Work with citizens' appeals in the Legislative Assembly of the Omsk Region in the first half of 2012 was carried out in accordance with the requirements established by federal and regional legislation regarding the consideration of oral and written appeals from citizens, as well as appeals received during personal receptions of citizens by officials.
In working with citizens' appeals, officials of the Legislative Assembly of the Omsk Region are guided by the provisions of the Constitution of the Russian Federation, Federal Laws of May 2, 2006 No. 59-FZ "On the Procedure for Considering Appeals from Citizens of the Russian Federation" and of February 9, 2009 "On Ensuring Access to Information on the Activities of State Bodies and Local Self-Government Bodies"; the Law of the Omsk Region of June 11, 1996 No. 58-OZ "On Additional Guarantees of Citizens' Rights to Appeal"; The regulations for working with documents in the Legislative Assembly of the Omsk Region, approved by the order of the Chairman of the Legislative Assembly of the Omsk Region dated 06.02.2009 No. 40-r.
For the period from January 1, 2012 to June 30, 2012, the Legislative Assembly of the Omsk Region received 306 requests, of which one third, i.e. 109 requests, were accepted during personal receptions of citizens. The total number of requests received in the first half of 2012 exceeds the figure for the same period in 2011 by 71 requests.
According to the conducted accounting, it was revealed that during the reporting period, 85 pensioners (27.7%), 66 working/employee citizens (21.5%), 12 unemployed/temporarily unemployed (3.9%), and 1 student applied to the Legislative Assembly of the Omsk Region from among citizens who indicated their social status. In terms of their belonging to preferential categories, among those who applied to the Legislative Assembly of the Omsk Region, there were 29 disabled persons (9.4%), 8 disabled persons and participants of the Great Patriotic War (2.6%), 8 representatives of large families (2.6%), etc.
Of the total number of appeals, 35.6% (109 appeals) were received during personal receptions of citizens by the Chairman of the Legislative Assembly of the Omsk Region V.A. Varnavsky (94 requests, or 86% of the number of requests received during personal receptions), Deputy Chairman of the Legislative Assembly of Omsk Oblast V.Yu. Vinogradov (12 requests, or 11% of the number of requests received during personal receptions), Head of the Legal Department of the Legislative Assembly of Omsk Oblast T.V. Berezhnoy (2 requests, or 1.8%), Chairman of the Committee on Economic Policy and Investments D.S. Shishkin (1 request, or 0.9%).
The largest number of requests received by the Legislative Assembly of Omsk Oblast were considered by the Chairman of the Legislative Assembly V.A. Varnavsky - 262 requests, which is 85.6% of the total number of requests (the figure for the same period in 2011 was 208 requests, or 88.5%). 31 appeals, or 10.1%, were considered by the Deputy Chairman of the Legislative Assembly V.Yu. Vinogradov (in the first half of 2011, the Deputy Chairman of the Legislative Assembly considered 23 appeals, or 9.7%). Appeals were also considered by the Head of the Legislative Assembly Staff V.M. Shipilov and the chairmen of the committees of the Legislative Assembly V.G. Berezhnoy, D.S. Shishkin, A.V. Bezzubtsev, S.P. Kalinin.
Correspondence addressed to the deputies of the Legislative Assembly is counted separately and is not included in the overall statistics. During the reporting period, 123 appeals were sent to the deputies of the Legislative Assembly through the reception room for citizens' appeals of the Legislative Assembly of the Omsk Region.
Compared to the first half of 2011, the ratio of the number of appeals received from the city and municipal districts of the Omsk Region has remained virtually unchanged. During the reporting period, 194 appeals were received from residents of Omsk, which is 63.3% of the total (61.2% in the first half of 2011). 100 appeals were received from residents of municipal districts of the region, or 32.6% of the total (33.6% in the first half of 2011).
According to the subject criterion, a significant portion of the appeals received by the Legislative Assembly during the reporting period were distributed as follows:
- 17% - requests related to housing issues;
- 13.2% - requests on social protection issues;
- 12% - requests on utilities and road services;
- 6.3% - requests on health care issues;
- 5.6% - requests on labor and employment issues, etc.
Of the total number of requests received by the Legislative Assembly of the Omsk Region, 58 (18.9%) were resolved positively (in the first half of 2011, this figure was 19.1%); clarifications were given for 153 requests (50%) (in the first half of 2011, this figure was 61.2%).
During the reporting period, citizens were informed about the procedure for sending requests to the Legislative Assembly of the Omsk Region and to the deputies of the Legislative Assembly of the Omsk Region. Information on correspondence addresses, time and place of reception of officials of the Legislative Assembly, deputies was provided by phone or in writing at the request of citizens. In addition, this information was published and constantly updated on the official website of the Legislative Assembly.
Work was carried out to form a schedule of reception of citizens by the chairmen of the committees of the Legislative Assembly of the Omsk Region. Receptions are organized based on the availability of applications from citizens. During the reporting period, a reception was held by the chairman of the committee on economic policy and investments D.S. Shishkin.
