On November 28, 2024, at a meeting of the regional parliament, the Governor of the Omsk region, Chairman of the Government of the Omsk region Vitaly Khotsenko delivered a message to the Legislative Assembly of the Omsk region on the state of affairs in the Omsk region, outlining the main tasks and main directions of development of the Omsk Irtysh region. On November 28, 2024, at a meeting of the regional parliament, the Governor of the Omsk region, Chairman of the Government of the Omsk region Vitaly Khotsenko delivered a message to the Legislative Assembly of the Omsk region on the state of affairs in the Omsk region, outlining the main tasks and main directions of development of the Omsk Irtysh region. As Alexander Artyomov, Chairman of the Legislative Assembly of the Omsk Region, noted, "we have one task set by the President - the future of our Russia. It will have to be carried out responsibly. Question "On the main directions of budgetary, economic and social policy for 2025 (message from the Governor of the Omsk region to the Legislative Assembly of the Omsk region on the state of affairs in the Omsk region) It was first on the agenda of the Legislative Assembly meeting. Its consideration was traditionally held in the conference hall of the regional government with the participation of a wide range of invited guests. In addition to deputies of the regional parliament, representatives of the Federal Assembly of the Russian Federation, territorial bodies of federal executive authorities in the Omsk region, regional ministries and departments, local governments, law enforcement agencies, faiths, public organizations, enterprises and the media gathered to hear the report of the head of the region.

Chairman of the Legislative Assembly Alexander Artyomov, opening the meeting, addressed the audience: "Dear colleagues, the draft agenda of today's meeting has been presented to you. We traditionally consider the first issue in this hall, and the rest of the issues in the Legislative Assembly meeting room." Having informed that in accordance with Article 47 of the Charter (Basic Law) of the Omsk region, the Governor annually submits a message to the Legislative Assembly of the Omsk region on the state of affairs in the Omsk region, the Speaker of the Parliament invited the Governor of the Omsk Region, Chairman of the Government of the Omsk region Vitaly Khotsenko to make a report.

At the beginning of his speech, the head of the region noted that our President Vladimir Vladimirovich Putin has set national development goals for Russia until 2036. In 2025, new national projects will be launched that will determine the country's development mechanisms for the next 12 years.
"Our task is to enter into the implementation of all national projects by increasing the volume of federal support," the head of the region stressed and said that the large–scale implementation of new national projects will become the main one for the promising socio-economic development of the Omsk region.
Vitaly Khotsenko outlined the priorities according to which the work will be organized. These are increasing the volume of investments, the creation and development of industrial, industrial, and technology parks, and the development of industrial production. Agro-industrial complex development: the involvement of new lands in the turnover, the implementation of investment projects aimed at the creation and modernization of greenhouses, livestock, processing complexes.

The head of the region also highlighted the importance of developing the logistics potential of the Omsk Irtysh region. In particular, they discussed the construction of logistics parks and distribution centers, the Omsk-Fedorovka airport, the Northern Bypass of the city of Omsk, and the use of the Irtysh for full-fledged trade and economic cooperation between Russia, Kazakhstan and China.
Other areas of activity were consistently touched upon. Summing up the results for 2024 with concrete examples, Vitaly Khotsenko outlined plans and tasks for the development of education, healthcare, including further creation of conditions for high-quality recreation and recreation for children in summer camps, culture, tourism, youth policy, sports, road complex and housing construction. The emphasis was placed on the issues of construction, repair and logistical support of kindergartens, schools, universities, children's camps, gasification, water supply, housing and communal services, ecology, integrated development of territories and landscaping, human resources development and others.

The Governor separately outlined the issues of scientific and technological development. At the same time, the head of the region announced the creation of the Ministry of Science, Higher Education and Scientific and Technological Development of the Omsk region in connection with the importance of solving the tasks of the region's participation in the implementation of national projects of technological leadership, modernization of the infrastructure of higher education and science. This department will be operational next year.
As Vitaly Khotsenko said, one of the key tasks of the new government will be the implementation of the regional program of scientific and technological development, which has passed the examination of the Russian Academy of Sciences and was approved in November this year. The Omsk region became part of 20 pilot subjects of the Russian Federation for the development of such programs. The creation of an Interuniversity campus in Omsk will be a priority.
In his message, the governor attached special importance to the celebration in 2025 of the 80th anniversary of our country's Victory in the Great Patriotic War and the support of participants in a special military operation and their families. The head of the region set the task to create a special base for the comprehensive treatment, rehabilitation and recovery of soldiers of the SVO.

Concluding his speech, Vitaly Khotsenko once again drew the attention of the audience to the importance of the region's participation in new national projects: "The start of a new cycle of national projects is, first of all, an opportunity. An opportunity for the region to provide itself with resources and tools for the development of priority industries in the long term."
The head of the region stressed: "The main priority of our work is the quality of life of Omsk residents."
Summing up the consideration of the issue, Alexander Artemov stressed:

"Thank you very much, Vitaly Pavlovich, for a detailed and informative report.
A new tradition has been established today. Representatives of labor dynasties who have made and are making a significant contribution to the development of the Omsk region were invited to the message!

Dear colleagues, the report outlines the main main priorities. These are improving the quality of life of Omsk residents and supporting participants in a special military operation, increasing the investment attractiveness of the region, developing municipal territories, developing agricultural and industrial production, and building new social facilities.

There are a lot of tasks. There is a large-scale work to be done. Most importantly, we are a united team, regardless of which branch of government and what level we belong to - federal, regional, municipal, representative or executive. We have one task set by the President - the future of our Russia. It will have to be carried out responsibly. The work should be on the result."

Having taken note of the report of the head of the region, the deputies continued their work in the meeting room of the Legislative Assembly. Parliamentarians adopted in the first reading a draft law on the regional budget for 2025 and for the planning period of 2026 and 2027, considered bills on support for large families, as well as on preferences for investors investing in the development of the economy of the Omsk region, and other issues.
