CHAPTER 1. GENERAL PROVISIONS
Article 1. The subject of regulation of this Law
This Law establishes the description and procedure for the official use of the coat of arms and the flag of the Omsk region, which are the official symbols of the Omsk region.

The provisions of this Law, which apply to the executive authorities of the Omsk region, also apply to the state bodies of the Omsk region, the decision to establish which was made by the Governor of the Omsk region.

CHAPTER 2. COAT OF ARMS OF THE OMSK REGION
Article 2. Heraldic description of the coat of arms of the Omsk region

- Heraldic description of the coat of arms of the Omsk region: in a scarlet field, a silver cross burdened with a narrow wavy azure column, on top of which in the middle of the cross is a scarlet outline of a fortress with five bastions, one bastion up. The shield is crowned with an ancient royal crown and surrounded by a ribbon of the Order of Lenin.
- Three equally valid versions of the coat of arms of the Omsk region are being established:
1) the middle coat of arms with a crown and ribbon;
2) small coat of arms with a crown;
3) Coat of arms.
- The images of the coat of arms of the Omsk region in a multicolor version are provided by Appendix No. 1 to this Law.
- The images of the coat of arms of the Omsk region in a single-color version are provided by Appendix No. 2 to this Law.
- The rationale for the symbols of the coat of arms of the Omsk region is given in Appendix No. 3 to this Law.
Article 3. Reproduction of the coat of arms of the Omsk region

Reproduction of the coat of arms of the Omsk region in the form of a color or monochrome, three-dimensional or graphic image, regardless of its size, technique, and materials used, must comply with its heraldic description set out in Reproduction of the coat of arms of the Omsk region in the form of a color or monochrome, three-dimensional or graphic image, regardless of its size, technique, and materials used, must comply with its heraldic description set out in Section 2 of this Law
Article 4. The procedure for the official use of the coat of arms of the Omsk region

- The image of the coat of arms of the Omsk region in a multicolor version is placed on letterheads:
1) laws of the Omsk region;
2) decrees and orders of the Governor of the Omsk region;
3) resolutions and orders of the Government of the Omsk region;
4) resolutions of the Legislative Assembly of the Omsk region;
5) Governor of the Omsk region;
6) Chairman of the Legislative Assembly of the Omsk region;
7) orders of the Chairman of the Legislative Assembly of the Omsk region;
8) Legislative Assembly of the Omsk region;
9) The Government of the Omsk region;

- The image of the coat of arms of the Omsk region in a single-color version is placed on letterheads:

1) orders of the executive authorities of the Omsk region;
2) The Election Commission of the Omsk region;
3) The Control and Accounting Chamber of the Omsk region;
4) executive authorities of the Omsk region;
5) committees and commissions of the Legislative Assembly of the Omsk region;
6) deputies of the Legislative Assembly of the Omsk region;
7) Chief of Staff of the Legislative Assembly of the Omsk region;
8) magistrates of the Omsk region;

9) representative offices of the Omsk region outside its borders..

- The image of the coat of arms of the Omsk region is placed on the seals of the state authorities of the Omsk region, regional state institutions, regional state unitary enterprises and representative offices of the Omsk region outside its borders, unless otherwise provided by federal legislation.
- The coat of arms of the Omsk region is placed:
1) on the facade of the building of the official residence of the Governor of the Omsk region;
2) on the facades of the buildings of the Legislative Assembly of the Omsk region, the Government of the Omsk region;

3) on information inscriptions and designations on buildings housing magistrates of the Omsk region, executive authorities of the Omsk region, the Commissioner of the Omsk region for Human Rights, the Commissioner for Children's Rights in the Omsk region, the Commissioner for the Protection of the Rights of Entrepreneurs in the Omsk region, representative offices of the Omsk region outside its borders;

- It is allowed to place the image of the coat of arms of the Omsk region:
1) on state awards of the Omsk region and documents to them;
2) on official publications intended for official publication of normative legal acts of the Omsk region, other printed publications of the Governor of the Omsk region, the Legislative Assembly of the Omsk region, the Government of the Omsk region, other executive authorities of the Omsk region;

3) on the badges of persons holding public offices of the Omsk Region, on the badges issued when awarding honorary titles of the Omsk Region;
4) on the uniforms of sports teams and individual athletes representing the Omsk Region;
5) on business cards of persons holding public offices of the Omsk Region, positions of state civil service of the Omsk Region, as well as heads of regional state institutions and regional state unitary enterprises;

6) on seals of local self-government bodies of municipalities of the Omsk Region that do not have official symbols, unless otherwise provided for by federal legislation.

- At simultaneous placement of the image of the coat of arms of the Omsk region and the coat of arms (emblem) of a municipality, public association or organization, the following rules shall be observed:
1) the size of the coat of arms (emblem) of a municipality, public association or organization may not exceed the size of the coat of arms of the Omsk region;
2) the coat of arms (emblem) of a municipality, public association or organization shall be located to the right of the coat of arms of the Omsk region, if facing them;
3) in the simultaneous placement of images of several coats of arms (emblems) the coat of arms of the Omsk region should be located in the center - with an odd number of coats of arms (emblems), and with an even number of coats of arms (emblems) (but more than two) - to the left of the center, if facing them;
4) the coat of arms of the Omsk region may not be placed below the coat of arms (emblem) of a municipality, public association or organization;
5) images of the coat of arms of the Omsk region and the coat of arms (emblem) of a municipality, public association or organization must be executed in the same technique.
- Other cases of official use of the coat of arms of the Omsk region, as well as the procedure for the manufacture, use, storage and destruction of letterheads, seals and other carriers of the image of the coat of arms of the Omsk region are established by the Governor of the Omsk region.

- It is allowed to use the coat of arms of the Omsk region, including its image, by citizens, public associations, organizations in other cases, if such use is not an abuse of the coat of arms of the Omsk region.

CHAPTER 3. THE FLAG OF OMSK REGION
Article 5: Heraldic Description of the Flag of the Omsk Region
- The flag of the Omsk region is a rectangular cloth of three equal-sized vertical stripes: right and left red and middle white. In the center of the white stripe is placed vertical wavy azure pole, which is 1/3 of its width. The ratio of the width of the flag to its length is 2:3.
- The picture of the flag of the Omsk region in multicolor version is placed in Appendix N 4 to this Law.
- Justification of the symbolism of the flag of the Omsk region is given in Appendix N 5 to this Law.
Article. 6: Reproduction of the flag of the Omsk region
Reproduction of the flag of the Omsk region regardless of its size, technique of execution, materials used in the form of a color image shall correspond to its heraldic description set forth in paragraph 1 of Article 5 of this Law.
Article 7: The procedure for the official use of the flag of the Omsk region

- The flag of the Omsk region is hoisted permanently on buildings:
1) of the Legislative Assembly of the Omsk Region;
2) of the Government of the Omsk Region;
(subparagraph 2 in edition of the Law of the Omsk region from 08.07.2004 N 525-OZ)
3) executive authorities of the Omsk region;
4) magistrates of the Omsk region;
5) of local self-government bodies of the Omsk region.
- The flag of the Omsk region is permanently erected:
1) in the session hall of the Legislative Assembly of the Omsk Region;
2) in the session hall of the Omsk Region Government;

3) in the session halls of justices of the peace of the Omsk region;
4) in the meeting rooms of representative bodies of local self-government of the Omsk region;
5) in the offices of the Governor of the Omsk Region, Chairman of the Legislative Assembly of the Omsk Region, Deputy Chairman of the Legislative Assembly of the Omsk Region, First Deputy Chairman of the Government of the Omsk Region, Deputy Chairmen of the Government of the Omsk Region, Ministers of the Omsk Region, Commissioner for Human Rights of the Omsk Region, Commissioner for Children's Rights in the Omsk Region, Commissioner for Protection of Entrepreneurs' Rights in the Omsk Region, Chairman of the Election Commission of the Omsk Region, Chairman of the Electoral Commission of the Omsk Region, Chairman of the Omsk Regional Commission for the Protection of Entrepreneurs' Rights in the Omsk Region

- The flag of the Omsk region is placed on the vehicles of the Governor of the Omsk region, Chairman of the Legislative Assembly of the Omsk region, First Deputy Chairman of the Government of the Omsk region, heads of official delegations of the Omsk region.

- It is allowed to place the image of the flag of the Omsk region:
1) on state awards of the Omsk region and documents to them;
2) on official publications intended for official publication of normative legal acts of the Omsk region, other printed publications of the Governor of the Omsk region, the Legislative Assembly of the Omsk region, the Government of the Omsk region, other executive authorities of the Omsk region;

3) on the badges of persons holding public offices of the Omsk Region, on the badges issued when awarding honorary titles of the Omsk Region;
4) on business cards of persons holding public offices of the Omsk Region, positions of state civil service of the Omsk Region, as well as heads of regional state institutions and regional state unitary enterprises.

- When simultaneously hoisting (placing) the flag of the Omsk region and the flag of a municipal entity, public association or organization, the flag of the Omsk region is located on the left side of the flag of the municipal entity, public association or organization, if facing them; when simultaneously hoisting (placing) an odd number of flags, the flag of the Omsk region is located in the center, and when hoisting (placing) an even number of flags (but more than two) - to the left of the center, if facing them.
- At simultaneous hoisting (placement) of the flag of the Omsk region and the flags of a municipal entity, public association or organization, the size of the flag of a municipal entity, public association or organization may not exceed the size of the flag of the Omsk region, and the hoisting height of the flag of the Omsk region may not be less than the hoisting height of the flag of a municipal entity, public association or organization.
- In the days of mourning in the upper part of the flag of the Omsk region is attached a black ribbon, the length of which is equal to the length of the flag cloth. The flag of the Omsk region, raised on a mast (flagpole), is lowered to half the height of the mast (flagpole).
- It is allowed to use the flag of the Omsk region, including its image, by citizens, public associations, organizations in other cases, if such use is not an abuse of the flag of the Omsk region.

CHAPTER 4. FINAL PROVISIONS
Article 8: Responsibility for reproduction and use of the coat of arms and flag of the Omsk region with violation of this Law, as well as for abuse of the coat of arms and flag of the Omsk region
Reproduction and use of the coat of arms and flag of the Omsk region with violation of this Law, as well as abuse of the coat of arms and flag of the Omsk region shall entail responsibility in accordance with the regional law.
Article 9: Entry into force of this Law
This Law shall enter into force on the date of its official publication.

Justification

In accordance with heraldic norms and historical traditions the following main elements of the coat of arms of the Omsk region are established:
1) the shield's niello (red) field inherits the color of the historical coat of arms of the Omsk region in 1825. The red color of the shield field is a symbol of life, mercy and love, in combination with the fortress it symbolizes courage, intrepidity, military valor inherent in Siberians.
Silver (white) color of the cross is the color of purity of thoughts, nobility, justice, generosity, it indicates the climatic features of Siberia - its vast snowy expanses.
Azure is a symbol of beauty, majesty, softness.
The cross is the most ancient and meaningful symbol. It is a solar sign symbolizing the energy of life, the cycle of nature. The cross is a symbol of virtues: faith, justice, mercy. The cross also symbolizes the territory of the Omsk region:
- horizontal part of the cross (belt) - the Trans-Siberian Railway, which gave impetus to the economic development of the Omsk region, the connection between the West and the East of the country;
- the vertical part of the cross, encumbered by a wavy azure column, is the connection between the North and the South by waterway along the Irtysh River.
To express the administrative center of the Omsk region in the center of the cross is marked with a scarlet outline of the fortress with five bastions - these are the contours of the Omsk fortress, founded in 1716;
2) the ancient tsar crown indicates the status of the Omsk Region as a subject of the Russian Federation and symbolizes the historical past, when the expansion of the state came from this territory;
3) The ribbon of the Order of Lenin, a state award received by the Omsk Region in 1956, symbolizes its glory, the hard work of the region's residents, and agriculture as a significant branch of the region's economy.

JUSTIFICATION OF THE SYMBOLISM OF THE FLAG OF THE OMSK REGION
The main background of the flag of the Omsk region is red. It symbolizes bravery, courage, and intrepidity. It is the color of life, mercy and love.
The white color is a symbol of nobility, purity, justice, generosity. At the same time, the white color indicates the climatic features of Siberia.
Wavy azure (blue) The pillar symbolizes the Irtysh River, the main waterway of the Omsk region. Allegorically, azure reflects beauty, grandeur, and softness.
