High Speaker Award

On the eve of the new parliamentary season, the Chairman of the Legislative Assembly of the Omsk Region, Vladimir Varnavsky, was again noted at the highest level. By order of the President of the Russian Federation Vladimir Putin, the Omsk Speaker was awarded the Certificate of Honor of the President of the Russian Federation for his services in strengthening the rule of law, active legislative activity and many years of conscientious work.

This is the second high assessment of the work of Vladimir Varnavsky by the President of the Russian Federation in the last two months. By another order of Vladimir Putin, the Chairman of the Legislative Assembly of the Omsk Region was once again included in the delegation of the Russian Federation to participate in the Congress of Local and Regional Authorities of the Council of Europe in 2012-2016. The speaker of the regional parliament is the only one who has been part of the Russian representation in the Chamber of Regions from the first day of Russia’s entry into the Council of Europe and the permanent head of the delegation. Previously, the Russian delegation was elected for two years, now it will take up “watch duty” for four. The Omsk speaker sets a unique record not only among Russian, but also European legislators. 20 years of work in the Council of Europe is a huge experience and great authority, which has always been in demand, and in the context of Russia’s accession to the WTO, it acquires special significance. Upholding the political and now economic interests of Russian territories has always been a strategic direction in the activities of the Russian delegation to the Council of Europe.
