1. Results of the work of the Legislative Assembly of the Omsk Region for 2013

In 2013, the Legislative Assembly of the Omsk Region (hereinafter referred to as the Legislative Assembly) held 13 meetings,
including 1 (December 26) - with the participation of representatives of political parties not represented in the Legislative Assembly, which considered 332 issues and adopted 349 resolutions Legislative Assembly.

Subjects of the right of legislative initiative in 2013 submitted 101 draft laws of the Omsk region to the Legislative Assembly, including:
The Governor of the Omsk region and the Government of the Omsk region - 56 (55.4%), committees Legislative Assembly - 41 (40.6%), individual deputies and groups of deputies of the Legislative Assembly - 3 (3.0%);
representative bodies of local government of the Omsk region - 1 (1.0%).

In 2013, the Legislative Assembly adopted 94 laws of the Omsk region: 13 - new laws, 79 laws on amendments to the laws of the Omsk region, 2 laws on invalidating other laws. The share of laws “on amendments” was 86.2 percent. A significant amount of work on amending regional laws is due to constantly changing federal legislation. .

2.1. Legislation of the Omsk region in the field of state and legal construction, development of democratic institutions and local self-government

Charter (Basic Law) of the Omsk region

In order to bring regional legislation into compliance with Federal Law No. 229-FZ of December 3, 2012 “On the procedure for forming the Federation Council of the Federal Assembly of the Russian Federation” adopted the laws of the Omsk region: No. 1525-OZ "On amendments to the Charter (Basic Law) of the Omsk Region" and No. 1522-OZ "On amendments to certain laws of the Omsk region in connection with changes in the procedure for forming the Federation Council of the Federal Assembly of the Russian Federation"(the powers of the Governor of the Omsk region and the Legislative Meetings).

Legislation on public authorities of the Omsk region

Monitoring law enforcement is entrusted to the committees of the Legislative Assembly in the areas of their activities in accordance with the methodology approved by the Government of the Russian Federation.
Law of the Omsk Region No. 1545-OZ "On Amendments to The Law of the Omsk Region "On the status of a deputy of the Legislative Assembly of the Omsk Region" clarifies the individual powers of a deputy of the Legislative Assembly Meetings, as well as the procedure for reimbursement of deputy expenses related to the implementation of deputy activities.

In order to improve the organization of the legislative process in the Omsk region, taking into account current practice, the Law of the Omsk region was adopted No. 1555-OZ "On Amendments to the Law of the Omsk Region "On Regulatory Legal Acts of the Omsk Region".

Legislation on elections, referendums and other forms of direct democracy in the Omsk region

Laws of the Omsk Region No. 1527-OZ and 1573-OZ amended the Law of the Omsk Region "On the Public Chamber of the Omsk Region". The composition of the Public Chamber of the Omsk Region was increased to 30 citizens, the regulations were clarified and its participation in the formation of public councils under the executive authorities of the Omsk Region was determined.

Law of the Omsk Region No. 1532-OZ "On amendments to certain laws of the Omsk region in order to implement the legislation of the Russian Federation on elections and referendums" amendments were made to regional laws laws:
"On elections of deputies of the Legislative Assembly of the Omsk Region";
"On elections to local government bodies of the Omsk Region";

2.2. Legislation of the Omsk Region in the field of budget and tax policy

During the year, on the proposal of the Governor of the Omsk Region, the Legislative Assembly amended the Law of the Omsk Region 7 times "On the regional budget for 2013 and for the planning period of 2014 and 2015" (laws of the Omsk region No. 1521-OZ, 1543-OZ, 1563-OZ, 1574-OZ, 1584-OZ, 1594-OZ, 1604-OZ) in order to clarify funds to be received from the federal budget, increase planned assignments for tax and non-tax revenues, inclusion in regional budget of priority expenses for increasing wages of public sector workers, construction, reconstruction and repairs educational and healthcare facilities, construction of preschool institutions, increasing costs for certain social support measures.
Subsidies from other budgets of the budget system of the Russian Federation are aimed at modernizing regional general education systems, monthly monetary remuneration for class management, monthly cash payments, assigned in the event of the birth of a third child and subsequent children before the child reaches the age of three, and other expense items.
Subventions have been increased, in particular, to provide housing for certain categories of citizens, including veterans of the Great Patriotic War, to provide disabled people with technical means of rehabilitation, and to provide state social assistance to certain categories of citizens. In addition, transfers have been increased for additional state support (grants) to leading academic musical theaters, choral and chamber music groups, the implementation of creative projects, for the acquisition of book collections of municipal libraries, etc.

As a result of the changes made, the volume of regional expenditures budget for 2013 amounted to 78.9 billion rubles, the size of the deficit was 9.3 billion rubles.

The laws of the Omsk region approved reports:
on the execution of the budget of the territorial fund of compulsory medical insurance of the Omsk region for 2012 (The Law of the Omsk Region No. 1561-OZ ).   • expenses for 2015 in the amount of 67.7 billion rubles and for 2016 in the amount of 68.0 billion rubles;
  • The regional budget deficit, respectively, 7.8 and 8.1 billion rubles.

The formation of the regional budget for 2014-2016 was carried out on the basis of the tasks and principles set forth in the budget message of the President of the Russian Federation to the Federal Assembly of the Russian Federation "On Budget Policy in 2014 - 2016", the Address of the Governor of the Omsk Region by the Legislative Assembly, in accordance with the main indicators of the forecast of socio-economic development of the Omsk region for 2014 and for the period until 2016, state programs of the Omsk region.

The parameters of the regional budget are aimed at maintaining social and economic stability in the Omsk region, ensuring the long -term balance and sustainability of the regional budget in the conditions of the limitations of its revenue sources.

A feature of Law No. 1599-OZ is the transition to the implementation of state programs of the Omsk region, the development of which is due to adopted changes to the Budget Code of the Russian Federation, with the simultaneous abolition of long-term target programs of the Omsk region. In this regard, targeted articles of the regional budget, reflecting the structure of the state program, are fundamentally formed in a new way. The share of software costs in 2014 is 99.1 percent, in the planned period of 2015 and 2016 - 97, 9 percent of the total volume of budget allocations.

74 % regional budget expenditures or 47 billion rubles-these are expenses for the industry The socio-cultural sphere, including the development of healthcare (13.4 billion rubles), for education (18.6 billion rubles), for social policy (12.2 billion rubles). Funds are provided for reducing queues to kindergartens and raising wages to employees of the budget sphere. The budget of the Road Fund of the Omsk Region has been increased to 2.0 billion rubles, of which the rural roads 50 million rubles (in previous years, these expenses amounted to no more than 20 million rubles).

In 2014, more than 27 billion rubles are provided for from the regional budget for the implementation of the "May decrees" of the President of the Russian Federation -
3,5 billion rubles more than in 2013.

In order to ensure the exercise of the rights of citizens in terms of obtaining the necessary medical care, the Law of the Omsk Region No. 1600-OZ" On the budget of the territorial fund of compulsory medical insurance of the Omsk region for 2014 and for the planning period 2015 and 2016 years ". The budget of the territorial fund of compulsory medical insurance of the Omsk region (hereinafter referred to as the fund) is balanced by income and expenses and will be: in 2014 - 17.1 billion rubles. "On the social protection of people with disabilities in the Omsk region" - in terms of vesting the executive body of the Omsk region in the field of social protection of the population of the Omsk region with the authority to approve the procedure for transport services for people with disabilities. It has also been established that when receiving education, disabled people (except for disabled people studying at the expense of the federal budget) are provided with free special textbooks and educational literature, as well as the services of sign language interpreters and sign language interpreters.

In connection with the adoption of the Federal Law "On Education in the Russian Federation", changes in federal legislation in the field of health care, social support for orphans and children left without parental care, the Law of the Omsk Region No. 1566-OZ "On Amendments to Code of the Omsk Region on Social Protection of Certain Categories of Citizens" defines measures of social support for teaching staff and students of state and municipal educational institutions of the Omsk region, and also establishes a procedure for providing measures of social support for the extraordinary provision of medical care to certain categories citizens.

Law of the Omsk Region No. 1572-OZ “On the cost of living for a pensioner in the Omsk Region for 2014” sets the cost of living at 5,932 rubles (in 2013 it was 5,370 rubles). The cost of living of a pensioner is determined on the basis of the consumer basket and data from the federal executive body for statistics on the level of consumer prices for food, non-food products and services.

Taking into account that in accordance with the Federal Law of October 6, 2003 No. 131-FZ “On the General Principles of the Organization of Local Self-Government in the Russian Federation,” local government bodies have the right to establish, at the expense of the municipal budget, additional measures of social support and social assistance for certain categories of citizens, the Law of the Omsk Region No. 1597-OZ was adopted “On invalidating the Law of the Omsk Region of October 28, 2010 No. 1301-OZ "On additional payment to labor pensions for persons holding certain municipal positions in the Omsk region."

In pursuance of the decision of the Omsk Regional Court of July 2, 2013, Law of the Omsk Region No. 1603-OZ “On the implementation of Article 36 of the Code of the Omsk Region on the social protection of certain categories of citizens” (hereinafter referred to as the Code) was adopted, which resumed the provision of social support measures to employees rural state healthcare institutions of the Omsk region, non-working pensioners dismissed due to retirement from these institutions.

7. Other areas of activity of the Legislative Assembly

Decisions of the Legislative Assembly approved a plan of the bill works of the Legislative Assembly of the Omsk Region for 2013 and the plan of the main measures dedicated to the 20th anniversary of the Legislative Assembly of the Omsk Region.

determining the procedure for appointing representatives of the public to the qualification board of judges of the Omsk region and members of the Election Commission of the Omsk region from the Legislative Assembly.

In accordance with the Law of the Omsk Region No. 303-OZ "On the magistrates of the Omsk Region", the Legislative Assembly in the period under consideration appointed 22 magistrates of the Omsk region.

In accordance with the Federal Law of March 14, 2002 No. 30-FZ “On the Bodies of the Judicial Community in the Russian Federation,” the Legislative Assembly carried out the procedure for appointing public representatives to the qualification board of judges of the Omsk region.

Resolutions of the Legislative Assembly determine the participation of deputies of the Legislative Assembly V.G. in the commission for regulating social and labor relations. Berezhny and D.S. The youth chamber of deputies at the Legislative Assembly (hereinafter referred to as the Youth Chamber) formed in the new composition began work. March 11-13, deputies of the Legislative Assembly as part of the official and business circles of the Omsk region visited the Republic of Belarus.

The agreement in the field of cultural interaction between Russia and Kazakhstan was implemented on May 30 - 31, 2013 in the holding of a cross-border forum in Omsk - the IV International Festival of Border Territories of the Russian Federation and the Republic of Kazakhstan "Let friendship be sincere and honest."
