The first item on the agenda of the meeting – “On the report of the Governor of the Omsk Region on the results of the activities of the Government of the Omsk Region in 2015” – was considered in the conference hall of the regional government. In his report, Viktor Nazarov noted, in particular, that 2015 became a kind of strength test of the management system. Despite the sharp decline in tax revenues and the deterioration of the macroeconomic situation in general, stability in the region was maintained. “In many ways,” the governor noted, “this is the result of joint efforts of all government bodies.”
Work continued to support small and medium-sized businesses, including social businesses, attracting investments into the regional economy, developing clusters, and creating preferential tax policies. They also discussed internal politics in the region, the migration situation, the regional transport system, issues of housing and communal services and tariff setting, construction and renovation of housing. Much attention was paid to the implementation of the “May” decrees of the President of the Russian Federation and further work on import substitution.


Having heard the report, the deputies took note of it. Then the work of the parliament continued in the meeting hall of the Legislative Assembly of the Omsk Region. Deputies adopted an important socially significant law - “On amendments to Article 41.1 of the Code of the Omsk Region on the social protection of certain categories of citizens.” It is aimed at improving the living conditions of large families in residential premises related to individual housing construction projects. According to the law, there is an additional possibility of directing funds from regional maternal (family) capital in connection with the birth (adoption) of a third child or subsequent children - for gasification of residential premises.

Another law - “On Amendments to the Law of the Omsk Region “On Providing Free Ownership of Land Plots to Certain Categories of Citizens” - was developed in order to increase the efficiency of the mechanisms for providing state or municipally owned land plots to certain categories of citizens in property free of charge. In accordance with it, it establishes, in particular, the obligation of a citizen in the event of a change in the circumstances that served as the basis for registering a citizen, including a change in family composition, change of place of residence, to submit the relevant documents

Also. laws related to the economic sphere have been adopted, including the law “On Amendments to Article 3.1 of the Law of the Omsk Region “On State Regulation of Retail Sales of Alcoholic Products in the Omsk Region”, aimed at clarifying the regulation of venues for cultural events and sporting events, in where retail sale of alcoholic beverages is not permitted, by indicating the boundaries of such places. Another law is “On Amendments to Articles 4 and 5 of the Law of the Omsk Region “On Certain Issues of State Regulation of Tariffs”. It provides, in particular, for changing the procedure for compensating for lost income of organizations providing hot water supply, cold water supply and (or) sanitation, heat supply organizations arising in connection with the use of preferential tariffs

Moreover, deputies accepted for consideration a draft of a new regional law - “On the main directions of industrial policy in the Omsk region”, presented by the Ministry of Industry, Transport and Innovative Technologies of the Omsk Region. The document was prepared on the basis of Federal Law No. 488-FZ "On Industrial Policy in the Russian Federation". It is assumed that the adoption of the draft law will be the basis for the creation of a regulatory framework in the development of industry and the industrial potential of the region, which will allow attracting federal funds for implementation. events in the industrial sector.

At the meeting, among other issues, a number of resolutions were considered and adopted. In particular, the resolution of the regional parliament "On the appeal of the Legislative Assembly of the Omsk Region to the Chairman of the Government of the Russian Federation D.A. Medvedev." It expresses a request to consolidate legal mechanisms that will allow a fair redistribution of corporate income tax, taking into account the location of production forces on the territory of a constituent entity of the Russian Federation in order to create an equal level of budgetary security for the constituent entities of the Russian Federation.

At today's plenary meeting, Deputy of the State Duma of the Federal Assembly of the Russian Federation Dmitry Gorovtsov and Member of the Federation Council of the Federal Assembly of the Russian Federation Andrei Golushko made various proposals.
