The next plenary meeting of the regional parliament took place. At it, the Chairman of the Legislative Assembly of the Omsk Region, Vladimir Varnavsky, made a report dedicated to the 20th anniversary of the Assembly. During the meeting, deputies approved changes to the regional budget, providing for an increase in its income and expenses. Opening the meeting, speaker Vladimir Varnavsky made a report “The Legislative Assembly of the Omsk Region is 20 years old.” Recalling the history of the formation and formation of the Assembly, he said the following: “For twenty years, the Legislative Assembly has become a political and professional platform for several generations of leaders, public and government figures. Over the years, deputies of our Assembly have been the Governor of the Omsk Region, deputies of the State Duma, members of the Federation Council , heads of federal departments...Over two decades, the Legislative Assembly adopted more than 1,600 laws, providing regulation of a vast legal field."
Drawing the attention of colleagues to the fact that today the criteria of systematicity, completeness and quality of legislation are coming to the fore, the speaker outlined the main directions and tasks of further development. At the same time, he emphasized: “We, together with the government, have to make a lot of efforts to create conditions for the development of business, the real sector of the economy: industry, construction, agriculture. It is necessary to consistently improve legislation in the tax and economic spheres. Create mechanisms for more efficient use of our own resources, form the prestige of work aimed at the public good."
The Governor of the Omsk Region, Viktor Nazarov, congratulated the deputies on this significant date. He emphasized that the Omsk parliament has created an effective legal framework in the region. The legislative framework makes it possible to fully implement the measures provided for by the Strategy for the Social and Economic Development of the Omsk Region until 2025. Noting that “the Omsk region is an example of a region where two branches of government: legislative and executive work in a constructive dialogue mode,” the governor thanked the deputies for the fruitful business relationship, for the state approach to their responsibilities and wished them further professional work for the benefit of the region.< br>
Then, during the meeting, the regional parliament recognized the powers of the deputy of the Legislative Assembly of the Omsk Region, Pavel Alekseevich Korennoy. The corresponding resolution was adopted on the basis of the resolution of the Election Commission of the Omsk Region dated March 20, 2014 "On the transfer of the vacant mandate of a deputy of the Legislative Assembly of the Omsk Region to P.A. Korenny, a registered candidate as part of the regional list of candidates nominated by the Omsk regional branch of the All-Russian political party "UNITED RUSSIA" in the elections of deputies to the Legislative Assembly of the Omsk Region of the fifth convocation in a single regional electoral district." In addition, Pavel Korenny was elected to the committee on social policy and the committee on education, science, culture and youth policy of the regional parliament.
Deputies heard and discussed the report of the Commissioner of the Omsk Region for Human Rights Vasily Pronnikov on the observance of human and civil rights and freedoms in the Omsk Region in 2013. It was decided to take note of the report. In all readings, the Assembly adopted draft regional law No. 558-5 “On amendments to the Law of the Omsk Region “On the regional budget for 2014 and for the planning period of 2015 and 2016”, presented by the Ministry of Finance of the Omsk Region. According to the law, budget revenues and expenses are increased Revenues - due, in particular, to the growth of tax and non-tax revenues, as well as gratuitous revenues. The redistribution of allocations between the main managers of regional budget funds is also taken into account. In accordance with the law, an increase in expenses is provided for the construction and reconstruction of village water pipelines, the construction of gas distribution networks, for repairs and material and technical equipment of preschool institutions, for the construction and reconstruction of rural educational institutions, for the resettlement of citizens from emergency housing stock, the provision of living quarters for orphans and other items of expenditure aimed at developing the economy of the Omsk region and social support for citizens.
Among other bills considered at the meeting, draft law No. 552-5 “On amendments to Article 3.1 of the Law of the Omsk Region “On state regulation of the retail sale of alcoholic beverages in the Omsk Region.” It was prepared in accordance with Article 16 of Federal Law No. 171-FZ "On state regulation of the production and turnover of ethyl alcohol, alcoholic and alcohol-containing products and on limiting the consumption (drinking) of alcoholic products" regarding the establishment of restrictions on the retail sale of alcoholic products from 22 o'clock to 10 o'clock hours local time by organizations and individual entrepreneurs providing catering services in non-stationary retail facilities. The draft law also stipulates that retail sales of alcoholic beverages are possible at venues where concerts, festivals, holidays, performances and other cultural events are held, as well as sporting events when providing catering services in stationary retail establishments. Having discussed the draft law, the deputies decided to adopt it in the first reading, send it to parliamentary committees and the governor of the Omsk region for the preparation of amendments.
It was also decided to adopt in the first reading draft law No. 549-5 “On the support of children's and youth public associations in the Omsk region". The document was developed in order to resolve issues of providing state support to youth and children's public associations in the Omsk region, and to clarify the recipients of such state support. Another draft law involves clarifying the rights of children's and youth public associations of the Omsk region in terms of giving them the right to submit projects (programs) on youth policy issues to the executive authorities of the Omsk region and participate in their discussion. The deputies took note of the information from the Secretariat of the Regional Parliament about the application received from the deputy association in the Legislative Assembly of the Omsk Region “Development of Family Values” for registration of the association.
