1. Results of the work of the Legislative Assembly of the Omsk Region for 2012
Legislative Assembly of the Omsk Region (hereinafter referred to as the Legislative Assembly) from the beginning of convocation (December 2011 - December 2012) 15 meetings were held, 265 issues were considered, 373 resolutions and 93 regional laws were adopted.
In 2012 The Legislative Assembly held 13 meetings, at which 248 questions were considered, 342 resolutions were adopted.
At meetings of the Legislative Assembly considered 99 draft laws of the Omsk region, introduced by subjects of the right of legislative initiative, including:
Governor of the Omsk Region, Government of the Omsk Region - 61 (61.6%),
Deputies of the Legislative Assembly - 8 (8.1%),
committees of the Legislative Assembly - 28 (28.3%),
representative bodies of local government of the Omsk region - 1 (1.0%),
Prosecutor of the Omsk Region - 1 (1.0%).

In 2012 The Legislative Assembly adopted 88 laws of Omsk areas. Of these: 15 new laws ,71 law on amendments to the current laws of the Omsk region and 2 law on recognition the laws of the Omsk region have lost force. All laws were signed by the Governor of the Omsk Region.

2.1. Legislation Omsk region in the field of state and legal construction, development of democratic institutions and local self-government
Charter of the Omsk region
In order to bring the Charter (Basic Law) of the Omsk Region into compliance with federal legislation regarding the conduct of direct elections of senior officials of the constituent entities of the Russian Federation, the Law of the Omsk Region No. 1456-OZ "On amendments to the Charter (Basic Law) of the Omsk Region" corresponding changes have been made regarding the election of the Governor of the Omsk Region.
In accordance with the Federal Law of February 14, 2009 No. 21-FZ "On amendments to certain legislative acts of the Russian Federation in connection with the formation of the Federation Council of the Federal Assembly of the Russian Federation" by the Law of the Omsk Region ; No. 1490-OZ “On Amendments to the Charter (Basic Law) of the Omsk Region” excludes the authority of the Legislative Assembly to consider the decree of the Governor of the Omsk Region on the appointment of a member of the Federation Council - a representative from the Government of the Omsk Region.
In addition, the Charter (Basic Law) of the Omsk Region enshrines a provision according to which the Chairman of the Government of the Omsk Region may have more than one first deputy.
Public authorities of the Omsk region
Law of the Omsk region No. 1436-OZ "On Amendments to the Law of the Omsk Region "On the Legislative Assembly of the Omsk Region" and the Law of the Omsk Region "On Committees (Commissions) of the Legislative Assembly of the Omsk Region" establishes the procedure for posting on the official website of the Legislative Assembly and the procedure for providing it to the media information for the publication of information on income, property and property-related obligations submitted by deputies of the Legislative Assembly, as well as information on income, property and property-related obligations of their spouse and minor children.
In addition, the Law establishes the procedure for the creation and activities of the Legislative Assembly commission to monitor the reliability of information on income, property and property-related obligations, represented by deputies of the Legislative Assembly.
In order to implement the requirements of the Federal Law of July 27, 2010 No. 210-FZ “On the Organization provision of state and municipal services" Law of the Omsk Region No. 1440-OZ "On Amendments to the Law of the Omsk Region "On the Provision of Public Services in the Omsk Region" regulated certain issues of interdepartmental information interaction in the provision of state and municipal services on the territory of the Omsk region.
Adoption of the Law of the Omsk Region No. 1475-OZ "On Amendments to Certain Laws of the Omsk Region" is due to the alignment with the Federal Law of November 21, 2011 No. 329-FZ "On Amendments to certain legislative acts of the Russian Federation in connection with the improvement of public administration in the field of anti-corruption" regional laws:
"On the Government of Omsk region" and the Code on public positions of the Omsk region and the state civil service of the Omsk region - in terms of establishing such a basis for termination of the exercise of powers of persons replacing public positions in the Omsk region, as a loss of trust, as well as the procedure for the dismissal of these persons in connection with the loss of trust;
"On combating corruption in the Omsk region", - the powers of the Governor of the Omsk region to determine the procedure for the formation of a commission on compliance with the requirements for the official conduct of municipal employees and the resolution of conflicts of interest, as well as the procedure for verifying the accuracy and completeness of information on income, property and property-related obligations provided by citizens applying for replacement positions of the municipal service.
Law of the Omsk Region No. 1474-OZ "On Amendments to Certain Laws of the Omsk Region" brought into compliance with federal legislation and the Charter (Basic Law) of the Omsk Region, the Code on Public Positions of the Omsk Region and the State Civil Service of the Omsk Region and the Law of the Omsk Region "On the Security Council of the Omsk Region" region."

Law of the Omsk Region No. 1480-OZ "On Amendments to The Law of the Omsk Region "On Regulatory Legal Acts of the Omsk Region"provides for the official publication of regulatory legal acts of the Governor of the Omsk Region, the Government of the Omsk Region and the executive authorities of the Omsk Region on the official portal of the Government of the Omsk Region in the information and telecommunications network Internet.
Law of the Omsk Region No. 1485–OZ "On amendments to the Law of the Omsk Region "On the status of a deputy of the Legislative Assembly of the Omsk Region" adopted in connection with an appeal from the prosecutor's office of the Omsk region in order to clarify certain provisions of the regional Law of September 26, 1994 No. 7-OZ "On the status of a deputy of the Legislative Assembly of the Omsk Region" region".
The law details the mechanism for exercising the right of deputies of the Legislative Assembly to make parliamentary appeals. The implementation of the right of a deputy to receive, as a matter of priority, heads and other officials of state authorities and local self-government of the Omsk region, as well as organizations located in the region, has been clarified.

Formation of the regional budget for 2013 - 2015 was carried out in accordance with the budget message of the President of the Russian Federation to the Federal Assembly of the Russian Federation "On budget policy in 2013 - 2015", based on the forecast of socio-economic development of the Omsk region for 2013 - 2015 and in order to fulfill the main tasks set by the Governor of the Omsk region in the message to the Legislative Assembly of the Omsk region "Main directions of budgetary, economic and social policy of the Omsk region for 2013."
The main priorities of the budget and tax policy of the Omsk region for 2013 – 2015 are:
ensuring the financial sustainability of the regional budget, including through effective management of the public debt of the Omsk region and mobilizing additional tax revenues;
unconditional fulfillment of social obligations;
targeted solution of social issues;
implementation of priority directions of socio-economic development of the Omsk region;
increasing the availability and quality of public services in the Omsk region, primarily in areas so significant for society as education, healthcare and culture;
creating a favorable investment climate in the Omsk region.
Law No. 1500-OZ approved the main characteristics of the regional budget for 2013: revenues in the amount of 55.1 billion rubles, expenses – 59.6 billion rubles, deficit – 4.5 billion rubles.
The main characteristics of the regional budget for the planning period of 2014 and 2015 have been approved:
income for 2014 in the amount of 57.9 billion rubles. and for 2015 – 57.8 billion rubles;
expenses for 2014 in the amount of 62.1 billion rubles and for 2015 in the amount of
62.1 billion rubles;
regional budget deficit, respectively 4, 2 and 4.2 billion rubles.
Regional budget revenues for 2013 and the planning period were formed on the basis of the socio-economic development forecast taking into account the growth of indicators in the real sector of the economy. Revenues are generated mainly from tax and non-tax revenues, the share of which in total regional budget revenues is 90.4 percent.
A feature of the Law of the Omsk Region No. 1500-OZ is a fundamentally new structure of target expenditure items, which allows reflecting the programmatic basis of the budget and creating the possibility of a flexible transition to the implementation of government programs, the adoption of which in the future is aimed at completing the transition to a “program budget”. The share of program expenditures of the regional budget in 2013 will be
96.1 percent, in the planning period of 2014 and 2015 – 96.3 and 96.8 percent, respectively, of the total budget allocations.
As in previous years, budget allocations for the social and cultural sphere occupy priority positions in regional budget expenditures. Their share of total expenditure increased from 68.8 percent in 2012 to 74.4 percent in 2013, 73.7 percent in 2014 and
74.6 percent in 2015.
According to the main directions of the budget and tax policy of the Omsk region for 2013, expenses for the socio-cultural sphere (including financial assistance to municipalities of the Omsk region) include:
expenses for social policy – 11.1 billion rubles. The share of these expenses in the total volume of regional budget expenses is 19.4 percent;
health care costs – 14.5 billion rubles (25.4 percent);
expenses for physical culture and sports – 1.1 billion rubles
(1.9 percent);
education expenses – 13.8 billion rubles (24.2 percent);
expenses for culture and cinematography – 1.6 billion rubles
(2.9 percent);
media expenses – 374.1 million rubles
(0.66 percent).

As part of the implementation of the control functions of the Legislative Assembly, at its meetings in 2012, reports and information from officials were heard, including including:

Report on the work of the Chamber of Control and Accounts of the Omsk region for 2011;
report of the Governor of the Omsk region on the results of the activities of the Government of the Omsk region;

Committees of the Legislative Assembly (hereinafter referred to as committees), implementing control powers, heard 56 reports and information from auditors of the Chamber of Control and Accounts of Omsk on matters of their jurisdiction region, heads of executive authorities of the Omsk region. The list of issues considered by the committees of the Legislative Assembly in 2012 as part of the implementation of control functions is given in table 3 of the appendix (attached).

105 meetings and considered 568 issues. In order to ensure high-quality elaboration of draft normative legal acts submitted to the Legislative Assembly, the committees interacted with subjects of legislative initiative, scientists, specialists, and representatives of the public.
Committees of the Legislative Assembly continued the practice of holding on-site and extended meetings, working groups, and round tables as one of the forms of monitoring the law enforcement practice of federal and regional laws and programs.

The Legislation Committee reviewed more than 340 draft regional and federal laws on issues related to amendments to the Charter (Basic Law) of the Omsk Region, legal regulation of the organization and conduct of elections, referendums, ensuring legality, law and order, public safety , combating corruption, establishing administrative responsibility, organizing state and municipal services, appointing justices of the peace, and other aspects of state building. Exercising the right of legislative initiative, the committee submitted 7 draft laws of the Omsk region to the Legislative Assembly for consideration.
The Legislative Assembly Committee on Financial and Budget Policy ensured the preparation and holding of public hearings on the draft annual report on the execution of the regional budget for 2011
( July 3) and according to the draft law of the Omsk region "On the regional budget
for 2013 and for the planning period 2014 and 2015" (November 15). More than 300 people took part in each event: deputies of the Legislative Assembly, representatives of regional ministries and departments, territorial government bodies, local governments, public associations, and the media.
The Legislative Assembly Committee on Social Policy (hereinafter referred to as the Committee) held two visiting meetings:
On April 11, a visiting meeting was held in the Poltava municipal district on the implementation of the national project "Health" in the Omsk region in terms of providing medical care assistance to citizens living in the Poltava region;
On June 20, at an off-site meeting at the Integrated Center for Social Services for the Population "Sudarushka" the issue "On social services" was discussed elderly citizens, disabled people and children."

The Legislative Assembly Committee on Education, Science, Culture and Youth Policy (hereinafter referred to as the Committee) held two visiting meetings:
May 22 at the Omsk State Historical and Local Lore Museum on the topic “Problems practice and experience of patriotic education of youth in the Omsk region. For the Year of Russian History in the Russian Federation";

on the draft law of the Omsk region "On amendments to certain laws of the Omsk region" (in terms of providing orphans with residential premises of a specialized housing stock);
on the preparation of the draft law of the Omsk region, providing for a change in the rates of transport tax established by the Law of the Omsk Region of November 18, 2002 No. 407-OZ “On Transport Tax”;
on the preparation of a draft law of the Omsk Region establishing administrative responsibility for trade in places not established for this purpose to prepare proposals for improving legislation in the field of regulation of retail sales of alcoholic beverages. Based on the results of the work of the working group, the committee submitted a draft law to the Legislative Assembly as a legislative initiative. Omsk region "On amendments to the Law of the Omsk region "On state regulation of retail sales of alcoholic beverages in the Omsk region" regarding additional restrictions on the time of retail sales of alcoholic products.
On October 15, the committee held a visiting meeting at the Ministry of Internal Affairs of Russia for the Omsk region the issue of compliance with legislation in the field of regulation of retail sales of alcoholic beverages. As part of this meeting, committee deputies, together with members of the working group, conducted a night raid on 24-hour retail facilities located in the Central, Sovetsky and Kirovsky administrative districts of the city of Omsk. Numerous violations of the rules for the retail sale of alcoholic beverages were identified, including restrictions on their retail sale from 11 p.m.
The Legislative Assembly Committee on Property held three round tables:
October 30 at the Ministry of Property Relations of the Omsk Region on the issue of “Implementation of state policy in the field of land relations”;

4. Interaction of the Legislative Assembly with federal government bodies
In 2012, 837 draft federal laws were received from the State Duma of the Federal Assembly of the Russian Federation (hereinafter referred to as the State Duma), the majority of which were sent for consideration to committees of the Legislative Assembly.

In accordance with the established frequency, regulatory information was updated in the reference legal systems “Consultant Plus - federal legislation” and “Consultant Plus - regional legislation”, “Garant” platform F1" (weekly).
The system of documentation support, office work and document flow functioned stably in Legislative Assembly, reception, registration and delivery of documents received by the Legislative Assembly, recording and sending outgoing documents.
Work on considering citizens' appeals in the Legislative Assembly was carried out in accordance with the requirements of Federal Law of May 2, 2006 No. 59-FZ "On procedure for considering appeals from citizens of the Russian Federation" and Law of the Omsk Region No. 58-OZ "On additional guarantees of citizens' rights to appeal."
The procedure for working with letters and online appeals, addresses and telephone numbers of reception deputies of the Legislative Assembly in electoral districts and public receptions, schedules for reception of citizens and other information are posted on the website.
In 2012, the sector received requests from citizens The Legislative Assembly received 562 appeals, including 354 written, 141 oral and 67 online appeals.
335 appeals from citizens (59.6%), municipal districts of the region – 213 (37.9%), from other regions – 14 (2.4%).
Of the citizens who indicated their social status, 165 pensioners (29.3%), 189 working /employee citizens (33.6%),
27 unemployed/temporarily unemployed (4.8%), 3 students (0.5%). Among those who applied were 45 disabled people (8.1%), 11 disabled people and participants of the Great Patriotic War (1.9%), 11 representatives of large families (1.9%), etc.
The largest number of applications was addressed to the Chairman Legislative Assembly of V.A. Varnavsky – 508 (90.3%), of which 163 were considered during personal receptions of citizens. To the Deputy Chairman of the Legislative Assembly V.Yu. Vinogradov received
29 (5.1%) appeals, 15 of them were considered during personal receptions of citizens.
Appeals were also received to the chairmen of the committees of the Legislative Assembly A.V. Bezzubtseva, S.P. Kalinina, V.G. Berezhny, D.S. Shishkin and the head of the apparatus of the Legislative Assembly V.M. Shipilov, head of the legal department of the Legislative Assembly apparatus T.V. Berezhnoy.
A significant part of the questions posed in the appeals concerned the following problems:
20.3% - appeals on issues of social protection of the population (issues of calculating pensions, benefits, provision of social support measures, benefits for utility bills );
14.8% - requests related to housing issues (provision of housing under social tenancy agreements, major repairs of apartment buildings, relationships with management companies);
10.8% - appeals on issues of public utilities and road services (issues of road repair, gasification, water supply, procedure for setting tariffs for utility services);
6.3% - appeals on health issues (providing assistance in treatment );
5.8% - appeals on labor and employment issues (issues of compliance with labor legislation, employment issues);
5.1% - appeals on science and education issues (issues of placing children in kindergartens, remuneration of educational workers);
4.1% - issues of the law enforcement system (issues related to the functioning of the judicial system).
Some requests related to the field of transport services, construction, land use, ecology, military service, etc.
All Citizens' appeals and correspondence on them are entered into the electronic document management system of the Legislative Assembly, the authors of the appeals are informed about the results of the consideration within the time limits established by law.

In January - July 2012, the Legislative Assembly of the Omsk Region (hereinafter referred to as the Legislative Assembly) held 9 meetings, at which 149 issues were considered, 208 resolutions were adopted.
At the meetings of the Legislative Assembly, 63 draft laws of the Omsk region were considered, submitted by subjects of the right of legislative initiative, including:

2.1. Legislation of the Omsk region in the field of state-legal construction, development of democratic institutions and local self-government
Law of the Omsk region No. 1429-OZ “On amendments to the Code on public positions of the Omsk region and the state civil service of the Omsk region” was adopted in order to eliminate gaps identified during law enforcement practice and bring certain provisions of the Code into compliance with federal legislation. In particular, the amendments established the obligation for a person holding a public position in the Omsk Region to prevent personal interest in the exercise of official powers, which could lead to a conflict of interest, and to take measures to prevent such a conflict.
Law of the Omsk Region No. 1436-OZ “On Amendments to the Law of the Omsk Region “On the Legislative Assembly of the Omsk Region” and the Law of the Omsk Region “On Committees (Commissions) of the Legislative Assembly of the Omsk Region” establishes that a deputy of the Legislative Assembly is annually obliged to submit information about the income received by him, about property and liabilities of a property nature, as well as information about income, about property and liabilities property nature of their spouse and minor children.
In addition, the procedure for the creation and activities of the Legislative Assembly commission to monitor the accuracy of information on income, property and property-related obligations submitted by deputies of the Legislative Assembly is established.
In order to implement the requirements of the Federal Law of July 27
2010 No. 210-FZ “On the organization of the provision of state and municipal services”, Law of the Omsk Region No. 1440-OZ “On amendments to the Law of the Omsk Region “On the provision of public services in the Omsk Region”, which regulates certain issues of interdepartmental information interaction in the provision of state and municipal services in the Omsk Region.
Law of the Omsk Region No. 1445-OZ “On Amendments to the Law of the Omsk Region “On Elections to Local Government Bodies of the Omsk Region” brought into conformity with federal legislation the norms of the regional law regarding the formation of election commissions for elections to local government bodies, precinct commissions on the basis of proposals from electoral associations that nominated lists of candidates admitted to the distribution of deputy mandates in the representative body of the municipal education.
Law of the Omsk Region No. 1451-OZ “On Amendments to the Law of the Omsk Region “On State Support of Advocacy and the Bar in the Omsk Region” was adopted in order to implement certain provisions of the Federal Law of November 21, 2011 No. 324-FZ "On free legal assistance in the Russian Federation." The regional law determined the competence of the Governor of the Omsk Region and the Government of the Omsk Region in terms of providing citizens with free legal assistance, and also gave lawyers the right to participate in the state system of free legal assistance.
The amount and remuneration of lawyers providing free legal assistance to citizens within the framework of the state systems of free legal assistance are established by a legal act of the Government of the Omsk Region.
In order to optimize the social guarantees provided to persons holding the positions of Governor of the Omsk Region, Chairman of the Legislative Assembly of the Omsk Region, Law of the Omsk Region No. 1455-OZ “On Amendments to the Code of Public Positions of the Omsk Region and the State Civil Service of the Omsk Region” was adopted.
In order to bring the Charter (Basic Law) of the Omsk Region into compliance with federal legislation, Law of the Omsk Region No. 1456-OZ “On Amendments to the Charter (Basic Law) of the Omsk Region” secures the rights of citizens of the Russian Federation to elect the Governor of the Omsk Region on the basis universal equal and direct suffrage by secret ballot.
In order to bring regional legislation into line with federal legislation in terms of election of the Governor of the Omsk Region, the Law of the Omsk Region No. 1460-OZ "On Amendments to the Law of the Omsk Region "On the Government of the Omsk Region" was adopted.
The Law of the Omsk Region No. 1462-OZ "On the Election of the Governor of the Omsk Region" was adopted in connection with the change federal and regional legislation, which stipulates that the highest official of a constituent entity of the Russian Federation is elected by citizens of the Russian Federation living on the territory of this constituent entity of the Russian Federation Federation and having active voting rights, on the basis of universal equal and direct suffrage by secret ballot.
The law defines the electoral rights of citizens in the election of the Governor of the Omsk Region, establishes the procedure for calling elections, defines the system and powers of election commissions, and establishes requirements for nomination candidate, the procedure for conducting election campaigning is regulated, including with the use of television and radio broadcasting organizations and periodicals, the requirements for financing elections are determined, the voting procedure is fixed, including early voting and voting by absentee certificates, the procedure for counting votes and determining election results.
In connection with changes in federal legislation by Law of the Omsk Region No. 1464-OZ “On Amendments to Certain Laws of the Omsk Region in Connection with the Liberation of Political Parties from collecting voter signatures in elections to government bodies of the constituent entities of the Russian Federation and local governments" amendments were made to regional laws:
"On the Legislative Assembly Omsk Region";
"On elections of deputies of the Legislative Assembly of the Omsk Region";
"On elections to local government bodies of the Omsk Region.
In addition, the powers of the Legislative Assembly in terms of establishing the procedure for holding elections and procedure for recalling the Governor of the Omsk Region.
The adoption of the Law of the Omsk Region No. 1469-OZ “On Amendments to the Law of the Omsk Region “On Magistrates of the Omsk Region” region" and the Law of the Omsk Region "On the procedure for organizing and maintaining a register of municipal normative legal acts of the Omsk Region" work continued to improve the legal framework for the activities of magistrates' courts in the Omsk Region.
Law of the Omsk Region No. 1474-OZ "On amendments to certain laws of the Omsk region" are brought into line with federal legislation, the Code on public positions of the Omsk region and the state civil service of the Omsk region and the Law of the Omsk region "On the Security Council Omsk Region".
The adoption of the Law of the Omsk Region No. 1475-OZ "On Amendments to Certain Laws of the Omsk Region" is due to the alignment with the Federal Law of November 21, 2011 No. 329-FZ "On Amendments to Certain Legislative Acts of the Russian Federation in connection with the improvement of public administration in the field of anti-corruption" regional laws:
"On the Government of the Omsk Region" and the Code on government positions in the Omsk region and the state civil service of the Omsk region, - in terms of establishing such grounds for termination of the exercise of powers of persons holding public positions in the Omsk region as loss of trust, as well as the procedure for the dismissal of these persons due to loss of trust;
"On combating corruption in the Omsk region", - the powers of the Governor of the Omsk Region have been supplemented to determine the procedure for forming a commission to comply with the requirements for the official conduct of municipal employees and resolve conflicts of interest, as well as the procedure for verifying the accuracy and completeness of information on income, property and property-related obligations provided by citizens applying for municipal positions services.
2.2. Legislation of the Omsk region in the field of budget and tax policy
The main direction of work in this area is control over the execution of the regional budget, the implementation of financial and tax policies pursued by the Legislative Assembly and the Government of the Omsk region, in terms of budget execution and normative legal acts adopted by the Legislative Assembly regulating budgetary, financial and tax issues over the formation and expenditure of financial resources of the Omsk region.
The Law of the Omsk Region No. 1423-OZ “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2011” clarified the parameters of the regional budget for tax and non-tax revenues, gratuitous receipts from the federal budget, expenses and sources of financing the regional budget deficit.
Taking into account the changes made, the parameters of the regional budget
for 2011 in terms of income amounted to 53.6 billion rubles, expenses - 57.9 billion rubles, deficit - 4.3 billion rubles, or 11.5 percent of the volume of regional budget revenues excluding gratuitous receipts, which corresponds to the requirements of Article 92.1 of the Budget Code of the Russian Federation.
The main goals of budget policy laid down in the regional budget for 2012 and planning period 2013 - 2014, in accordance with the priority areas of budget and tax policy of the Omsk region are:
maintaining financial stability in the Omsk region;
creating conditions for sustainable socio-economic development of the Omsk region;
balance and sustainability of the region's budget system;
increasing the accessibility and quality of provision of state and municipal services;

The Legislative Assembly supported the adoption of draft federal law No. 17453-6 “On Amendments to the Federal Law “On Emergency Rescue” " On introducing amendments to Article 4 of the Federal Law “On the general principles of organization of legislative (representative) and executive bodies of state power of the constituent entities of the Russian Federation” (in terms of regulating the conditions for a deputy to carry out parliamentary activities).
During the period under review, deputies and employees of the Legislative Assembly took part in parliamentary hearings, conferences, and round tables organized by the State Duma and the Federation Council of the Federal Assembly of the Russian Federation.
On May 31, 2012, the first meeting of the Council of Legislators took place of the Russian Federation at the Federal Assembly of the Russian Federation. It was chaired by Chairman of the Federation Council V.I. Matvienko and Chairman of the State Duma S.E. Naryshkin.
The meeting was attended by heads of regional legislative (representative) government bodies of 67 constituent entities of the Russian Federation, members of the Federation Council, deputies of the State Duma, representatives of the Presidential Administration and the Government of the Russian Federation. The meeting participants approved the Regulations on the Council of Legislators of the Russian Federation and elected the Presidium of the Council of Legislators. Particular attention was paid to improving the legislative process and creating a system for preparing and supporting legislative initiatives of the constituent entities of the Russian Federation.
Chairman of the Legislative Assembly V.A. Varnavsky was elected a member of the Presidium of the Council of Legislators of the Russian Federation.
In addition, by order of the President of the Russian Federation V.V. Putin V.A. Varnavsky was once again included in the delegation of the Russian Federation to participate in the Congress of Local and Regional Authorities of the Council of Europe (CLRAE) in 2012-2016.
For services to strengthening the rule of law, active legislative activity and many years of conscientious work V.A. Varnavsky was awarded a Certificate of Honor from the President of the Russian Federation.
On July 19, 2012, the Legislative Assembly, in accordance with Federal Law No. 113-FZ of August 5, 2000 (as amended on October 17, 2011) “On the procedure for forming the Federation Council of the Federal Assembly of the Russian Federation” elected the Federal Meetings of the Russian Federation A.I. Golushko.
5. Interaction of the Legislative Assembly with the executive bodies of state power of the Omsk region
In January - In July 2012, the Governor of the Omsk Region and the Government of the Omsk Region submitted 36 draft laws of the Omsk Region to the Legislative Assembly (57.1% of all regional bills submitted to the Legislative Assembly).
In addition, draft regional laws submitted to the Legislative Assembly by other subjects of legislative initiative were sent to the Governor of the Omsk Region for conclusion, for the submission of comments and suggestions.
On April 26, 2012, at an extended meeting of the Legislative Assembly, the report of the Governor of the Omsk Region, Chairman of the Government of the Omsk Region L.K. was heard and taken into account. Nazarov took place on May 30, 2012 at a ceremonial meeting of the Legislative Assembly.
By Decree of the Governor of the Omsk Region dated June 26, 2012 No. 59 “On permanent representatives of the Governor of the Omsk Region and the Government of the Omsk Region in the Legislative Assembly of the Omsk Region” the following were appointed permanent representatives:
Butakov Alexander Vladimirovich - First Deputy Chairman of the Government of the Omsk Region , Minister of State and Legal Development of the Omsk Region;
Trippel Alexander Fridrikhovich - Deputy Chairman of the Government of the Omsk Region, Minister of Economy of the Omsk Region;
Fomina Rita Frantsevna - Minister of Finance of the Omsk Region;
Mikheev Sergey Vladimirovich - Head of the Office of the Governor of the Omsk Region.
Chairman and deputies of the Legislative Assembly took part in meetings of the Government of the Omsk Region, events held by executive bodies of state power of the Omsk Region.
6. Interaction with local government bodies of municipalities of the Omsk region
In January - July 2012, 16 draft laws of the Omsk region were sent to the representative bodies of local government of the Omsk region for consideration.
The Legislative Assembly reviewed and sent for further work to the Legislative Committees Assembly and the Governor of the Omsk Region, a proposal from the Omsk City Council to submit to the State Duma a legislative initiative of the Legislative Assembly on draft federal law "On Amendments to the Budget Code of the Russian Federation" (in terms of crediting fines to the budgets of settlements and urban districts for non-compliance with the rules for the improvement of their territories).
Deputies of representative bodies of local government participated in public hearings on the draft annual report on execution of the regional budget for 2011, meetings of committees of the Legislative Assembly, working groups, round tables, and other events held by the Legislative Meeting.
Employees of the department for ensuring interaction with the constituent entities of the Russian Federation and local governments of the organizational management of the Legislative Assembly regularly traveled to municipalities of the Omsk region to provide organizational and methodological assistance to deputies of representative bodies of local government. The department prepared and sent analytical material to the district Councils of Deputies on the work of representative bodies of local self-government in 2011.
On March 20, 2012, a meeting of the Presidium of the Council of Chairmen of Representative Bodies of Municipal Districts of the Omsk Region at the Legislative Assembly of the Omsk Region (hereinafter referred to as the Presidium of the Council) was held. The results of the elections of the President of the Russian Federation in the Omsk region were discussed. Also, the Presidium of the Council, having studied the experience of holding seminars and meetings with deputies of Councils at the district and settlement levels in certain areas, recommended holding such seminars in all districts of the Omsk region.
In April - July 2012, seminars and meetings were held for the Councils of Deputies of Bolsherechensky, Bolsheukovsky, Znamensky, Maryanovsky, Novovarshavsky, Odessa, Omsk, Poltava, Tavrichesky, Tevrizsky, Sherbakulsky districts and the settlements included in their composition.
On April 25, the Legislative Assembly held a round table with the heads of representative bodies of municipal districts of the Omsk region on the topic “On the practice of work of the Councils of municipal districts of the Omsk region: organizational aspect.”
July 12, 2012 by the Governor of the Omsk region V .AND. Nazarov signed a decree “On holding on November 22 - 23, 2012 the VIII scientific and practical conference “Problems of local self-government in the Russian Federation”, which is traditionally held jointly by the Government of the Omsk Region, the Legislative Assembly and Omsk State University named after F.M. Dostoevsky. In composition The organizing committee for the preparation of the conference included deputies of the Legislative Assembly V.A. Varnavsky and S.P. Kalinin.
7. Work with citizens’ appeals
Work on considering citizens’ appeals in the Legislative Assembly. The meeting is conducted in accordance with the requirements of the legislation of the Russian Federation and the legislation of the Omsk region.
Procedure for working with letters and online appeals, addresses and telephone numbers of receiving deputies of the Legislative Meetings in constituencies and public receptions, schedules for receiving citizens and other information are posted on the website (www.omsk-parlament.ru).
In January - July, the sector received 332 appeals from citizens of the Legislative Assembly, including 215 written, 77 oral and 40 online appeals.
207 requests from citizens (62%) were received from residents of the city of Omsk, municipal districts of the region - 110 (33%) from other regions - 15 (5%).
Of the citizens who indicated their social status, 97 pensioners (29%), 70 working/employee citizens (21%),
13 unemployed/temporarily unemployed (4%), 1 student applied. Among those who applied were 33 disabled people due to illness (10%), 9 disabled people and participants of the Great Patriotic War (3%), 8 representatives of large families (2%), etc.
The largest number of applications 285 (86%) were considered by the Chairman of the Legislative Meetings of V.A. Varnavsky, including
100 requests were considered during personal receptions of citizens. Deputy Chairman of the Legislative Assembly V.Yu. Vinogradov reviewed 33 (10%) requests, 7 of them - at a personal reception of citizens.
Appeals were also received to the chairmen of the committees of the Legislative Assembly A.V. Bezzubtseva, S.P. Kalinina, V.G. Berezhny, D.S. Shishkin and the head of the apparatus of the Legislative Assembly V.M. Shipilov, head of the legal department of the Legislative Assembly apparatus T.V. Berezhnoy.
A significant part of the questions posed in the appeals concerned the following problems:
17% - appeals related to housing issues (provision of housing under social tenancy agreements, major repairs of apartment buildings);
13% - appeals on issues of social protection of the population (issues of calculating pensions, benefits, provision of social support measures);
12% - appeals on issues of public utilities and road services (issues of road repair, gasification, water supply);
7% - appeals on health issues (assistance in treatment);
6% - appeals on labor and employment issues (for example, issues of compliance with labor laws);
6% - appeals on issues of science and education (issues of placing children in kindergartens, the functioning of the education system);
5% - issues of the law enforcement system (issues related to the functioning of the judicial system).
Some appeals related to the field of transport maintenance, construction, land use, ecology, military service, etc.
All citizens' appeals and correspondence on them are entered into the electronic document management system of the Legislative Assembly, carefully considered, and the authors of the appeals are informed about the results of the consideration within the time limits established by law.

1. Results of the elections of deputies to the Legislative Assembly of the Omsk Region of the fifth convocation
The elections of deputies to the Legislative Assembly of the Omsk Region of the fifth convocation (2011 - 2016) (hereinafter referred to as the Legislative Assembly) took place on December 4, 2011. The date of the elections was determined by Resolution of the Legislative Assembly of August 31, 2011 No. 223.
The elections of 44 deputies were held in accordance with the requirements of the law under a mixed (majority-proportional) electoral system: 22 deputies were elected in single-mandate electoral districts and 22 - according to party lists in a single regional electoral district, in proportion to the number of votes cast for the lists of candidates for deputies nominated by electoral associations.
In the elections in 22 single-mandate electoral districts, candidates from the Omsk regional branch of the All-Russian political party "UNITED RUSSIA" achieved the greatest success who received 18 parliamentary seats. In 4 single-mandate electoral districts, candidates nominated by the Omsk regional branch of the political party "Communist Party of the Russian Federation" were elected.
In the elections in a single regional electoral district, four electoral associations overcame the 7% threshold established by law and received the right to distribute mandates:
Omsk regional branch of the All-Russian political party "UNITED RUSSIA" - 9 mandates;
Omsk regional branch of the political party "Communist Party of the Russian Federation" - 6 mandates;
regional branch of the Fair Russia political party & ndash; 4 mandates;
the Omsk regional branch of the political party "Liberal Democratic Party of Russia" & Ndash; 3 mandate.

2. Stefing, governing bodies, structure of the Legislative Assembly
Deputies of the Legislative Assembly At the time of the election, various social groups of residents of the Omsk region represented. The most numerous group was the heads of organizations and enterprises of various forms of ownership & ndash; 27 deputies (61.4%), employees of state budget and municipal institutions & ndash;
4 deputies (9.1%), assistants to the State Duma deputies and assistants to deputies of the Legislative Assembly & Ndash; 3 deputies (6.8%each), representatives of public organizations and persons replacing government posts of the Omsk region & ndash; 2 deputies (4.5%each), entrepreneur, worker and temporarily not working & ndash; 1 deputy (2.3%) (diagram 1).

Most deputies have experience working in representative bodies of government at various levels, experience in public work.
In the Legislative Assembly 2 deputies were elected (4.5%) under 30 years old, aged 30 - 39 years - 7 deputies (15.9%), 40 - 49 years old - 14 deputies (31.8%), 50 - 59 years old - 13 deputies (29.5%). Over 60 years old - 8 deputies (18.2%).

All deputies have higher education. 9 deputies have two higher educations, 1 deputy has three higher educations.
Among the deputies are scientists, lawyers, economists, engineers, doctors, teachers, and managers. The deputies include 1 Doctor of Science and 9 Candidates of Science.
Many deputies have been awarded honorary titles, state and government awards, and awards from the Omsk region. 4 deputies were awarded medals “For Services to the Fatherland” (II and IV degrees), 5 deputies were awarded honorary titles of Honored Workers of the Industry.
Three women were elected to the Legislative Assembly, which is 6.8% of the total number of deputy corps.
According to Articles 17 - 22 of the Law of the Omsk Region "On the Legislative Assembly of the Omsk Region" the structure of the Legislative Assembly is made up of:
Chairman of the Legislative Assembly,
Deputy Chairman of the Legislative Assembly,
Council of the Legislative Assembly,
committees ( commissions) of the Legislative Assembly,
deputy associations (factions) and groups,
Apparatus of the Legislative Assembly.
To carry out external state financial control, the Chamber of Control and Accounts of the Omsk Region was formed, which is a permanent body accountable to the Legislative Assembly.
Advisory bodies are also formed under the Legislative Assembly.
The Advisory Council of the Legislative Assembly was formed for the purpose of scientific and practical support for the law-making activities of the Legislative Assembly.
The Youth Chamber of Deputies under the Legislative Assembly is formed for the term of office of the deputies of the Legislative Assembly of the current convened on a voluntary basis from among the deputies of the Legislative Assembly, the representative body of the city district, whose age does not exceed 35 years on the day of the decision on their inclusion in the Youth Chamber of Deputies, and chairmen of the youth chambers of deputies at the representative bodies of municipal districts of the Omsk region. The main goals of the Youth Chamber are to assist the Legislative Assembly in the field of legislative regulation of the rights and legitimate interests of youth, the implementation of youth policy in the Omsk region, and the improvement of the legal and political culture of youth.
The organization of the activities of the Legislative Assembly is carried out by the Chairman of the Legislative Assembly .
The Deputy Chairman of the Legislative Assembly performs functions in accordance with the distribution of responsibilities established by
Rulesof the Legislative Assembly, instructions of the Chairman of the Legislative Assembly, in the absence of the Chairman of the Legislative Assembly, performs his functions.
Committees are permanent bodies of the Legislative Assembly, formed for the term of office of the Legislative Assembly, for the preparation and preliminary consideration of issues within the competence of the Legislative Assembly, as well as for the implementation the Legislative Assembly of control activities.
For preliminary preparation and consideration of organizational issues of the activities of the Legislative Assembly, the Legislative Council was created The Assembly, which includes the Chairman of the Legislative Assembly, the Deputy Chairman of the Legislative Assembly, and chairmen of committees of the Legislative Assembly.
The Staff of the Legislative Assembly was formed for the purpose of organizational, legal and logistical support for the activities of the Legislative Assembly and its committees, commissions, and assistance to deputies of the Legislative Assembly.
Structure of the LEGISLATIVE ASSEMBLY OF THE FIFTH CONVOCATION
In accordance with Article 17 of the Law of the Omsk Region of July 15, 1994 No. 2-OZ “On the Legislative Assembly of the Omsk Region "deputies carry out parliamentary activities both on a professional permanent basis (6 people) and on a non-permanent basis (38 people combine deputy activity with performing their job duties place of main work).
The main forms of activity of a deputy of the Legislative Assembly are:
participation in meetings of the Legislative Assembly;
participation in the work of committees of the Legislative Assembly and other bodies of the Legislative Assembly;
participation in the work of factions;
participation in the implementation of instructions of the Legislative Assembly, instructions of committees of the Legislative Assembly and other bodies of the Legislative Assembly;
participation in hearings organized by the Legislative Assembly;
introducing bills to the Legislative Assembly;
applying a deputy request;
working with voters;
other forms established by federal laws, laws of Omsk region, Rules of Procedure of the Legislative Assembly.

Between December 2011 and March 2012, the Legislative Assembly held 5 meetings, at which 74 issues were considered and
113 resolutions were adopted. At meetings of the Legislative Assembly, 29 bills of the Omsk region were considered, 24 laws of the Omsk region were adopted. Of these: 2 new laws, 22 laws amending the existing laws of the Omsk region.

4. Review of laws of the Omsk region adopted by the Legislative Assembly, in areas of legal regulation 4.1. Legislation in the field of state construction, compliance with the rule of law and law enforcement
In this area, 5 laws of the Omsk region have been adopted.
The Law of the Omsk Region No. 1422-OZ “On Amendments to Certain Laws of the Omsk Region” introduced amendments to the regional laws “On the Legislative Assembly of the Omsk Region”, “On the committees (commissions) of the Legislative Assembly of the Omsk Region” and “On the status of a deputy Legislative Assembly of the Omsk Region" in order to bring into compliance with federal and regional legislation a number of norms related to the procedure for the activities of the Legislative Assembly and its committees, as well as the status of a deputy of the Legislative Assembly.
Law of the Omsk Region No. 1429-OZ “On Amendments to the Code on Public Positions of the Omsk Region and the State Civil Service of the Omsk Region” was adopted in order to eliminate gaps identified in the course of law enforcement practice and to bring certain provisions of the Code into compliance with the federal legislation. In particular, the amendments established the obligation for a person holding a public position in the Omsk region to prevent personal interest in the exercise of official powers, which could lead to a conflict of interest, to take measures to preventing such a conflict.
Law of the Omsk Region No. 1436-OZ "On Amendments to the Law of the Omsk Region "On the Legislative Assembly of the Omsk Region" and the Law of the Omsk Region "On Committees (Commissions) of the Legislative Assembly of the Omsk Region" established that a deputy of the Legislative Assembly is annually obliged to submit information about the income received by him, about property and obligations of a property nature, as well as information about income, about property and obligations property nature of their spouse and minor children.
In addition, the procedure for the creation and activities of the Legislative Assembly commission to monitor the accuracy of information on income, property and property-related obligations submitted by deputies of the Legislative Assembly is established.
In order to implement the requirements of the Federal Law of July 27
2010 No. 210-FZ “On the organization of the provision of state and municipal services”, Law of the Omsk Region No. 1440-OZ “On amendments to the Law of the Omsk Region “On the provision of public services in the Omsk Region”, which regulates certain issues of interdepartmental information interaction in the provision of state and municipal services in the Omsk Region.
In accordance with the Federal Law of February 7, 2011 “On the Police”, Law of the Omsk Region No. 1441-OZ “On Amendments to the Law of the Omsk Region “On Public Safety in the Omsk Region”, Article 2 of the regional law is set out in a new edition, regulating the powers of public authorities of the Omsk region in the field of public security.
4.2. Legislation of the Omsk region in the field of budget and tax policy

2 regional laws on amendments were adopted to the Law of the Omsk Region "On the Regional Budget for 2011" in terms of clarifying the parameters of the regional budget for tax and non-tax revenues, gratuitous receipts from the federal budget, expenses and sources of financing the regional budget deficit.
Taking into account the changes made, the parameters of the regional budget
for 2011, revenues amounted to 53.6 billion rubles, expenses - 57.9 billion rubles, deficit - 4.3 billion rubles, or 11.5 percent of the volume of regional budget revenues excluding gratuitous receipts, which corresponds to the requirements of Article 92.1 of the Budget Code of the Russian Federation.
The main goals of budget policy laid down in the regional budget for 2012 and planning period 2013 - 2014 in accordance with the priority areas of budget and tax policy of the Omsk region are:
maintaining financial stability in the Omsk region;
creating conditions for sustainable socio-economic development of the Omsk region;
balance and sustainability of the region's budget system;
increasing the accessibility and quality of provision of state and municipal services;
implementation of a program to increase the efficiency of budget expenditures;
unconditional fulfillment of accepted expenditure obligations of the Omsk region;
reduction of the volume of public debt of the Omsk region.
During the period under review, on the proposal of the Governor of the Omsk Region, the Legislative Assembly 4 times amended the Law of the Omsk Region “On the regional budget for 2012 and for the planning period 2013 and 2014" (No. 1419-OZ, 1425-OZ, 1432-OZ, 1438-OZ) in terms of clarifying the main parameters of the regional budget for 2012 on tax non-tax revenues, gratuitous receipts from the federal budget, expenses and sources of deficit financing regional budget.

One of the pressing issues of replenishing the revenue side of the budget of the Omsk region is building an optimal one for the development of the Omsk region tax policy. In this regard, work is underway to improve tax legislation.
In order to stimulate investment activity in the Omsk Region, Law of the Omsk Region No. 1426-OZ “On Amendments to Certain Laws of the Omsk Region” established reduced rates for income and income taxes. property for organizations implementing complex investment projects for the production of polypropylene, animal feed, bioethanol, and meat.
