The Committee on Economic Policy and Investment held a meeting of the working group, which is developing proposals to improve legislation in the field of regulating the retail sale of alcoholic products.
At the next meeting, the results of inspections of compliance with legislation in the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products were reviewed. The working group participants voiced a number of proposals aimed at optimizing existing legislative acts. In particular, the discussion was about introducing amendments to the Law of the Omsk Region "On state regulation of the retail sale of alcoholic beverages in the Omsk Region", establishing a ban on the retail sale of low-alcohol energy (tonic) drinks in the Omsk Region.
The decision adopted at the meeting noted , that an analysis of the situation in the region through the Ministry of Internal Affairs and healthcare shows a positive effect from the proposals of the working group, which were later adopted by the Legislative Assembly of the Omsk region and received the status of regional laws. The initiatives of the working group, formalized by law, make it possible not only to keep the situation under stable control, but also to achieve positive dynamics.
With the same expectation, proposals were made for today’s discussion of the working group to amend the law “On state regulation of the retail sale of alcoholic beverages in the territory of Omsk Region" concerning restrictions on places of provision of public catering services where alcoholic beverages are sold, as well as a ban on the retail sale of low-alcohol energy (tonic) drinks. If in the first case the production aspect was largely meant - areas, seats, etc., then in the second - the main attention was paid to the social component - the health of the population.
This issue, or more precisely, the implementation of measures, aimed at promoting and creating a healthy lifestyle, including through existing target programs in the Omsk region, one of the upcoming meetings of the working group will be specially devoted.
