This is not the first time that non-parliamentary parties take part in meetings of the Assembly. Today, nine regional branches of various political parties notified parliament of their participation. Opening the meeting, Chairman of the Legislative Assembly Vladimir Varnavsky noted: “In accordance with Article 26.2 of the Federal Law “On Political Parties,” we are holding a meeting with the participation of parties not represented in the Legislative Assembly of the Omsk Region.
The procedure for preparing and holding such plenary meetings is determined by the Rules of Procedure Legislative Assembly. All proposals of representatives of political parties are carefully studied by the state authorities of the Omsk region in accordance with their competence. Responses about the results of the consideration are sent to you. I think that all of them have received important socio-political events over the past year. , first of all, this is a single voting day.
Elections to local government bodies at various levels were held, more than 7 thousand registered candidates from 12 political parties and associations - 5,300 candidates and more than 1,700 self-nominated candidates - took part in them. A total of 4,099 elected positions were filled. .
Of the political parties not represented in the Legislative Assembly of the Omsk Region, the most actively participating in the elections were: Political party "Russian United Democratic Party "YABLOKO", from which 90 candidates were nominated; All-Russian political party "RODINA" - 69 candidates.
13 representatives of non-parliamentary parties received a mandate as a deputy of a district or village council.

On the agenda was the issue of interaction between executive authorities of the Omsk region, non-profit organizations and regional branches non-parliamentary parties on issues of socio-economic development of the Omsk region. A report on this topic was presented by the Deputy Chairman of the Government of the Omsk Region, Vladimir Kompaneishchikov. He focused the attention of the meeting participants on the main directions and forms of interaction between society and the authorities, citing specific effective examples of such cooperation. that civil public control is becoming increasingly important in decision-making by executive authorities and local governments

Then representatives of the Omsk regional branches of the political parties "Republican Party of Russia - People's Freedom Party", "PARTY OF CASE", "SOCIAL" spoke. DEFENSE", "Born in the Union of Soviet Socialist Republics" and "PARTY FOR JUSTICE". They talked about the socio-economic development of the Omsk region, the development of social-private partnerships. They talked, in particular, about preschool educational institutions, support for veterans, cultural workers, health care development, innovations in election legislation and other issues. Specific proposals were also made.



Concluding the meeting with with the participation of non-parliamentary parties, Speaker Vladimir Varnavasky emphasized that the practice of holding such meetings is very useful. And he noted the parliament’s readiness for further cooperation.

Then the Legislative Assembly held a meeting in the traditional format. Several bills were on the agenda. The main one is about the regional budget for 2016. Having considered the amendments submitted to the draft law, the deputies decided to adopt the Law of the Omsk Region “On the Regional Budget for 2016” as a whole. Let us note that the volume of income of the main financial document of the Omsk region for 2016 is planned in the amount of 60.652 billion rubles, expenses - 65.448 billion rubles. Expenses are provided for the implementation of seventeen state programs of the Omsk region, the Targeted Investment Program of the Omsk Region and other items. At the same time, expenditures on the social and cultural sphere will amount to about 70% of the volume of expenditures of the regional budget. The sectors of education, healthcare and social policy traditionally have the largest share in the structure of expenditures.



In all readings the law “On Amendments to the Law of the Omsk Region “On the Budget Process in the Omsk Region” and other laws were adopted. During the meeting, deputies considered the issue of appointing a magistrate judge of the Omsk Region and heard a report from a member of the Federation Council of the Federal Assembly of the Russian Federation - a representative from the Legislative Meetings of the Omsk region Andrey Golushko.
