote of the chairman of the competition committee shall be decisive.
5.4. The decision of the competition committee is formalized in a protocol, which is signed by the chairman and secretary of the competition committee.
The list of winners of the Competition is approved by order of the Chairman of the Legislative Assembly of the Omsk Region.
5.5. The results of the Competition are published on the official website of the Legislative Assembly of the Omsk Region.
5.6. The winners of the Competition will be awarded a diploma and a cash prize of 50,000 (fifty thousand) rubles.
The winner's diploma is presented in a ceremonial setting.
5.7. The payment of the cash prize is carried out by the Legislative Assembly of the Omsk Region by transferring it to the bank account of the winner of the Competition through credit institutions.
Financing of expenses related to the payment of the cash bonus is carried out in accordance with the law of the Omsk region on the regional budget for the relevant financial year.
