In 2010, the Legislative Assembly of the Omsk Region paid much attention to working with oral and written requests and organizing the reception of citizens on personal matters in accordance with the requirements of Federal Laws of May 2, 2006 No. 59-FZ "On the procedure for considering requests from citizens of the Russian Federation" and No. 8-FZ
of February 9, 2009 "On ensuring access to information on the activities of state bodies and local government bodies".
The procedure for considering appeals, schedules for receiving citizens on personal matters, addresses of reception offices of deputies of the Legislative Assembly in electoral districts and public reception offices, telephone numbers and other information are posted on the official website of the Legislative Assembly on the Internet and in the media.
Citizens living in Omsk and the region, as well as in other regions of the Russian Federation, have been given the opportunity to send e-mails to the Legislative Assembly via the online reception or contact deputies with a question on any topic and receive a qualified answer.
Registration of letters and online requests, oral consultations by telephone and in person, control over the timely and complete consideration of citizens' requests are carried out daily in the sector for citizens' requests of the Legislative Assembly.
During the reporting period, the Legislative Assembly registered
428 requests, including 179 written, 243 oral and 6 online requests. Of these, the Chairman of the Legislative Assembly
V.A. Varnavsky considered 400 requests, or 94 percent, including 246, or 57.5 percent, at a personal reception.
As in previous years, the largest number of requests were received from residents of the city of Omsk - 302, or 70.6 percent, from rural areas of the region - 107, or 25 percent, from other regions of Russia - 19, or 4.4 percent.
Analysis of requests shows that over a number of years, both the social composition of those requesting and the topics of issues raised in requests have remained virtually unchanged. Thus, 241 requests were received from citizens belonging to socially vulnerable groups of the population, which is 56.3 percent. Among the authors who indicated their social status, the majority are pensioners - 179, or 41.8 percent, 46, or 10.7 percent, are disabled due to illness.
An analysis of these requests shows that the issues of the annual high growth of tariffs for housing and communal services, the provision and maintenance of benefits, untimely and insufficient monetary compensation for them make up the bulk of the topics in the social block. Serious discontent among citizens entitled to discounted travel on public transport was caused by the adoption of a decision limiting it to 30 trips during a calendar month. The urgency of the problem was removed by changes made to the legislation determining the procedure for using electronic travel cards in 2011.
During the reporting period, both in letters and in oral appeals to the Legislative Assembly, the issues of imperfection of the residential building management system, misunderstanding of the calculation methods and amounts presented for payment for electricity consumed in common areas were raised acutely.
As in previous years, an insignificant part of the total number of letters were collective (28) and repeated (6) appeals
It should be noted that the issues of road construction and repair, gasification, water supply, work of healthcare, culture and education institutions, raised in collective appeals from rural areas of the region, are constantly under control. Deputies of the Legislative Assembly approved and brought to the attention of the authors of appeals the Programs, both financing and deadlines for the implementation of these works.
Despite the fact that in 2010, compared to the previous year, the number of inquiries received on labor and employment issues decreased by almost a third (38 against 60), 26, or 68.4 percent of them, were about assistance in employment. All of them were resolved positively.
The correspondence of the reporting period shows a wide range of interests of voters. Citizens' appeals raised issues of improving legislation, clarifying individual provisions of regulatory legal acts, the correctness of their interpretation and application by local government bodies, institutions and organizations, made proposals for solving socially significant issues of socio-economic policy, expressed criticism of law enforcement agencies, and noted the positive work of deputies of the Legislative Assembly in solving vital problems of the region.
Analysis of the requests received in 2010 shows that almost 2/3 of them concern the following topics:
social protection of the population – 63 (14.7%);
housing – 54 (12.6%), including 39 on the provision and repair of housing;
municipal and road services – 51 (11.9%), including 25 on tariffs;
law enforcement – 39 (9.1%);
labor and employment issues – 38 (8.9%), including 26 on employment.
All citizens appeals were carefully considered, measures were taken to eliminate the causes of complaints and provide the necessary assistance. Appeals with questions not related to the competence of the Legislative Assembly were sent to the appropriate authorities with notification of the author and explanation of the legislation.
A great deal of work with citizens' appeals was carried out by deputies of the Legislative Assembly - members of the UNITED RUSSIA party in the Regional Public Reception Office of the Chairman of the UNITED RUSSIA Party V.V. Putin in the city of Omsk and deputy centers of rural districts of the Omsk region. In 2010, 1083 appeals were considered, including 183 written and 900 - at a personal reception.
In the first half of 2010, the Legislative Assembly of Omsk Oblast received 233 appeals from citizens,
of which
213 were addressed to the Chairman of the Legislative Assembly - V.A. Varnavsky,
19 - to the Deputy Chairman of the Legislative Assembly A.N. Adabir,
1 - to the head of the legal department T.V. Berezhnoy
158, or 67.8%, written and oral appeals were received from residents of Omsk, 69, or 29.6% - from residents of rural areas of Omsk Oblast, 6 - from other regions of the Russian Federation.
Almost every third request (89) was received from pensioners, including 26 disabled due to illness, and 4 war veterans.
The total number of requests from citizens belonging to the privileged category was 40.3%, which determined the nature of the issues raised both in letters and at personal receptions:
social protection of the population - 32, including 24 on the provision of benefits;
housing - 27, including 22 on the provision and repair of housing;
municipal and road services - 24, including 8 on high tariffs;
labor and employment - 23, including 17 on assistance in employment;
law enforcement system - 23.

The main work on reviewing oral and written appeals from citizens is carried out by deputies of the Legislative Assembly. Voters have the opportunity to contact both the Legislative Assembly of the Omsk Region and the deputies via the Internet.
The website of the Legislative Assembly posts and constantly updates information on the comprehensive activities of the deputies of the Legislative Assembly. Live broadcasting of the sessions of the Legislative Assembly on the Internet allowed citizens to promptly receive information about the legislative activities of the deputies.
