Law of the Omsk Region No. 1259-OZ “On Amendments to the Law of the Omsk Region “On State Regulation of the Use of Subsoil in the Omsk Region” brought the regional Law into conformity with the Law of the Russian Federation of February 21, 1992 No. 2395-1 “On Subsoil ".
Law of the Omsk Region No. 1266-OZ "On Amendments to the Law of the Omsk Region "On the Regulation of Land Relations in the Omsk Region" until January 1, 2012 extends the powers of the Government of the Omsk Region:

Law of the Omsk Region No. 1295-OZ “On Hunting and the Conservation of Hunting Resources in the Omsk Region” in accordance with the Federal Law of July 24, 2009 No. 209-FZ “On Hunting and the Conservation of Hunting Resources and on Amendments to Certain legislative acts of the Russian Federation" regulates relations arising in connection with the implementation of activities in the field of hunting and conservation of hunting resources in the territory of Omsk region, and also establishes a list of hunting resources of the Omsk region in respect of which commercial hunting is carried out and the procedure for distributing permits for the extraction of hunting resources between individuals hunting in publicly accessible hunting grounds in the territory of the Omsk region.
The competence of the executive body of the Omsk region, authorized in the field of protection, control and regulation of the use of wildlife and their habitats, has been clarified. In accordance with the Law of the Omsk Region No. 303-OZ “On Justices of the Peace in the Omsk Region,” the Legislative Assembly in 2010 appointed 19 justices of the peace in the Omsk Region.

The procedure for electing and appointing 6 auditors of the Chamber of Control and Accounts of the Omsk Region was carried out in accordance with the procedure established by law, and the new structure and staffing of the Chamber of Control and Accounts of the Omsk Region was approved.
The annual report on the work of the Chamber of Control and Accounts of the Omsk Region for 2009 (hereinafter referred to as the − Chamber), which carried out 78 control activities and inspected 100 institutions and organizations, was reviewed and taken into account. In pursuance of the decisions of the board of the Chamber, the objects of control were restored to budget funds in the amount of 8275.9 thousand rubles. For violations in the expenditure of budget funds, 26 employees of inspected organizations were brought to disciplinary liability, three of them were relieved of their positions.
In 2010, an important component in the activities of the Chamber, as before, were activities within the framework of the execution of instructions of committees and deputies of the Legislative Assembly. The Chamber carried out 115 control events, during which 217 institutions and organizations were inspected. Financial violations subject to compensation were identified in the amount
2,398.3 thousand rubles, including misuse of budget funds - 15.0 thousand rubles. The materials of three control events were sent to the prosecutor's office of the Omsk region. As of December 22, the objects of inspection reimbursed budget funds in the amount of 2,001.5 thousand rubles.
The Legislative Assembly made changes to the composition of the Board of the Territorial Compulsory Health Insurance Fund of the Omsk Region.
The Legislative Assembly considered requests and appeals from deputies to the Governor of the Omsk Region, members of the Government, heads of executive authorities and local government of the Omsk Region on issues within the competence of these bodies and officials. Based on the results of consideration of requests and appeals, information from the relevant leaders was heard and resolutions of the Legislative Assembly were adopted.
So, in connection with the appeal of deputy V.M. Kokorin, the Legislative Assembly heard information from the Minister of Construction and Housing and Communal Complex of the Omsk Region V.A. Erlich and recommended that the Omsk City Council consider the situation with regard to the housing stock of the city of Omsk, which is in disrepair.

Work has been carried out on technological modification and information content of the official website of the Legislative Assembly on the Internet (hereinafter referred to as the website). Since April 26, 2010, sessions of the Legislative Assembly have been broadcast on the Internet in real time.
In order to expand the capabilities of the site, the modules “Bank of Documents” and “Draft Laws” are available in the “Legislation” section. The new section "Internet Reception" accepts requests from citizens and registers them in the System of Automated Office Work and Document Management of the Legislative Assembly (SADD).
In 2010, the Legislative Assembly completed its transition to electronic document management. In this regard, a personal account has been created for each deputy on a closed website, which provides the opportunity to receive the necessary documents for meetings of the Legislative Assembly and its committees, and other events.
An information “electronic kiosk” has been installed in the lobby of the Legislative Assembly building, providing citizens with the opportunity to make inquiries and obtain the necessary information about the activities of the Legislative Assembly.
In order to create favorable conditions for the professional work of 76 journalists accredited by the Legislative Assembly, representing 34 federal, regional and local media, the press premises are equipped with additional equipment that allows them to monitor the proceedings of the Legislative Assembly meetings in real time.
The events held by the Legislative Assembly were accompanied by both announcements and final information messages. Information about meetings of the Legislative Assembly, its committees, working groups, public hearings, round tables, field trips and other events was promptly posted in the media and on the website’s news feed. The State Television and Radio Broadcasting Company "Irtysh" broadcast a monthly thematic program "The Legislator".
The committees of the Legislative Assembly (hereinafter referred to as the committees) held
109 meetings, 659 issues were considered. In order to ensure high-quality elaboration of draft normative legal acts submitted to the Legislative Assembly, the committees interacted with subjects of legislative initiative, the Advisory Council of the Legislative Assembly, scientists, specialists, and representatives of the public.
More than 700 draft federal laws received from the State Duma, 170 initiatives and appeals from legislative (representative) bodies of state power of the constituent entities of the Russian Federation were sent to the committees for consideration.
The committees formed 13 working groups to prepare draft laws and develop decisions on the most significant and problematic issues.
Exercising their control powers, the committees heard on issues within their jurisdiction 49 reports and information from the Chamber of Control and Accounts of the Omsk Region, heads of state authorities, local government of the Omsk Region, and organizations.
The committees also used other forms of work, including extended, joint and on-site meetings, public hearings, round tables, seminars, meetings and other events.
Thus, the Committee on Legislation of the Legislative Assembly reviewed over 340 draft regional and federal laws on issues related to amendments to the Charter (Basic Law) of the Omsk Region, legal regulation of the organization and conduct of elections, referendums, ensuring legality, law and order, public safety , combating corruption, establishing administrative responsibility, organizing state and municipal services, appointing justices of the peace, and other aspects of state building. Exercising the right of legislative initiative, the committee submitted 7 draft laws of the Omsk region to the Legislative Assembly for consideration.
The Financial and Budgetary Policy Committee of the Legislative Assembly, on the subjects of its jurisdiction, introduced 44 issues for consideration by the Legislative Assembly and organized support
20 draft regional laws, reviewed 124 draft federal laws received from the State Duma.
The Committee organized and held two public hearings on the draft annual report on the execution of the regional budget for 2009 and on the draft law of the Omsk region "On the regional budget for 2011". More than 300 people took part in each event: deputies of the Legislative Assembly, representatives of regional ministries and departments, territorial government bodies, local governments, public associations, and the media.
The Social Policy Committee of the Legislative Assembly, on issues within its jurisdiction, organized support for 19 draft regional laws, 2 of them were legislative initiatives of the committee; reviewed
128 draft federal laws, six of them were supported by the Legislative Assembly and the corresponding resolutions were sent to the State Duma.
On July 7, the committee organized and held a round table on the topic “On the implementation of the priority national project “Health” in the Omsk region in terms of providing medical care to patients with cancer.”
In addition, the committee held two off-site meetings:
April 16 - in the budgetary institution of the Omsk region "Gerontological Center "Kuibyshevsky" on the topic "On the provision of social support measures to certain categories of citizens";
November 25 - in the budgetary health care institution of the Omsk region "Blood Center" on the issue "On the implementation of the priority national project "Health" in the Omsk region regarding the development of the blood service."
The Legislative Assembly Committee on Agrarian Policy, Natural Resources and Ecology, exercising the right of legislative initiative, developed and submitted to the Legislative Assembly 3 regional bills, two of them became laws of the Omsk region.
The Committee held two off-site meetings:
in the budgetary institution of the Omsk region "Natural Park "Bird Harbor" (dedicated to World Environment Day). Problems of development, financial support and control over compliance with environmental legislation in the territory of "Bird Harbor" are considered;
in the Krutinsky municipal district - on the issue "Development of the Fisheries industry in the Omsk Region."
The Resolution of the Legislative Assembly approved the practice of holding seminars and meetings organized by the Committee on Economic Policy and Investments of the Legislative Assembly on the problems of modernizing the housing and communal services complex. The next such seminar-meeting, held on July 1, 2010, was devoted to the implementation of federal and regional legislation in the housing sector. The relevance of this topic is due to the social significance of monitoring the process of a comprehensive solution to the problem of transition to sustainable functioning and development of the housing sector, ensuring affordable housing for citizens, safe and comfortable living conditions in it.
Five working groups were formed under the committee to develop draft laws of the Omsk region, as well as resolve problematic issues, and 15 meetings of working groups were organized.
The Property Committee of the Legislative Assembly, as part of its control functions, heard a number of information from the Ministry of Property Relations of the Omsk Region on the work on the implementation of regional legislation in the field of property management in the Omsk Region, as well as on the results of the work of representatives of the Omsk Region in the management and control bodies of business entities in 2009 − 2010.
The Committee also reviewed reports from the Chamber of Control and Accounts of the Omsk Region on the results of inspections:
- Ministry of Property Relations of the Omsk Region in terms of compliance with the regulations on the rental of property, the completeness of the budget receipt of income from the rental of real estate, implementation of the recommendations of the property committee of the Legislative Assembly of the Omsk Region and the submissions of the Chamber of Control and Accounts of the Omsk Region on issues of improvement and increasing the efficiency of use of property in the Omsk region;
- joint-stock companies in terms of the efficiency of managing the block of shares owned by the Omsk region.
The Committee on Education, Science, Culture and Youth Policy of the Legislative Assembly (hereinafter referred to as the committee) provided information and legal support for 17 draft regional laws, 5 of them are legislative initiatives of the committee. As a means of control, reports were heard from the heads of the ministries of the Omsk region on the implementation of target programs of the Omsk region in the field of education, culture, physical culture and sports.
On November 2, at the institution of preschool vocational education "Institute for Educational Development of the Omsk Region", on the initiative of the committee, a round table was held on the topic "Unified State Exam in the Omsk Region: Experience, Problems, Prospects", which was broadcast live to all resource municipal centers.
The Committee organized two parliamentary hearings and three round tables in the Legislative Assembly via video broadcasts from the State Duma.
Along with the main legislative work, the committee coordinates the activities of the Youth Chamber of Deputies at the Legislative Assembly (hereinafter referred to as the Youth Chamber), which held three meetings in 2010. The composition of the Youth Chamber was replenished with young deputies of representative bodies of municipal districts of the Omsk region, elected on March 14, 2010, and has 60 people. The Regulations of the Youth Chamber and the long-term work plan were approved. Young deputies reviewed regional bills on education and youth policy, heard information from the Ministry of Education of the Omsk Region on the participation of young teachers of the Omsk Region in events dedicated to the Year of the Teacher in the Russian Federation, etc.
On April 2, 2010, a joint meeting of the committee and the Youth Chamber was held: “Patriotic traditions of educating young Omsk residents. 65 years of Victory in the Great Patriotic War of 1941 - 1945.”
November 30 - December 1, a seminar-meeting was held with members of the Youth Chamber on the topic "Interaction between representative and executive administrative bodies of municipalities of the Omsk region on the implementation of youth policy." Legislative aspects of the implementation of youth policy in the Omsk region, issues of implementation of Federal Law No. 131-FZ “On the general principles of organizing local self-government in the Russian Federation”, development of the budget process and budget relations in the Omsk region, interaction of youth parliaments with government bodies and local government of the Omsk region.
On December 24, the Legislative Assembly held a meeting of deputies of the Committee on Education, Science, Culture and Youth Policy and the Youth Chamber with the chairmen of the standing commissions on education (on social issues) of the representative bodies of municipalities of the Omsk region, dedicated to the Year of the Teacher in the Russian Federation.
As part of inter-parliamentary interaction, the Legislative Assembly was visited by a delegation of the Republic of Bulgaria consisting of deputies of the People's Assembly of Bulgaria and the Governor of the Haskovo region Rumen Danev.
III. Interaction of the Legislative Assembly with federal government bodies
From the State Duma of the Federal Assembly of the Russian Federation (hereinafter referred to as the State Duma), 723 draft federal laws were received by the Legislative Assembly for the preparation of reviews, proposals and comments; most of the bills were sent for consideration to committees of the Legislative Assembly.
A significant part of the draft federal laws contained issues of improving the electoral system of the Russian Federation, regulation of land and forestry relations, tax and housing legislation, in the field of education, labor legislation and social protection.
The Legislative Assembly supported the following federal laws:
"On compulsory health insurance in the Russian Federation";
"On amendments to certain legislative acts of the Russian Federation in connection with the adoption of the Federal Law "On Compulsory Medical Insurance in the Russian Federation";
"On amendments to Article 12 of the Federal Law "On insurance contributions to the Pension Fund of the Russian Federation, the Social Insurance Fund of the Russian Federation, the Federal Compulsory Medical Insurance Fund and territorial compulsory medical insurance funds" (on increasing the tariff of insurance contributions for compulsory medical insurance to the budget of the Federal Compulsory Medical Insurance Fund);
"On amendments to Article 21 of the Federal Law "On Veterans" (in terms of providing social support to family members of deceased (deceased) disabled war veterans, participants in the Great Patriotic War and combat veterans, regardless of their ability to work);

IV. The interaction of the Legislative Assembly with the executive bodies of state power of the Omsk region

September 23 at the first meeting of the autumn session of the Legislative Assembly, speaking with the report "On the main directions of the budget, economic and social policy of the Omsk region for 2011", the Governor of the Omsk Region emphasized that all five tasks are successfully fulfilled: an increase in industrial production was noted, The turnover has grown, the share of the innovation industry increased, new production has been opened. VI. Work with citizens' appeals in the Legislative Assembly
One of the areas of activity of the Legislative Assembly is work with oral and written appeals and the organization of the reception of citizens on personal issues in accordance with the requirements of the Federal Law of May 2, 2006 No. 59-ФЗ "On the Procedure for Considering the Appeals of Citizens of the Russian Federation".
The procedure for considering citizens' appeals, graphs of reception of citizens on personal issues, addresses of the adoptive deputies of the Legislative Assembly in the electoral districts and public receptions, phone numbers and other information is posted on the official website of the Legislative Assembly on the Internet and in the media.
