1. Results of the work of the Legislative Assembly of the Omsk Region for January - March 2013
In January - March 2013, the Legislative Assembly of the Omsk Region (hereinafter referred to as the Legislative Assembly) held three meetings, considered 89 issues, and adopted 104 resolutions.
In the first quarter of 2013, subjects of the right of legislative initiative introduced 28 draft laws of the Omsk region to the Legislative Assembly, including: the Governor of the Omsk region, the Government of the Omsk region - 11 (39.3%), committees of the Legislative Assembly - 16 (57.1%) , representative bodies of local government of the Omsk region - 1 (3.6%)

In total, 32 draft laws of the Omsk region were considered at the meetings of the Legislative Assembly (28 introduced in 2013, 4 in 2012).

2.1. Legislation of the Omsk region in the field of state construction, compliance with the rule of law and law enforcement
In order to bring regional legislation into compliance with the Federal Law of December 3, 2012 No. 229-FZ "On the procedure for forming the Federation Council of the Federal Assembly of the Russian Federation", laws of the Omsk region were adopted
No. 1525-OZ "On amendments to the Charter (Basic Law) of the Omsk Region" and

The provisions of regional laws concerning the formation of polling stations and referendum sites have been clarified; in connection with the establishment of a single voting day for elections to state authorities of the constituent entities of the Russian Federation and local self-government bodies, the deadlines for calling repeat and additional elections have been clarified.
2.2. Legislation of the Omsk region in the field of budget and tax policy
Taking into account the Law of the Omsk Region
No. 1513-OZ "On Amendments to the Law of the Omsk Region "On the Regional Budget for 2012 and for the Planning Period of 2013 and 2014" regional budget revenues for 2012 amounted to 63.1 billion rubles, expenses accordingly amounted to 69.3 billion rubles, the size of the deficit regional budget – 6.2 billion rubles.
In order to bring regional legislation into compliance with Federal Law No. 244-FZ of December 3, 2012 “On Amendments to the Budget Code of the Russian Federation and Certain Legislative Acts of the Russian Federation,” laws of the Omsk Region were adopted:
No. 1520-OZ "On amendments to the Law of the Omsk Region "On the budget process in the Omsk Region" (the deadline for the preparation and approval of the draft budget of the municipal district (city district) of the Omsk Region is established - for the next financial year and planning period. With the adoption of the Law of the Omsk Region

Regional budget expenditures increased:
for wages in order to implement the decrees of the President of the Russian Federation of May 7, 2012 and increase the minimum wage for public sector employees;
construction and reconstruction of buildings of preschool educational institutions;
providing living quarters for orphans and children left without parental care, persons from among orphans and children left without parental care, as well as other expense items.
Subsidies from other budgets of the budget system of the Russian Federation have been increased for the modernization of regional general education systems, for monthly cash remuneration for class management, for the implementation of a monthly cash payment assigned in the event of the birth of a third child and subsequent children until the child reaches the age of three, and other expense items.
An increase in subventions is provided, in particular, to provide housing for certain categories of citizens, including veterans of the Great Patriotic War, to provide disabled people with technical means of rehabilitation, and to provide state social assistance to certain categories of citizens. In addition, transfers for additional government support (grants) to leading academic musical theaters, choral and chamber music groups, implementation of creative projects, acquisition of book collections in municipal libraries, etc.
2.3. Legislation of the Omsk region in the field of labor, social protection, education
