Draft new regional law No. 1822-7 "On certain issues of implementation of the Federal Law "On the prohibition of the sale of non-alcoholic tonic drinks (including energy drinks) to minors and on amendments to Article 44 of the Federal Law "On the general principles of the organization of public authority in the constituent entities of the Russian Federation" on the territory of the Omsk region" was prepared by the Ministry of Economic Development of the Omsk region in connection with innovations in federal legislation.

Today the document was discussed in the first and second readings. Taking into account the expert opinion of the Office of the Ministry of Justice of the Russian Federation for the Omsk Region on the bill and the fact that no comments or proposals were received on the draft, the committee decided to recommend that the regional parliament adopt the draft law in the first reading in the previously presented wording and adopt the law as a whole.

In accordance with the proposed bill, it is planned to prohibit the sale of non-alcoholic tonic drinks (including energy drinks) in the Omsk region:

1) in buildings, structures, structures, premises used for the direct implementation of educational activities, medical activities, activities in the field of culture, physical culture and sports;

2) in places where concerts, festivals, holidays, performances and other cultural events are held, the date, time and place (indicating boundaries) of which are determined by decisions of executive authorities of the Omsk region, local government bodies of the Omsk region;

3) in places where physical education and sports events are held, the date, time and place (indicating the boundaries) of which are determined by decisions of local government bodies of the Omsk region.

The sale of non-alcoholic tonic drinks (including energy drinks) in the above-mentioned venues for sporting and other public events will be prohibited two hours before the start of the event, during the event and for two hours after the end of the event.

Prohibitions and restrictions will become mandatory for organizations, individual entrepreneurs, peasant (farm) enterprises without forming a legal entity, citizens of the Russian Federation, foreign citizens and stateless persons.

The draft law provides for the assessment of compliance with established prohibitions and restrictions in the form of regional state control (supervision) in the field of retail sales of non-alcoholic tonic drinks (including energy drinks) in the Omsk region, as well as in the form of bringing to administrative liability in accordance with the Code of the Russian Federation on administrative offenses.

On the next issue, the Minister of Energy and Housing and Communal Services of the Omsk Region spoke about the results of the implementation of the state program of the Omsk Region "Formation of a comfortable urban environment" based on the results of 2024, reporting on the volume of funding and completed projects as part of the improvement of public areas of settlements of municipalities of the Omsk Region, including in the city of Omsk and areas of the Omsk region, improvement of small towns. They also discussed the implementation of initiative projects in the field of creating a comfortable urban environment and the development of projects in this area.

Then representatives of relevant ministries and departments made presentations on the implementation of measures to restore the rights of citizens whose funds were raised for the construction of apartment buildings and whose rights were violated in the Omsk region. The deputies were provided with detailed information about the total number of citizens whose rights were restored, as well as about the current situation for each unfinished house, about the regional budget funds allocated to solve the problems of defrauded shareholders, and about schedules for the completion of houses.
