On the work of the Legislative Assembly of the Omsk Region of the fourth convocation in 2007.
The Legislative Assembly of the Omsk Region (hereinafter referred to as the Legislative Assembly) of the fourth convocation is represented by 44 deputies elected on March 11, 2007 under a mixed (proportional-majority) system: 22 deputies were elected in single-mandate electoral districts and 22 in a single regional electoral district.
In the new deputy corps there are 23 deputies of the Legislative Assembly of the third convocation, of which 5 are deputies of all four convocations. 2 deputies were elected to the Legislative Assembly of the first convocation. The remaining 19 are first-time elected deputies.

Out of 44 elected deputies of the Legislative Assembly, 2 deputies are women.
The average age of deputies is 51 years. The youngest deputy at the time of election was 23 years old, the oldest was 68 years old.
42 deputies have higher education, including 6 deputies who graduated from two or more higher educational institutions. 10 deputies have academic degrees of candidates and doctors of science. Among the deputies are scientists, lawyers, economists, engineers, doctors, university teachers, managers, etc.
More than 2/3 of the deputy corps (73%) are heads of organizations and enterprises of various forms of ownership and heads of public organizations. The deputy corps also includes athletes, workers, and pensioners.

Vladimir Alekseevich Varnavsky became the Chairman of the Legislative Assembly again (for the fourth time). Anatoly Nikolaevich Adabir was elected Deputy Chairman of the Legislative Assembly.
As in previous convocations, seven committees, two commissions and a secretariat have been formed and operate in the Legislative Assembly.
Two committees in the current convocation have changed their previous names: the committee on social issues began to be called the committee on social policy, and the committee on agrarian issues - the committee on agrarian policy, natural resources and ecology. Corresponding changes have been made to the Rules of Procedure of the Legislative Assembly.

The composition of the committees of the Legislative Assembly has been approved, and their chairmen have been elected.

Two deputy groups (factions) have been registered:
"United Russia" - 38 deputies (leader - S.N. Todorov);
"Communist Party of the Russian Federation" - 6 deputies (leader - A.A. Alekhin).

Structure of the LEGISLATIVE ASSEMBLY OF THE OMSK REGION




In December 2007, Deputy of the Legislative Assembly M.A. resigned. Sutyaginsky in connection with his election as a deputy of the State Duma of the Federal Assembly of the Russian Federation. The vacant mandate was transferred to V.S. Yakubovich, a registered candidate from the regional list of candidates for deputies of the Legislative Assembly, nominated by the Omsk regional branch of the United Russia Political Party.
Also elected to the State Duma of the fifth convocation from the Omsk region as part of the federal list nominated by the All-Russian political party "United Russia" were: S.A. Popov, I.K. Rodnina and V.S. Chernyavsky.

In accordance with federal and regional legislation, the plan of legislative work, proposals received from subjects of the right of legislative initiative, the Legislative Assembly carries out lawmaking in various spheres of life in cooperation with the Governor and Government of the Omsk Region.

In the manner established by Article 18 of the Federal Law "On the General Principles of Organization of Legislative (Representative) and Executive Bodies of State Power of the Subjects of the Russian Federation", Article 47 of the Charter (Basic Law) of the Omsk Region, the Legislative Assembly, having considered the submission of the President of the Russian Federation Federation V.V. The Governor and members of the Government of the Omsk Region are present at meetings of the Legislative Assembly and participate in the work of committees. Such cooperation between the Legislative Assembly, the Governor and the Government of the Omsk Region contributes to the high-quality elaboration of bills and the removal of disagreements and contradictions during the legislative process.

In the current convocation, the Governor of the Omsk Region introduced for consideration of the Legislative Assembly 86 regional bills aimed at legal regulation of social protection of the population, financial, budgetary, tax, property relations, ensuring the safety of citizens, protecting law and order and strengthening the rule of law.

The Legislative Assembly, on the initiative of the Governor of the Omsk Region, adopted 35 laws on target programs of the Omsk Region, including new target programs: “Drug Addiction Prevention in the Omsk Region” for 2007 – 2011; "Development of the agro-industrial complex of the Omsk region" for 2008 - 2010; “Development of the education system in the Omsk region until 2010”, “On the protection of atmospheric air and monitoring studies in the Omsk region until 2015”, and a number of others.

Among the most significant initiatives of the Governor of the Omsk Region in the field of social protection of the population is the adoption of the Law “On the title “Veteran of the Omsk Region”, according to which, from January 1, 2008, 43.5 thousand people received the right to additional measures social support as veterans of the Omsk region. The law provides for the assignment of this title to persons who have reached retirement age and have a work experience of at least 40 years for men and 35 for men. women, but who have not received the title of “Veteran of Labor” in accordance with the Federal Law “On Veterans”. Together with the Government of the Omsk Region, deputies of the Legislative Assembly take part in all regional events dedicated to holidays and memorable dates in the history of Russia and the Omsk Region.

An event of particular importance, in which deputies of the Legislative Assembly took part, was the consecration ceremony of the revived Orthodox shrine - the Assumption Cathedral (July 17).

Maintaining continuity in the activities of the Legislative Assembly, deputies of the fourth convocation continued to improve regional legislation covering various areas of social and economic life in the Omsk region, based on a coordinated policy with state authorities and local government, constructive interaction with civil society institutions.

During the period under review, much attention was paid to bringing the legislation of the Omsk region into compliance with federal legislation. Issues of government structure, local self-government, property management, financial and budgetary, tax, land and housing legislation, state support for entrepreneurship, and social security received further development.

The Legislative Assembly, using measures of parliamentary control over the effectiveness of the implementation of legislation, paid special attention to the implementation of priority national projects in the Omsk region.

In March - December 2007, the Legislative Assembly held
12 meetings and considered 325 issues. 130 laws of the Omsk region were adopted, including: 51 new laws, 76 - on introducing amendments and additions to previously adopted laws of the Omsk region, 3 - on recognizing laws as invalid.

In accordance with Articles 13, 14 of the Law of the Omsk Region "On the status of a deputy of the Legislative Assembly of the Omsk Region", 2 deputy requests (Deputy V.M. In order to bring the legislation of the Omsk region into compliance with federal legislation, amendments were made to the Charter (Basic Law) of the Omsk Region, clarifying the regulation of issues of borders and territory of the Omsk region , defining the basis of the legal status of the Commissioner for Human Rights and justices of the peace in the Omsk region.

In accordance with federal legislation, changes have been made to the Laws of the Omsk region: "On justices of the peace of the Omsk region", "On the numbers and boundaries of judicial areas of justices of the peace in the Omsk region".

Work continued on forming a staff of justices of the peace in the Omsk region. In 2007, at meetings of the Legislative Assembly, 35 candidates for the positions of justice of the peace were approved, including 11 newly appointed to the position, and took the oath in a solemn atmosphere.
Within the framework of the Federal Law “On Bodies of the Judicial Community in the Russian Federation”Legislative Assembly openly and transparently carried out the procedure for appointing public representatives to the qualification board of judges of the Omsk region.
To bring regional legislation on public service issues into compliance with the requirements of federal legislation, changes have been made to the Code on public positions of the Omsk region and the state civil service of the Omsk region, Laws of the Omsk region: "On the salary of state civil servants of the Omsk region", "On the monetary remuneration of the Governor of the Omsk region, the Chairman of the Legislative Assembly of the Omsk region", "On the length of service of the state civil service Omsk region".
A package of regional laws necessary for the further implementation of the norms of the Federal Law of October 6, 2003 No. 131-FZ “On the General Principles of the Organization of Local Self-Government in the Russian Federation” (hereinafter referred to as Federal Law No. 131-FZ) has been adopted, first of all, in terms of delimitation of powers between the region and municipalities, as well as simplification of the procedure for delimiting municipal property.

Today, the local computer network of the Legislative Assembly includes 106 workplaces connected to the channel of the official information resource of the State Duma of the Russian Federation within the framework of the Federal target program "Electronic Russia" and the target program of informatization of the Omsk region "Electronic Region" for 2006-2008.
The multipurpose information technology complex (MITC) "Power XXI Omsk" has been put into operation, using which the plenary sessions of the Legislative Assembly are held. A system of streaming scanning of documents for meetings of the Legislative Assembly has been introduced.
In order to ensure the legislative process, the Fund of Electronic Information Resources of the Legislative Assembly supports the information and legal systems "Consultant Plus", "Guarantor", "Classic", which provide access to the texts of normative legal acts of the Russian Federation, subjects of the Russian Federation, materials of judicial practice, consulting materials on taxation, legal acts of international organizations, etc.
During the period under review, 34,044 incoming and outgoing documents were accepted, registered and sent to the Legislative Assembly. The largest share of the total number of documents is made up of deputy correspondence, correspondence with the State Duma, the Federation Council, the Governor and the Government of the Omsk region.

[4] With the adoption of the Law "On the target program of the Omsk region" Development of the agro-industrial complex of the Omsk region" for 2008; 2010" the listed target programs have been declared invalid.
