On October 24, 2024, at the next plenary meeting, deputies of the Legislative Assembly of the Omsk Region supported the draft law “On Amendments to the Code of the Omsk Region on the Social Protection of Certain Categories of Citizens” introduced by the Governor of the Omsk Region, adopting the document in all readings at once. According to the new law, the size of a one-time cash payment to citizens awarded state awards of the Omsk region - the Mother's Glory medal, the Father's Valor medal, has been increased from 10,000 rubles to 25,000 rubles. Other laws have been adopted aimed at supporting certain categories of citizens.
The meeting began with a solemn ceremony - the Chairman of the Legislative Assembly of the Omsk Region, Alexander Artemov, presented Letters of Gratitude from the Legislative Assembly to activists of the regional youth public organization "Omsk Regional Student Detachment" for their contribution to the development of the student brigade movement in the Omsk Region and in connection with the 60th anniversary of the detachment. After which the deputies were asked to vote for the agenda of the meeting and begin work.
Draft Law of the Omsk Region No. 1806-7 "On Amendments to the Code of the Omsk Region on Social Protection of Certain Categories of Citizens", developed on the initiative of the Governor of the Omsk Region Vitaly Khotsenko, was presented to the regional parliament by the Ministry of Labor and Social Development of the Omsk Region. The bill was developed in order to increase in the territory of the Omsk Irtysh region the social significance of the merits of parents with many children in strengthening the institution of family and raising children. It is symbolic that the document providing for an increase in payments to awards for parents with many children was prepared during the Year of the Family declared by Russian President Vladimir Putin.
Deputies supported the legislative initiative of the head of the region and adopted the bill in all readings at once. According to the adopted law, the size of a one-time cash payment to citizens awarded state awards of the Omsk region - the medal "Mother's Glory", the medal "Father's Valor" - has been increased from 10,000 rubles to 25,000 rubles.
In general, two more new socially significant laws have been adopted. One of them is “On Amendments to Certain Laws of the Omsk Region.” It provides, in particular, that the right to be provided with a plot of land free of charge is granted to persons who have entered into a contract to remain in a volunteer formation that contributes to the implementation of tasks assigned to the troops of the National Guard of the Russian Federation, who participated in a special military operation, who were awarded the title of Hero of the Russian Federation or who were awarded orders. RF.
The other is “On Amendments to Articles 3 and 5 of the Law of the Omsk Region “On the Protection of Health of the Population of the Omsk Region.” The document was developed in order to clarify the powers of executive authorities to establish a list of medical organizations licensed for pharmaceutical activities and their separate divisions, located in rural settlements where there are no pharmacy organizations, as well as a list of medications that can be sold by these organizations and their separate divisions.
Currently, only such structural units of medical organizations as outpatient clinics, paramedic and paramedic-obstetric stations, and general medical practice centers are subject to inclusion in this list. The adopted law provides for the exception of this restriction, and therefore other structural divisions of medical organizations, for example, local hospitals, can be included in this list.
It was decided to accept for consideration the draft new regional law developed for the implementation of Decree of the President of the Russian Federation of January 23, 2024 No. 63 “On measures of social support for large families”, taking into account the analysis of regional practice, as well as a letter from the Ministry of Labor and Social Development of the Russian Federation - No. 1812- 7 "On amendments to Article 40 of the Code of the Omsk Region on social protection of certain categories of citizens."
The bill proposes to take into account, as part of a large family, minors and adult children living in another region or separately from their parents (one of the parents), guardians, trustees, foster parents in connection with their studies in general educational organizations, professional educational organizations, educational organizations of higher education.< br>
In addition, according to the draft law, in the event of restriction of parental rights in relation to one of three minor children, the provision of social support measures for minor children in a given family, recognized as a large one, does not stop.
