On November 30, 2021, the first meeting of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region of the seventh convocation took place. The composition of the chamber was approved, the leadership of the chamber was elected, proposals for the work plan for 2022 and other issues were considered.
The event began with a speech by Pavel Korny, Chairman of the Committee of the Legislative Assembly of the Omsk Region on Education, Science, Culture and Youth Policy. Welcoming the participants of the meeting on behalf of the committee and wishing the young deputies success in the development of youth parliamentarism in the Omsk region, he informed the audience about the applications received by the committee for inclusion in the Youth Chamber of Deputies at the Legislative Assembly of the Omsk region.
In accordance with the Regulations on the Youth Chamber, it is formed for the term of office of deputies of the Legislative Assembly of the current convocation. In September 2021, elections of deputies of the Legislative Assembly of the Omsk region of the new, seventh convocation were held. In this regard, the composition of the Youth Chamber of Deputies was updated today.
It includes deputies of the regional parliament of the seventh convocation, the Omsk City Council, whose age does not exceed 35 years on the day of the decision on their inclusion in the Youth Chamber, and the chairmen of the youth chambers of deputies under the representative bodies of municipal districts of the Omsk region. There are 34 people in total.
Before proceeding to discuss the issues on the agenda of the meeting of the Chamber, Pavel Korennoy gave the floor to Deputy Chairman of the Legislative Assembly of the Omsk region Alexander Artemov. He congratulated the young deputies on behalf of the Chairman of the Legislative Assembly of the Omsk region Vladimir Varnavsky and deputies of the regional parliament on the start of work.
"This is a very important job," said Alexander Artemov. – Moreover, on December 30, 2020, the federal law "On Youth Policy in the Russian Federation" was adopted. In June of this year, with the active participation of representatives of the Youth Chamber of the previous composition, the law of the Omsk region "On the regulation of relations in the field of youth policy in the Omsk region" was adopted. In addition, he voiced specific proposals on the work of the chamber.
The Minister of Youth Affairs, Physical Culture and Sports of the Omsk Region Dmitry Krikoryants, the Deputy Chairman of the Public Chamber of the Omsk Region, Doctor of Medical Sciences, Professor Igor Borovskoy, the Chairman of the Advisory Body to the Governor of the Omsk Region – the Youth Government Alexey Ryaboklyach and the Chairman of the Youth Public Council under the Omsk City Council Alexey Tsveloy addressed the young deputies with congratulations and wishes.
Then organizational issues were considered. Ilya Smirnov, deputy of the Legislative Assembly of Omsk Oblast, was elected as the chairman of the chamber, and Anton Berendeev, deputy of the Legislative Assembly of Omsk Oblast, deputy chairman of the committee of the Legislative Assembly of Omsk Oblast on education, science, culture and youth policy, and Anton Remnev, deputy of the Omsk City Council, were elected as deputies.
Alexander Cheban, Chairman of the Youth Chamber of Deputies of the Council of the Okoneshnikovsky Municipal District of the Omsk Region, Deputy of the Council of the Okoneshnikovsky Municipal District of the Omsk Region, was elected as the Executive Secretary.
In addition, those gathered elected Ilya Smirnov from among their members as a representative of the Youth Chamber of Deputies under the Legislative Assembly of the Omsk Region to the Public Youth Chamber (Youth Parliament) under the State Duma of the Federal Assembly of the Russian Federation.
It was also decided to submit for consideration by the speaker of the regional parliament Vladimir Varnavsky a proposal on a candidate for membership in the Chamber of Young Legislators under the Federation Council of the Federal Assembly of the Russian Federation from the Legislative Assembly of the Omsk Region. The candidacy proposed is Anton Remnev.
As part of the meeting agenda, the deputies considered the following issues: the Regulation on the Youth Chamber of Deputies under the Legislative Assembly of the Omsk Region and the Rules of Procedure of the Youth Chamber of Deputies under the Legislative Assembly of the Omsk Region; proposals for the work plan of the Youth Chamber of Deputies under the Legislative Assembly of the Omsk Region for 2022; holding the international action "Test on the History of the Great Patriotic War" on December 3, 2021 in the Omsk Region; information from the Ministry of Youth Affairs, Physical Culture and Sports of the Omsk Region on the situation of youth and the implementation of state youth policy in the Omsk Region.
