Before considering the draft regional budget for 2021-2023, meeting participants heard information about the mid-term and long-term forecasts of socio-economic development of the Omsk region. And then a discussion took place of the draft regional law "On the regional budget for 2021 and for the planning period 2022 and 2023", prepared by regional ministry of finance. It was noted that the budget is expected to be difficult. One of the main factors that negatively influenced the formation of income items and budget expenditures, there were consequences for the economy due to the spread of the pandemic new coronavirus infection.

Vladimir Varnavsky, speaking about the presented project, noted: “Discussion of such an important document as the main law of our life has always caused debate. I think this year we can’t do without it, especially since the situation is clear to all of us."
He emphasized that all social projects and social measures, designated by the governor in his annual message must, of course, be provided for in the draft budget. In addition, the Chairman of the Legislative Assembly called colleagues look very carefully at the planned indicators for national projects and government programs to provide funding and maximum efficiency of their implementation.



By the way, the issues of preparing the main financial document region, budget formation is with the speaker of the regional parliament on a permanent basis control. This is not the first time Vladimir Varnavsky has drawn the attention of participants budget process on this topic. Less than a week ago, it was raised at a meeting of the Council of Chairmen of Representative Bodies municipal districts of the Omsk region and the urban district of Omsk with Chairman of the Legislative Assembly of the Omsk Region.

Addressing the chairmen district Councils, Vladimir Varnavsky emphasized: “The most important document, which we have to adopt is the budget." At the same time, he noted that the main the reserves lie not in the increase in the tax burden, but in the work associated with formation of objects of taxation, primarily local taxes, with development of small and medium-sized businesses, solving employment issues, using huge reserve hidden in participation in federal and regional programs.
Further implementation needed national projects in specific territories. And this is construction and renovation housing and roads, schools and kindergartens, first aid stations, water and gas networks, renovation of cultural and educational institutions. It is important that every budget the ruble went into use, and residents really saw the continuation of positive changes, despite the serious challenges caused by the pandemic.

After consideration of the bill by the Cabinet of Ministers of Omsk region, the regional budget will be sent to the Legislative Assembly of the Omsk region. It is expected that it will be submitted to the regional parliament this Friday, October 30 2020.
