(Procedure for consideration of appeals) 

The procedure for considering appeals from citizens (individuals), organizations (legal entities), public associations, state bodies, and local self-government bodies in the Legislative Assembly of the Omsk region.
(Excerpts from the Instructions for working with documents in the Legislative Assembly of the Omsk region, approved by Order of the Chairman of the Legislative Assembly of the Omsk Region dated October 13, 2021 No. 101-od). 

«1. GENERAL PROVISIONS 
1.1. The legal basis for the Instructions on working with documents in the Legislative Assembly of the Omsk Region (hereinafter referred to as the Instruction) is the Constitution of the Russian Federation, the legislation of the Russian Federation and the Omsk region, the Regulations of the Legislative Assembly of the Omsk Region, the Regulations on the Apparatus of the Legislative Assembly of the Omsk Region, state standards in the field of record keeping and archival affairs.
1.2. Work with documents in the Legislative Assembly of the Omsk Region is based on compliance with the following principles:
- document management in the Legislative Assembly of the Omsk Region in strict accordance with the requirements of federal and regional legislation;
- distribution of powers and responsibilities when working with documents between officials of the Legislative Assembly of the Omsk Region;
- creation and preservation of authentic, reliable and usable documents, protecting their integrity for the required time;
- storing documents in a safe and secure environment for the required period...».
 
«2. RECEPTION, REGISTRATION AND PROCESSING OF DOCUMENTS
 
2.1. Reception and registration of incoming documents
2.1.1. Documents received by the Legislative Assembly of the Omsk Region are accepted, undergo primary processing and centralized registration in the office.
Documents and other correspondence to the Legislative Assembly of the Omsk Region are delivered by the following types of communication: postal, courier, courier, other types of special communication, facsimile, telegraph, via e-mail, the interdepartmental electronic document management system (hereinafter referred to as MEDM) integrated with SADD, through the website of the Legislative Assembly of the Omsk Region, and are also handed over to officials of the Legislative Assembly of the Omsk Region in person. Documents are accepted in the chancery daily from 8:30 a.m. to 5:45 p.m. (on Friday - until 4:30 p.m.), except for non-working holidays and weekends…».

«2.4. Working with citizens' requests
2.4.1. General Provisions
2.4.1.1. Consideration of citizens' appeals in the Legislative Assembly of Omsk Oblast is carried out in accordance with the requirements established by the Constitution of the Russian Federation, federal laws of May 2, 2006 No. 59-FZ "On the procedure for considering appeals of citizens of the Russian Federation" (hereinafter referred to as Federal Law No. 59-FZ) and of February 9, 2009 No. 8-FZ "On ensuring access to information on the activities of state bodies and local governments" (hereinafter referred to as Federal Law No. 8-FZ), Decree of the President of the Russian Federation of April 17, 2017 No. 171 "On monitoring and analysis of the results of consideration of appeals of citizens and organizations", the Law of Omsk Oblast of November 6, 2015 No. 1801-03 "On additional guarantees of the right of citizens to appeal", and this Instruction.
2.4.1.2. The concepts and terms used in this Instruction in relation to the consideration of citizens' appeals are used in the meanings established in federal laws No. 59-FZ and No. 8-FZ.
2.4.1.3. The Legislative Assembly of the Omsk Region considers appeals submitted in compliance with the requirements for appeals set forth by federal legislation and this Instruction.
2.4.1.4. Written requests may be sent to the Legislative Assembly of the Omsk Region as follows:
- by post to the address: Krasny Put St., Bldg. 1, Omsk, 644002;
- by fax: fax number - 23-24-66;
- through the electronic reception on the website of the Legislative Assembly of the Omsk region: https://www.omskparlament.ru/en/;
- to the e-mail address indicated on the website of the Legislative Assembly of the Omsk region as an official one: zakonodatel@omskparlament.ru;
- by delivery to the Legislative Assembly of the Omsk region by the author of the appeal personally or through a courier.
2.4.1.5. Oral appeals may be submitted to the Legislative Assembly of the Omsk region as follows:
- during personal receptions of officials of the Legislative Assembly of the Omsk region and officials of the staff of the Legislative Assembly of the Omsk region;
- by phone of the sector for the treatment of citizens - 79-93-17.
2.4.1.6. All applications submitted to the Legislative Assembly of the Omsk region are subject to mandatory registration.
2.4.1.7. Requests for information on the activities of the Legislative Assembly of the Omsk Region in accordance with Federal Law No. 8-FZ may be sent to the Legislative Assembly of the Omsk Region in any of the ways listed in paragraphs 2.4.1.4, 2.4.1.5. Consideration of requests is carried out in accordance with the requirements of Federal Law No. 8-FZ and this Instruction. Registration of information requests is carried out in the SADD.
2.4.1.8. Work on the organization of consideration of citizens' appeals, on the organization of personal receptions of officials of the Legislative Assembly of the Omsk region and officials of the office of the Legislative Assembly of the Omsk region is carried out by the citizens' appeals sector.
2.4.1.9. An appeal is considered resolved if all the questions raised in it are considered, appropriate explanations are given and the author of the appeal is answered.
2.4.1.10. The head of the Citizens' Appeal Sector and the executors are responsible for observing the deadlines for reviewing appeals.
 
2.4.2. Terms of consideration of citizens' appeals
2.4.2.1. The deadline for registration of an application is three days from the date of its receipt.
2.4.2.2. The total period for consideration of citizens' appeals is 30 days from the date of registration, regardless of the date of approval of the resolution; the period for consideration of appeals on the protection of children's rights is 20 days from the date of registration, regardless of the date of approval of the resolution.
2.4.2.3. The period for consideration of an application may be extended in exceptional cases, as well as in the case of sending a request provided for in part 2 of Article 10 of Federal Law No. 59-FZ. The term of consideration of the appeal is extended for no more than 30 days with the notification of the citizen who sent the appeal. The head of the Citizens' Appeal Sector prepares a notification to the citizen who sent the appeal. The notification contains information about the extension of the deadline.
2.4.2.4. The deadline for the implementation of the resolution "Control" is generally 30 days from the date of approval of the resolution. The resolution "Control until the moment of actual execution" is not limited to the period of execution, however, this resolution can be put down only after consideration of the appeal on its merits.
2.4.2.5. The deadline for redirecting an appeal containing issues not within the competence of the Legislative Assembly of the Omsk Region to a state body, local government body or an official whose competence includes resolving issues raised in the appeal is 7 days from the date of registration.
2.4.2.6. The deadline for providing (receiving) information for consideration of an application in accordance with the procedure established by part 2 of Article 10 of Federal Law No. 59-FZ is 15 days.
2.4.2.7. The deadline for sending a notification to a citizen in connection with redirecting an appeal containing issues not within the competence of the Legislative Assembly of the Omsk Region, as well as notifications to be sent in accordance with the requirements of Article 11 of Federal Law No. 59-FZ, is 7 days.
2.4.2.8. If the end of any of the above-mentioned periods falls on a non-working day, then the deadline day is the working day preceding the non-working day.
 
2.4.3. Working with written and electronic appeals from citizens
2.4.3.1. A citizen in his written appeal is mandatory:
- indicates the name of the state body to which the written appeal is sent, or the surname, first name, patronymic of the relevant official, or the position of the person to whom the appeal is addressed;
- indicates his last name, first name, patronymic (if any);
- specifies the mailing address to which the response and notification of the forwarding of the request should be sent;
- explains in a free form the essence of a proposal, statement or complaint;
- puts a personal signature;
- sets the date of the referral.
If necessary, in order to confirm their arguments, the citizen shall attach documents and materials or copies thereof to the written request.
A citizen in an appeal sent through an electronic reception or to an electronic mailbox of the Legislative Assembly of the Omsk region, without fail:
- indicates his last name, first name, patronymic (if any):
- specifies the e-mail address to which the response and notification of the forwarding of the request should be sent;
- explains in a free form the essence of a proposal, statement or complaint.
A citizen has the right to attach the necessary documents and materials in electronic form to such an appeal.
2.4.3.2. Reception and registration of written applications are carried out in the sector of citizens' appeals.
Written appeals are received by the citizens' appeal sector through the office. Envelopes with appeals are opened by the head of the sector for citizens' appeals. If it is not clear from the inscription on the envelope whether the letter is a citizen's appeal, the envelope is opened in the office. The envelope is saved in a paper copy of the case that is being formed for circulation.
The received documents (passport, military ID, work record, pension certificate, photographs and other similar attachments to the application) are attached to the text of the letter and stored until the end of consideration of the application, then returned to the applicant simultaneously with the response to the appeal.
In the absence of the text of the appeal, a certificate is drawn up with the text "There is no appeal to the Legislative Assembly of the Omsk region (a specific official)", the date and personal signature of the head of the sector for citizens' appeals. The certificate is attached to the received documents. If the phone number of the author of the appeal is indicated, the head of the citizens' appeal sector contacts the author by phone and clarifies the reason for the absence of the text of the appeal. Upon subsequent receipt of the text of the appeal, such an appeal is registered, and previously received documents along with a certificate are attached to it. The appeal is considered in the general order.
For letters received with banknotes, securities, gifts, for registered letters with notification, in which no written attachment was found at the opening, as well as in cases where a shortage of documents mentioned by the authors in the inventories of valuable letters is found in envelopes, an act is drawn up in one copy. The act is signed by the head of the Documentation Support Department and the head of the Citizens' appeal sector. The specified act is stored in the sector at the request of citizens.
The reception of written appeals directly from citizens is carried out by an employee of the sector for the treatment of citizens. At the request of a citizen, a mark on the acceptance of the appeal is placed on the second copy of the accepted appeal, indicating the date of acceptance of the appeal.
The reception of applications sent through the electronic reception is carried out by an employee of the citizens' appeal sector as they are received. The electronic mailbox to which the requests from the electronic reception are addressed is checked daily. Each received e-mail message is printed out, including the text of the letter and the files attached to the message.
Appeals sent to the e-mail box, the address of which is indicated on the website of the Legislative Assembly of the Omsk region, are transmitted to the citizens' appeal sector.
Registration of received appeals is carried out by an employee of the sector for citizens' appeals to the SADD.
Upon registration, an electronic registration card (Appendix No. 6) is filled in, which contains the following information:
- surname, first name, patronymic (if any) of the citizen, his address, phone number (if indicated by the author), social status (if indicated by the author), belonging to preferential categories (if indicated by the author); - summary of the question, the question code in accordance with the "Thematic classifier of appeals from citizens of the Russian Federation, foreign citizens, stateless persons, associations of citizens, including legal entities, the Office of the President of the Russian Federation for dealing with appeals from citizens and organizations", approved by the order of the Office of the President of the Russian Federation for dealing with appeals from citizens and Organizations dated November 30, 2017 No. 104;
- the addressee of the request;
- information about the accompanying documents for the appeal, if it was forwarded to the Legislative Assembly of the Omsk region from another organization (a note is put down indicating where the appeal came from, indicating the details of the cover letter);
- the method of delivery of the appeal (mail, fax, e-mail, courier, in person);
- type of appeal (written, electronic, oral);
- name of the document (application, proposal or complaint);
- a mark on whether the appeal is collective. An appeal is considered collective if it is signed by two or more authors. If the appeal is recognized as a collective one, a note on the number of signatures is made in the "Note" field of the electronic registration card;
- a mark indicating whether the request is repeated. If a citizen has applied to the Legislative Assembly of the Omsk region with a question that he has already addressed to the Legislative Assembly of the Omsk region earlier, then the appeal will be considered repeated, except in the case when the subsequent appeal was received before the end of the period for consideration of the previous appeal. If the request is recognized as repeated, a note is made in the "Additional details" section about the repetition of the request, the number and date of the previous request are indicated.
A stamp is affixed to the original of the appeal in the lower right corner (appendix no. 7) indicating the incoming registration number with the index and date of registration. The original of the request is scanned. The electronic image of the document is attached to the electronic registration card in the SADD. An access form "DL List" is issued for the scanned material, which includes employees of the sector at the request of citizens. A paper copy of the case is also drawn up indicating the surname, first name, patronymic (if any) of the citizen, his address, number and index of the case.
2.4.3.3. After registration, the appeal is transmitted to the official to whom it was addressed.
Appeals addressed to an unspecified number of deputies of the Legislative Assembly of the Omsk region, the Legislative Assembly of the Omsk region, are registered as appeals addressed to the Chairman of the Legislative Assembly of the Omsk region.
The official to whom the appeal has been received makes one of the following decisions for the purpose of its consideration:
- appoint an employee of the office of the Legislative Assembly of the Omsk Region as an executor (if the question raised in the appeal is within the competence of the Legislative Assembly of the Omsk region and employees of structural divisions of the office of the Legislative Assembly of the Omsk region can prepare a reasoned response to a citizen; and also in the case when, by virtue of the prohibition established by Federal Law No. 59-FZ, the appeal cannot be forwarded by affiliation and must be returned to the citizen with an explanation of his right to appeal the relevant decision or action (inaction) in accordance with the established procedure to the court);
- forward the appeal by affiliation in accordance with Part 3 of Article 8 of Federal Law No. 59-FZ. In this case, the official decides on the expediency of putting the execution of the appeal under control;
- based on the results of the review, send an appeal to the case due to the absence of a question in the appeal or due to the inability to establish the essence of the appeal. In this case, the head of the Citizens' Appeals sector sends a notification of the relevant content, certified by his signature, to the applicant.
After the official to whom the appeal was addressed has made a decision on the appeal, a card with a resolution or a cover letter to the appeal to be redirected is issued on his behalf. The original of the request, together with the order card or cover letter, is sent to the citizens' appeal sector.
2.4.3.4. If the official to whom the appeal was addressed decides to transfer the appeal for execution to a structural subdivision of the Legislative Assembly of the Omsk Region, then the execution of such an appeal is in all cases put under control.
The head of the citizens' appeal sector enters the contents of the resolution into the electronic registration card of the appeal, a note is made about the contractor and the planned deadline for the execution of the order.
Control over the execution of orders is entrusted to the head of the sector for the treatment of citizens. The card with the resolution is scanned, the electronic image of the card is attached to the electronic registration card of the appeal.
The original of the card is transferred to the contractor, which is noted in the transfer log to the SADD. The original of the request is with the contractor until the end of the work with the request. In case of appointment of a second (subsequent) contractor, a copy of the appeal is sent to him, which is also noted in the transfer log to the SADD.
If the head of a structural unit of the office of the Legislative Assembly of the Omsk Region is appointed as the executor of the appeal, he may appoint an executor from among the employees of his structural unit. In this case, the responsible employee of the relevant structural unit enters a subordinate resolution in the electronic registration card of the application to the SADD.
2.4.3.5. When working with a request, the contractor has the right to:
- to make a decision on the need to send a request in accordance with Part 2 of Article 10 of Federal Law No. 59-FZ;
- to make a decision on the need to forward consideration of the application by affiliation if the deadlines provided for by law for forwarding the application are met.
In other cases, the contractor prepares an answer on the merits of the issue set out in the appeal.
If the head of a structural unit of the Legislative Assembly of the Omsk Region is appointed as the executor, the response to the appeal is prepared with his signature, except in the following cases:
- when there is a direct indication in the resolution that the response should be prepared under the signature of the author of the resolution;
- when the question posed in the appeal does not imply a reasoned answer (a request for a declaration of gratitude to deputies) — in this case, the executors enter a report on the execution of the appeal into the electronic registration card in the SADD; on the basis of these reports, the head of the citizens' appeal sector prepares and sends a notification of the execution of the appeal to the citizen with his signature.
2.4.3.6. The signed response to the appeal, executed in two copies, is transmitted for registration to the citizens' appeal sector.
The response to the citizen is registered in a separate section of the SADD with the assignment of an individual outgoing number, while in the "Bundles" field of the electronic registration card of the document, a link is made to the request for which the answer is given. The first copy of the response to the appeal is scanned, the electronic image of the document is attached to the electronic registration card in the SADD. The first copy after scanning is sent to the office for shipment.
The response to the written request is sent to the postal address specified by the citizen. The response to the electronic appeal is sent to the e-mail address specified by the citizen.
When sending a response to an e-mail address, the original response is scanned and the electronic image of the document is sent to the citizen's e-mail address from the electronic mailbox of the citizens' address sector. The e-mail report on sending the response is printed, scanned and attached to the electronic registration card in the SADD.
The second copy of the response, and in the case of electronic sending of the response, the e-mail report on sending the response to the appeal is attached to the paper copy of the case.
After preparing a response to the appeal, the contractor submits to the SADD a report on the execution of the order in accordance with the resolution. Based on the report, the head of the sector for the treatment of citizens removes the execution of the order from control. After the actual sending of the response, a mark is placed in the "Additional details" section on the results of consideration of the appeal and the appeal is written off to the case.
A paper copy of the case, when considering an appeal directly to the Legislative Assembly of the Omsk region, must contain the following documents:
- the original of the appeal;
- original(s) of the card(s) with the resolution;
- the second copy of the response with the contractor's visa;
- e-mail report on sending a response (for e-mail requests);
- references, information materials (if available).
2.4.3.7. A written appeal containing issues whose resolution does not fall within the competence of the Legislative Assembly of the Omsk Region is sent within seven days from the date of registration to the appropriate body or to the appropriate official whose competence includes resolving the issues raised in the appeal, notifying the citizen who sent the appeal about the redirection of the appeal, except for the case specified in the Part 4 of Article 11 of Federal Law No. 59-FZ. Notification of a citizen is made in writing. The notification indicates where (to whom) the appeal has been sent for consideration. The notification can be signed:
- the official to whom the appeal is addressed;
- the contractor who made the decision on the need to forward the request;
- the head of the sector for the treatment of citizens.
It is prohibited to send a complaint for consideration to a state body, a local government body or an official, a decision or an action (inaction) which is being appealed.
If, in accordance with the prohibition on forwarding an appeal provided for in part 6 of Article 8 of Federal Law No. 59-FZ, it is impossible to send a complaint for consideration to a state body, a local government body or an official whose competence includes resolving the issues raised in the appeal, the complaint is returned to the citizen with an explanation of his right to appeal the relevant decision or an action (inaction) in accordance with the established procedure to the court.
When making a decision on the need to forward an appeal, the original of the appeal is sent to the appropriate body or to the appropriate official with a cover letter signed by the official to whom the appeal is addressed.
If the solution of the issues raised in the written appeal falls within the competence of several state bodies, local self-government bodies or officials, copies of the appeal with cover letters are sent to the relevant state bodies, local self-government bodies or relevant officials within seven days from the date of registration.
After the official to whom the appeal is addressed decides to forward the appeal, the original of the appeal, together with a signed cover letter, is returned to the citizens' appeal sector for registration.
The cover letter is registered in the SADD with the assignment of an individual outgoing number. A corresponding link to the citizen's appeal is issued. The first copy of the cover letter is scanned. The electronic image of the document is attached to the electronic registration card of the outgoing cover letter to the SADD.
After registration and sending the application with a cover letter, the preparation and registration of a notification to the citizen about the forwarding of the application is carried out. Registration is carried out in the SADD with the assignment of an individual outgoing number. Appropriate links to the application and a cover letter are issued. The notification is scanned and attached to the electronic registration card of the notification in the SADD.
The notification in connection with the forwarding of a written request is sent to the postal address specified by the citizen. The notification in connection with the forwarding of an electronic appeal is sent to the e-mail address specified by the citizen.
When sending a written request for consideration to another state body, local government body or official whose competence includes resolving the issues raised in the request, the official to whom the request is addressed may, if necessary, request documents and materials from the specified bodies or from the official on the results of consideration of the written request.
If the official to whom the appeal is addressed decides on the need to request information on the results of consideration of the appeal, the cover letter indicates the need to inform the Legislative Assembly of the Omsk region about the results of consideration of the appeal by the author(s) of the appeal.
Such treatment is put under control. In the SADD, a note is made on the statement of the appeal for control and a deadline is set for execution. Control over the deadline is assigned to the head of the sector for the treatment of citizens.
After consideration of the appeal by a state body, a local government body or an official to whom it was sent, the Legislative Assembly of the Omsk region receives a response to the official who signed the cover letter to the forwarded appeal, and a copy of the response to the author of the appeal. The incoming document is registered in a separate section of the SADD with the assignment of an individual incoming number. Appropriate links to the appeal, a cover letter, and a notification to the citizen are drawn up. The incoming document is scanned and attached to the incoming response card to the SADD.
2.4.3.8. After registration, the response to the appeal, together with a copy of the appeal and related materials, is transmitted to the official to whom the appeal was addressed for review. Following the results of the review, the official:
- gives new orders, which are issued on the cards;
- puts it under control by assigning a specific employee of the device as a controller;
- removes the execution of the request from control.
If the official gives new instructions in connection with the appeal or puts the execution of the appeal under control, further work is carried out in accordance with the procedure set out in this Instruction.
If an official removes the execution of an appeal from control, then in the upper right corner of the response to the appeal, a mark "D" or "To the case" is put down, and the official to whom the appeal was received puts his signature. This mark is the basis for removing the appeal from the control of the SADD and sending the appeal to the case.
If, when sending a written appeal for consideration to another state body, local government body or official whose competence includes resolving the issues raised in the appeal, the official to whom the appeal is addressed does not request documents and materials from the specified bodies or from the official on the results of consideration of the written appeal, the appeal is written off in the case after the actual sending of the application with a cover letter and notification to the citizen.
A paper copy of the case, when redirecting an application for competence, must contain the following documents:
- a copy of the request;
- the second copy of the cover letter;
- the second copy of the notification to the citizen;
- a copy of the response to the citizen (if the appeal was under control);
- email report on sending a notification (for electronic requests);
- references, information materials (if available).
2.4.3.9. Certain types of appeals (anonymous; containing information about committed or upcoming crimes; appeals in which court decisions are appealed; containing threats, insults, profanity; unreadable; not allowing to determine the essence of the appeal; multiple; requiring a response that may contain information constituting a state secret) are considered in accordance with the requirements as stipulated in Article 11 of Federal Law No. 59-FZ.
2.4.3.10. To an appeal containing a proposal, statement or complaint that affects the interests of an indefinite circle of persons, in particular to an appeal in which a court decision issued against an indefinite circle of persons is appealed, a response, including an explanation of the procedure for appealing a court decision, may be posted in compliance with the requirements of Federal Law No. 59-FZ on the official website of the Legislative Assembly of the Omsk region.
In case of receipt of a written appeal containing a question, the answer to which is posted on the website of the Legislative Assembly of the Omsk region, the citizen who sent the appeal, within seven days from the date of registration of the appeal, is informed of the e-mail address of the website of the Legislative Assembly of the Omsk region, which contains the answer to the question posed in the appeal, while the appeal containing the appeal of the judicial solutions are not returned.
 
2.4.4. Working with oral appeals from citizens
Registration, registration of electronic registration cards in the SADD and accounting files in hard copy, organization of consideration of oral appeals of citizens are carried out in accordance with the procedure established by this Instruction for working with written appeals.
 
2.4.5. Personal reception of citizens
2.4.5.1. A personal reception of citizens is held in the Legislative Assembly of the Omsk region:
- Chairman of the Legislative Assembly of the Omsk region;
- Deputy Chairman of the Legislative Assembly of the Omsk region;
- chairmen of committees of the Legislative Assembly of the Omsk region;
- Head of the Staff of the Legislative Assembly of the Omsk region;
- heads of departments of the Legislative Assembly of the Omsk region.
Admission is carried out once a month according to the established schedule.
The reception schedule is drawn up by the head of the sector for the treatment of citizens in consultation with the persons conducting the reception. The schedule is posted on the website of the Legislative Assembly of the Omsk region. In consultation with the officials conducting the reception of citizens and with citizens who have made an appointment, the date and time of the reception may change.
2.4.5.2. The reception is conducted by appointment. Preliminary registration is carried out by the head of the sector for the treatment of citizens daily during working hours by phone: 79-93-17; during personal conversations with citizens; on the basis of written requests containing a request for personal admission. An appointment with a specific official ends on the business day preceding the day of admission.
On the eve of the reception day, citizens who have made an appointment are additionally notified of the time of the reception by phone.
2.4.5.3. The head of the Citizens' appeal sector draws up a list of citizens who have signed up for an appointment, indicating questions, and at the end of the working day preceding the day of admission, passes it to the official conducting the reception.
2.4.5.4. On the day of the reception, the head of the citizens' appeal sector ensures the preparation of the premises in which the reception will be held.

2.4.5.5. At a personal reception, a citizen presents a document certifying his identity.
2.4.5.6. The content of the oral appeal is entered into the electronic registration card of the citizen's personal reception. If the facts and circumstances stated in the oral appeal are obvious and do not require additional verification, the response to the appeal with the consent of the citizen may be given orally during a personal reception, which is recorded in the electronic registration card of the personal reception of the citizen. In other cases, a written answer is given on the merits of the issues raised in the appeal.
2.4.5.7. A written request accepted during a personal reception is subject to registration and consideration in accordance with the established procedure.
2.4.5.8. If the appeal contains issues that are not within the competence of the Legislative Assembly of the Omsk region, the citizen is given an explanation of where and in what order he should apply.
2.4.5.9. During a personal reception, a citizen may be refused further consideration of an appeal if he has previously been given an answer on the merits of the questions raised in the appeal.
2.4.5.10.All applications received during a personal reception are registered with the SADD. All available materials are scanned and attached to the electronic registration card.
