The Legislative Assembly of the Omsk Region (hereinafter referred to as the Legislative Assembly) of the fourth convocation is represented by 44 deputies elected on March 11, 2007 under a mixed (proportional-majority) system: 22 deputies were elected in single-mandate electoral districts and 22 in a single regional electoral district.
In the new deputy corps there are 23 deputies of the Legislative Assembly of the third convocation, of which 5 are deputies of all four convocations. 2 deputies were elected to the Legislative Assembly of the first convocation. The remaining 19 are first-time elected deputies.
Out of 44 elected deputies of the Legislative Assembly, 2 deputies are women.
The average age of deputies is 51 years. The youngest deputy at the time of election was 23 years old, the oldest was 68 years old.
42 deputies have higher education, including 6 deputies who graduated from two or more higher educational institutions. 10 deputies have academic degrees of candidates and doctors of science. Among the deputies are scientists, lawyers, economists, engineers, doctors, university teachers, managers, etc.
More than 2/3 of the deputy corps (73%) are heads of organizations and enterprises of various forms of ownership and heads of public organizations. The deputy corps also includes athletes, workers, and pensioners.
Vladimir Alekseevich Varnavsky became the Chairman of the Legislative Assembly again (for the fourth time). Anatoly Nikolaevich Adabir was elected Deputy Chairman of the Legislative Assembly.
As in previous convocations, seven committees, two commissions and a secretariat have been formed and operate in the Legislative Assembly.
Two committees in the current convocation have changed their previous names: the committee on social issues began to be called the committee on social policy, and the committee on agrarian issues - the committee on agrarian policy, natural resources and ecology. Corresponding changes have been made to the Rules of Procedure of the Legislative Assembly.

Structure of the LEGISLATIVE ASSEMBLY OF THE OMSK REGION

The Governor and members of the Government of the Omsk Region are present at meetings of the Legislative Assembly and participate in the work of committees. The Legislative Assembly, on the initiative of the Governor of the Omsk Region, adopted 35 laws on target programs of the Omsk Region, including new target programs: “Drug Addiction Prevention in the Omsk Region” for 2007 – 2011; "Development of the agro-industrial complex of the Omsk region" for 2008 - 2010; “Development of the education system in the Omsk region until 2010”, “On the protection of atmospheric air and monitoring studies in the Omsk region until 2015”, and a number of others.
Among the most significant initiatives of the Governor of the Omsk Region in the field of social protection of the population is the adoption of the Law “On the title “Veteran of the Omsk Region”, according to which, from January 1, 2008, 43.5 thousand people received the right to additional measures social support as veterans of the Omsk region. The Legislative Assembly, using measures of parliamentary control over the effectiveness of the implementation of legislation, paid special attention to the implementation of priority national projects in the Omsk region.
