LAW OF THE OMSK REGION ON THE ANTHEM OF THE OMSK REGION

Chapter 1: Subject of regulation of this Law

This Law establishes the anthem of the Omsk region, its description and the procedure for its official use.

Chapter 2: Legal Status of the Anthem of the Omsk Region

1. The Anthem of the Omsk Region is the official symbol of the Omsk Region.
2. The anthem of the Omsk region is a musical and poetic work performed in the cases stipulated by this Law.
3. The musical version of the anthem of the Omsk region is contained in Annex N 1 to this Law.
4. The text of the anthem of the Omsk region is contained in Annex N 2 to this Law.
5. The anthem of the Omsk region may be performed in orchestral, choral, orchestral-choral or other vocal and instrumental version. In this case the means of sound and video recording, as well as means of television and radio broadcasting may be used.
   Partial instrumental performance of the anthem of the Omsk region is allowed - the chorus and refrain are played once.
6. The anthem of the Omsk Region shall be performed in exact accordance with the musical version and text approved by this Law.
   The order of storage and exposition of exemplary copies of the musical version and text of the anthem of the Omsk region shall be established by the Governor of the Omsk region.

Chapter 3: Performing the Anthem of the Omsk Region

1. The anthem of the Omsk region is played:
   
   1. upon assuming the office of the Governor of the Omsk region - after taking the oath of office;
   2. at the opening of the first session of the Legislative Assembly of Omsk region of a new convocation by the oldest deputy of the Legislative Assembly of Omsk region, at the closing of the last session of the Legislative Assembly of Omsk region of the next convocation;
   3. annually - at the opening of the session of the Legislative Assembly of the Omsk region in September and at the closing of the session of the Legislative Assembly of the Omsk region in July;
   4. during the official ceremony of raising the flag of the Omsk region;
   5. when presenting state awards of the Omsk region, awards of the highest bodies of state power of the Omsk region, when awarding honorary titles of the Omsk region.


2. The anthem of the Omsk Region may be played:
   
   1. at the unveiling of monuments and memorials;
   2. at the opening and closing of solemn ceremonies and other events held by public authorities of the Omsk region, local self-government bodies of the Omsk region, as well as organizations, including those dedicated to holidays and significant dates;
   3. during meeting and seeing-off ceremonies for delegations and officials visiting the Omsk Region on official visits. In this case the anthem of the Omsk region is played after the National Anthem of the Russian Federation, the anthem of the corresponding subject of the Russian Federation or the national anthem of the corresponding country.


3. It is allowed to perform the anthem of the Omsk region during official ceremonies during sports competitions on the territory of the Omsk region and beyond its borders - in accordance with the rules of these competitions.


4. The anthem of the Omsk Region shall be broadcast by regional state television and radio broadcasting organizations:
   in case of TV broadcasting - daily before the beginning of broadcasting, as well as on New Year's Eve - after the Governor of the Omsk Region congratulates the residents of the Omsk Region;
   in case of radio broadcasting - daily before the airing of the first radio program.


5. In cases when the legislation of the Russian Federation provides for the performance of the National Anthem of the Russian Federation, the anthem of the Omsk region shall be performed after it.


6. The performance of the anthem of the Omsk region at official events on the territories of foreign countries is carried out in accordance with the rules of diplomatic protocol, taking into account the traditions of the host country.

Chapter 4: The procedure for listening to the anthem of the Omsk region when it is performed

1. When the anthem of the Omsk region is played, those present listen to it standing.
2. If the performance of the anthem of the Omsk region is accompanied by the raising of the flag of the Omsk region, those present turn to face the flag of the Omsk region.

Chapter 5: Responsibility for the performance and use of the anthem of the Omsk region in violation of this Law, as well as for abuse of the anthem of the Omsk region

The performance and use of the anthem of the Omsk region in violation of this Law, as well as abuse of the anthem of the Omsk region shall entail liability in accordance with the regional law.

Chapter 6: Entry into force of this Law

This Law shall enter into force on the date of its official publication.
