The Property Committee of the regional parliament held a round table on the topic “On the results of privatization in the Omsk region for 2015.” It was attended by representatives of the regional government, the administration of Omsk, the Institution "Center for Accounting and Maintenance of Property of the Omsk Region" and other invitees.
Opening the meeting, Chairman of the Property Committee of the Legislative Assembly Nikolai Ivanov noted that, of course, privatization issues are one of the priorities when solving problems of economic development. The main goals of privatization are to replenish the budget and attract investment. Deputy Minister of Property Relations of the Omsk Region Evgeniy Kozlov made a report on the results of privatization of property in the Omsk region in 2015. Then he spoke about the progress in the implementation of the Federal Law of July 22, 2008 No. 159-FZ “On the specifics of the alienation of real estate that is in state ownership of the constituent entities of the Russian Federation or in municipal ownership and leased by small and medium-sized businesses, and on amendments to certain legislative acts of the Russian Federation" on the territory of the Omsk region. This was also reported by the Deputy Mayor of Omsk, Director of the Department of Property Relations of the Omsk City Administration Evgeniy Astashov. In turn, the head of the “Center for Accounting and Maintenance of Property of the Omsk Region” Sergei Shkrum spoke about the existing problems during the privatization of property owned by the Omsk Region. In particular, about a decrease in purchasing activity due to the current economic situation in the country and region. During the discussion, those gathered paid great attention to such issues as the provision of property to entrepreneurs free of charge, for rent, for ownership, the pre-emptive right to purchase leased property assigned to small and medium-sized businesses, as well as in general about the mechanisms for privatization of real estate. Summarizing the results of the meeting, the participants discussed the draft recommendations of the round table and decided to take it as a basis for further development, taking into account the questions raised.
