On December 20, 2019, a solemn meeting of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region was held in the regional Parliament, dedicated to the 10th anniversary of the beginning of its activities. Alexander Artyomov, Deputy Chairman of the Legislative Assembly of the Omsk region, addressed the young deputies with a welcoming speech. Congratulations were expressed from representatives of the Government of the Omsk region, from deputies of the State Duma, the regional parliament, the Omsk City Council and district councils.
In addition to deputies of legislative authorities of all levels, the event was attended by representatives of the Public Chamber of the Omsk region, the advisory body under the Governor of the Omsk region – the youth government, the Youth Public Council under the Omsk City Council, the regional youth public organization "Omsk Regional Student Detachment", students of Omsk universities and others invited.
Opening the meeting, Natalia Astapchik, Chairman of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk region, began with greetings and words of gratitude: "I am glad to welcome you at the solemn meeting of the Youth Chamber. I would like to express my gratitude to Vladimir Varnavsky, Chairman of the Legislative Assembly of the Omsk Region, and Alexander Artemov, Deputy Chairman of the regional Parliament, for the support provided to the Youth Chamber."
The Speaker of the Chamber read out congratulations on the anniversary from Maria Voropayeva, Chairman of the Youth Parliament at the State Duma of the Federal Assembly of the Russian Federation, and then told about the history of the creation of the Youth Chamber at the Legislative Assembly of the Omsk Region and the procedure for its formation, saying that 34 deputies currently work in the chamber.
Alexander Artemov addressed the young colleagues with a welcoming speech: "2019 is rich in significant events that are important for the Legislative Assembly. On April 12, we celebrated the 25th anniversary of the beginning of our activity. We have come a long way. More than 2,200 laws have been adopted, and the legal foundations of social, economic and investment activities have been formed. The priority in the work of the Legislative Assembly all these years has been social support for residents of the Omsk region: families, children, youth, and the older generation.
December 23 marks the 10th anniversary of the beginning of the activity of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk region. On behalf of Vladimir Alekseevich Varnavsky, I would like to congratulate you on this small but significant anniversary. I would like to emphasize that both the Legislative Assembly, the Governor and the Government of the Omsk Region prioritize ensuring the historical continuity of generations, preserving and developing national culture, educating young people morally and physically healthy, forming citizenship among boys and girls, a sense of patriotism, and respect for the family.
And today, assessing the activities of the Youth Chamber, we say that it took place and performs its functions quite professionally and responsibly, attracts young people to the implementation of state youth policy, develops recommendations to the state authorities of the region."
The Deputy Chairman of the regional parliament also noted that the Youth Chamber provides assistance to the Legislative Assembly in the field of legislative regulation of the rights and legitimate interests of youth, the implementation of youth policy in the Omsk region, and improving the legal and political culture of youth.
"This concerns, first of all, the laws of the Omsk region "On State youth policy in the Omsk region", "On support for children's and youth public associations in the Omsk region", "On regulation of relations in the field of education in the Omsk region", "On physical culture and sports in the Omsk region", - said he drew the attention of colleagues to the fact that members of the Youth Chamber are very interested in participating in the discussion of the annual report of the Government of the Omsk region "On the situation of youth and the implementation of state youth policy in the Omsk region."
Alexander Artyomov stressed, in particular, that the members of the Youth Chamber have contributed to the development of youth parliamentarism, actively interact with bodies that deal with youth issues at the federal, regional and municipal levels. The effectiveness of the Youth Chamber is largely determined by its personnel. Young deputies who have broad public support, personal authority, influence in the region and in their professional environment have worked and are working in it.
Working in the Youth Chamber is a good school of management and the beginning of a career. The first chairman of the Youth Chamber, Mikhail Karakoz, is now Deputy Chairman of the Government of the Omsk Region, Minister of Regional Policy and Mass Communications of the Omsk region. Hero of Russia Dmitry Perminov, Deputy First Chairman of the Youth Chamber - Deputy of the State Duma, Alexey Sokin, member of the Youth Chamber of Deputies, in 2011-2012 represented the Omsk region in the Federation Council of the Federal Assembly of the Russian Federation.
As a result of the joint constructive work of the Governor, the Government, the Legislative Assembly and the Youth Chamber in the Omsk Irtysh region, a legal framework and organizational structure have been created for the implementation of youth policy in the region.
Mikhail Karakoz, Deputy Chairman of the Government of the Omsk Region, Minister of Regional Policy and Mass Communications of the Omsk Region, congratulated the young deputies. He congratulated the members of the Youth Chamber on behalf of the Governor of the Omsk region, Alexander Burkov, noting that "our chamber is unique. There were big discussions about what she should be like. And we decided that young people from the districts will participate in it." Addressing the members of the Youth Chamber, Mikhail Karakoz said that "we are always ready to support you." It should be noted that the chamber is formed from young deputies of the Legislative Assembly, the representative body of the city district and the chairmen of the youth chambers of deputies under the representative bodies of municipal districts of the Omsk region.
Dmitry Perminov added, in particular, that a lot of work has been done in 10 years, the Youth Chamber has declared itself, it is known both in the region and in Moscow.

During the meeting, a solemn awarding ceremony took place: the chairmen of the Youth Chambers under the Councils of Novovarshavsky, Tarsky, Poltava and Isilkulsky districts of the Omsk region were presented with Letters of Thanks from the Legislative Assembly of the Omsk region.

On October 31, 2019, a meeting of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region was held at the Regional Public Relations Center. The young parliamentarians discussed topical issues of implementing national projects, holding events dedicated to the Year of Memory and Glory in the Russian Federation, and others.
The meeting was attended by Chairman of the Committee on Education, Science, Culture and Youth Policy of the regional Parliament Vladimir Polovinko, Chairman of the Public Youth Chamber (Youth Parliament) at the State Duma of the Federal Assembly of the Russian Federation Maria Voropaeva, representatives of the regional Ministry of Youth Affairs, Physical Culture and Sports, the Public Chamber of the Omsk Region, the Youth Government of the Omsk Region and The Youth Public Council under the Omsk City Council.
Organizational issues were discussed at the beginning of the event. Having considered the information of Natalia Astapchik, Chairman of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region, about the applications received by the Chamber for inclusion in its composition, the young parliamentarians decided to include Yevgeny Katugin, Chairman of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region, Chairman of the Youth Chamber of Deputies at the Council of the Kalachinsky Municipal District of the Omsk Region, and Dmitry Pugachev, Chairman of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region Chambers of Deputies under the Council of the Omsk municipal district of the Omsk region.

The participants paid great attention to the issue of the participation of young parliamentarians in events dedicated to the Year of Memory and Glory in the Russian Federation. It should be noted that in July, Russian President Vladimir Putin signed a decree on holding a Year of Memory and Glory in Russia. The purpose of its holding is to preserve historical memory and celebrate the 75th anniversary of Victory in the Great Patriotic War. The Year of Memory and Glory will be held in 2020. On this issue, it was decided to recommend that members of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk region take an active part in these events.
They also discussed the progress of the implementation of the work plan of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region for 2019 and the participation of members of the Chamber in the implementation of national projects in the municipal districts of the Omsk region.

On March 25, 2019, the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region held a regular meeting, considering issues on the 25th anniversary of the Legislative Assembly of the Omsk Region, on preparations for the celebration of anniversaries of student groups, and on the work plan for the year.
The event was held at the Regional Public Relations Center. Deputies of the State Duma of the Federal Assembly of the Russian Federation, the Legislative Assembly of the Omsk Region, the Omsk City Council, the leadership of the youth chambers of deputies under the representative authorities of the municipal districts of the Omsk Region, representatives of the Ministry of Youth Affairs, Physical Culture and Sports of the Omsk Region, the Public Chamber of the Omsk Region, the Youth Public Council under the Omsk City Council, Omsk regional student detachment, BUOO "Olympic Boxing Training Center".
The meeting was chaired by Natalia Astapchik, deputy of the regional parliament, Chairman of the Youth Chamber of Deputies at the ZSOO. The main issue on the agenda was the upcoming anniversary of the Legislative Assembly of the Omsk region. On April 12, 2019, it will be 25 years since the beginning of the work of the regional parliament. Vladimir Polovinko, Chairman of the Committee on Education, Science, Culture and Youth Policy of the Parliament, summed up some of the results of the work of the Legislative Assembly and the Youth Chamber, outlining certain areas of further work, including joint implementation of national projects with young people.
Alexander Artyomov, Deputy Chairman of the regional Parliament, made a report on the topic "The Legislative Assembly of the Omsk Region is 25 years old". He told about the history of the regional parliament, the work of its convocations. Alexander Artyomov noted that legislative activity began in the difficult socio-economic conditions of the 90s of the twentieth century. At the same time, he stressed that the current system of federal and regional lawmaking meets democratic principles. Continuity has been maintained in the Legislative Assembly, laws are being improved, interaction with authorities at different levels, public organizations, and voters has been established, and a lot of work is underway aimed at implementing national projects. He drew special attention to the interaction of the parliament and youth organizations, including within the framework of the Youth Chamber of Deputies of the Legislative Assembly of the Omsk region.
Dmitry Perminov, Deputy of the State Duma of the Federal Assembly of the Russian Federation, Lidia Gerasimova, Secretary of the Public Chamber of the Omsk Region, Alexey Tishchenko, Director of the Olympic Boxing Training Center, Alexey Tishchenko, Dean of the Faculty of Humanities, Omsk State University, told about the activities of the regional parliament and about interaction with this supreme legislative (representative) body of state power of the Omsk Region in their speeches Technical University" Mikhail Mashkarin and Natalia Astapchik, Speaker of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk region. The speakers noted that the regional parliament legislatively ensures the conditions for the socio-economic development of the region.
During the meeting, the Youth Chamber heard and decided to take note of information on preparations for the celebration of the 60th anniversary of student detachments in the Russian Federation, the 55th anniversary of student detachments of the Omsk region and the 15th anniversary of the revived Omsk regional student detachment.
In addition, the meeting considered the work plan of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region for 2019, as well as proposals made to it during the meeting.
