Meeting dedicated to the Year of the Teacher in the Russian Federation, December 24, 2010.

Today in the regional parliament a meeting of members of the Committee on Education, Science, Culture and Youth Policy of the Legislative Assembly of the Omsk region and the Youth Chamber of Deputies at the Legislative Assembly of the Omsk region with the chairmen of the standing commissions on education (social issues) of representative bodies of municipalities of the Omsk region, dedicated to the Year of the Teacher in the Russian Federation took place. The first issue was the legislative support of the education system of the Omsk region in the framework of the implementation of the activities of the Committee on Education, Science, Culture and Youth Policy of the Legislative Assembly of the Omsk region. Gennady Gering, Chairman of the Committee on Education, Science, Culture and Youth Policy of the regional parliament, told about it in detail. He emphasized, in particular, that the Government of the Omsk region and the Legislative Assembly pay special attention to the development of education. In Omsk Priirtyshye the national project “Education”, the national initiative “Our New School” are consistently realized, the legislation in the sphere of education development is improved.

Then the main issue of the meeting was discussed. Galina Loseva, Deputy Minister of Education of the Omsk Region, made a report on “The Year of the Teacher in the Russian Federation in the Omsk Region: Achievements and Prospects”. She noted that all municipalities of the Omsk region held events dedicated to the Year of the Teacher in the Russian Federation, the main purpose of which is to develop the creative and professional potential of teachers, to raise the status of teaching staff. Various contests were held, including among young teachers, forums, concerts. About 3000 educators of the Omsk Region were awarded various awards of the Omsk Region and the Russian Federation. In 2011 it is planned to continue the development of the education system in the Omsk region. It is planned to expand social support measures for teachers, increase the number of competitions.

In turn, the representatives of the standing commissions of representative bodies of municipalities of the Omsk Oblast used specific examples to tell about what results have been achieved and what projects have been implemented. The participants of the meeting talked about the draft of the new basic federal law on education in the Russian Federation, the development of innovation potential, professional development of education workers, and support for talented youth. They also talked about the development of school infrastructure. In short, a constructive dialog took place. And the meeting ended with the presentation of letters of thanks of the Legislative Assembly of the Omsk region for active participation in the activities of representative bodies of municipalities and in connection with the Year of the Teacher in the Russian Federation. Such events, of course, provide an opportunity not only to discuss the most pressing issues in the field of education, but also, most importantly, to share experience.

Workshop Meeting November 30, 2010.

On November 30 in the regional parliament began its work seminar-meeting with members of the Youth Chamber of Deputies at the Legislative Assembly of Omsk region on the theme “Interaction of representative and executive-administrative bodies of municipalities of Omsk region on the implementation of youth policy”. It was attended by deputies of the regional parliament, members of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region - deputies of representative bodies of municipal districts of the Omsk Region, representative bodies of settlements of municipal districts of the Omsk Region and the Legislative Assembly of the Omsk Region.

Most participants of the seminar-meeting became members of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region for the first time in 2010. The renewal and expansion of the Chamber's membership occurred in connection with the elections to the representative bodies of municipal districts of the Omsk Oblast held in March of this year. Many young deputies were elected to the Councils of districts and settlements. The seminar was primarily focused on the new members of the Youth Chamber, because the experience of their colleagues in the implementation of legislative activities aimed at the development of youth policy in the Omsk Priirtyshye is very important for them.

It was noted at the seminar that one of the priority directions of the Omsk Region Government and the Legislative Assembly is the development of youth policy. Within the framework of realization of this direction in 2009 the Youth Chamber of Deputies at the Legislative Assembly of Omsk region was created, the main purpose of which is to assist the Legislative Assembly in the sphere of legislative regulation of rights and legal interests of youth, realization of youth policy on the territory of Omsk region, increase of legal and political culture of youth.

Mikhail Karakoz, Deputy Chairman of the Committee on Education, Science, Culture and Youth Policy of the Legislative Assembly of the Omsk Region, Chairman of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region, told the participants of the seminar-meeting about the work of the Youth Chamber. At the same time emphasized: “Our main task in the near future is to create youth parliaments in every district of the Omsk region”. By the way, in early November the Committee on Education, Science, Culture and Youth Policy of the regional parliament approved the Regulations on the Youth Chamber of Deputies at the representative body of the municipal district of the Omsk region as a recommendatory act. The development of youth parliamentarism, public youth organizations is especially relevant at the present time, when young people are actively involved in the implementation of various social, cultural, scientific projects, engaged in entrepreneurial activities.

Much attention at the seminar-meeting was paid to the legislative aspects of the implementation of youth policy in the Omsk region. Gennady Gering, Chairman of the Committee on Education, Science, Culture and Youth Policy of the Legislative Assembly of the Omsk Region, spoke about them in detail. He, in particular, noted that in the Omsk region there is a number of normative legal acts aimed at supporting youth. Among them is the regional law on youth policy on the territory of the Omsk region.

Issues of implementation of Federal Law 131 “On General Principles of Organization of Local Self-Government in the Russian Federation”, development of the budget process in the Omsk region, interaction of youth parliaments with executive and legislative authorities of the Omsk region and municipal districts of the Omsk region were discussed by the participants of the event in the state enterprise of the Omsk region “Children's Health Camp ‘Berezka’, where the second part of the seminar-meeting took place.

Joint meeting on April 2, 2010.

On April 2, a joint meeting of the Committee on Education, Science, Culture and Youth Policy of the Legislative Assembly of the Omsk Region and the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region was held in the regional parliament on the issue “Patriotic traditions of education of young Omsk citizens. 65 Years of Victory in the Great Patriotic War of 1941-1945”

More than 60 people took part in it. These are deputies of the regional parliament and the Youth Chamber of Deputies under the Legislative Assembly, representatives of regional ministries, public organizations, including youth organizations, teachers and students of educational institutions.

Opening the meeting, the Chairman of the Legislative Assembly of the Omsk region Vladimir Varnavsky proposed the audience to observe a minute of silence in memory of those killed in the terrorist attacks recently committed in Moscow and Kizlyar. As the speaker of the regional parliament noted, these events are directly related to the chosen theme of today's meeting, as it is of great importance not only for young people, but also for everyone who cares about the Fatherland. In his speech Vladimir Varnavsky drew the attention of the meeting participants to the problems of international terrorism, nationalism and extremism, falsification and revision of the results of the Second World War. At the same time, he emphasized: “We must once again return in the most serious way to the tasks of educating every young person to be a citizen and patriot...We have a great history, a special culture, spirituality, we have a history of great victories and among all - a special history of the Great Patriotic War. It is necessary for the younger generation to know it in its true truth: about feats, betrayal and great labor...To pay tribute to the generation of winners is a sacred duty of the living”. The Omsk Region is actively preparing for the celebration of the 65th anniversary of the Great Victory. In the spring of 2009, the regional organizing committee “Victory” was established and headed by the Governor of the Omsk Region Leonid Polezhayev. Various programs and plans for celebrations are being implemented in the Priirtyshye region, and measures are being taken to improve the social and economic conditions of disabled people and participants of the Great Patriotic War.

Dmitry Alisov, Doctor of Historical Sciences, Professor of the Department of Modern Russian History and Historiography of the F.M. Dostoevsky Omsk State University, made his report “The Great Patriotic War and Historical Memory of the People”. The session was also addressed by deputies of the regional parliament, heads of various public organizations, including youth organizations, representatives of regional ministries. In their speeches they told about various events on patriotic education of youth held in the Omsk region, about assistance to veterans of the Great Patriotic War, about interaction with public organizations of veterans and outlined the problems of education of modern youth. In addition, during the meeting there were many proposals on how to expand the work on moral, spiritual and patriotic education of the younger generation and how to more widely involve business structures in this process, as well as in activities to assist veterans of the Great Patriotic War and veterans' organizations. The participants agreed that patriotic education should be more extensive and in-depth.

Summarizing the results, the chairman of the regional parliament, in particular, said: “Very serious proposals were made for our further advancement in educational activities. I agree that the position of patriotism should be offensive. We have someone to defend, we have something to defend. Therefore, we should not limit ourselves to this audience, but come out with an offensive stance to defend our history...Today we held a live link between generations. Front-line soldiers, direct defenders of our Fatherland, heads of educational institutions, young people who participated in military operations, students spoke. And all of them speak about one thing: we must love our Motherland”.

And then Vladimir Varnavsky asked the audience to support the proposal made by the combat officer at a recent meeting of the Presidium of the Central Council of Supporters of the All-Russian political party “United Russia”: “Let's plant a tree in honor of each person who did not return from the war. This will be a 'living' memory of those who did not return from the war.”

Meeting February 9, 2010.

The second meeting of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region was held. It approved the Rules of Procedure of the Youth Chamber, which defines the general provisions, powers of the Chairman, Deputy Chairmen, Executive Secretary of the Youth Chamber, as well as the procedure for the work of the Chamber of Deputies. In accordance with the Rules of Procedure, the chamber meetings are planned to be held three times a year, and additional meetings may be held if necessary.

The deputies also adopted the chamber's work plan for 2010. Meetings are planned to be held in March, June, October and November. In March it is supposed, in particular, to hold a joint meeting of the Committee on Education, Science, Culture and Youth Policy of the regional parliament and the Youth Chamber on the issue “Patriotic traditions of education of young Omichi in the context of the 65th anniversary of Victory in the Great Patriotic War”. During the meeting the deputies elected Mikhail Karakoz, Chairman of the Youth Chamber of Deputies at the Legislative Assembly of the Omsk Region, as their representative to the Public Youth Chamber at the State Duma of the Federal Assembly of the Russian Federation.

Among other issues, the chamber considered the draft regional law “On additional measures to protect the health and morals of children in the Omsk region” and decided to instruct members of the Youth Chamber to submit their suggestions and comments to the bill by March 1, 2010.

In addition, the deputies heard and took note of the information of the Ministry of Education of the Omsk region on the participation of young teachers of the Omsk region in events dedicated to the Year of the Teacher in the Russian Federation.
