At the first meeting of the autumn session held today, September 24, 2020, the Chairman of the Legislative Assembly of the Omsk Region, Vladimir Varnavsky, outlined the main directions for the upcoming work of the regional parliament. The deputies heard a message from the Governor of the Omsk Region, Alexander Burkov, about the state of affairs in the Omsk Region, and also discussed more than 30 issues. They concerned an increase in social spending, benefits for investors and tax preferences for entrepreneurs. In addition, changes to the regional budget were approved.

At the first meeting of the autumn session held today, September 24, 2020, Chairman of the Legislative Assembly of the Omsk Region Vladimir Varnavsky outlined the main directions of the upcoming work of the regional parliament. The deputies heard a message from the Governor of the Omsk Region, Alexander Burkov, about the state of affairs in the Omsk Region, and also discussed more than 30 issues. They concerned an increase in social spending, benefits for investors and tax preferences for entrepreneurs. In addition, changes to the regional budget were approved.



Introducing consideration of issues on the agenda of the meeting, and it began in the conference room regional government, speaker Vladimir Varnavsky identified the main directions in the work of the deputy corps for the upcoming session. Its main purpose is to develop the regional economy, financing programs that determine people’s quality of life, ensuring effective, affordable healthcare and education and, of course, targeted support for families with children."

Speaker of Parliament noted that “a lot of serious work remains to be done to bring regional legislation in accordance with federal standards adopted in development of constitutional changes." And added: "In his speech The President once again emphasized that there is a need for qualitative development of the entire legal base and, above all, laws that directly determine the present and future Russia as a legal social state.

Then parliamentarians heard and took into account the report of the Governor of the Omsk region, Chairman Government of the Omsk region Alexander Burkov about the main directions budgetary, economic and social policies for 2021. After which the deputies continued to work in the halls meetings of the Legislative Assembly. In particular, the law “On Amendments to Law of the Omsk Region "On the Commissioner of the Omsk Region for Rights human", aimed at improving the legal basis of the status, increasing the efficiency and effectiveness of the activities of commissioners human rights in the constituent entities of the Russian Federation.

Generally accepted and the law “On Amendments to Article 4 of the Law of the Omsk Region “On public educators of minors in the Omsk region", clarifying list of crimes, the commission of which prevents a person from engaging in activities of a public educator.


< br> Big Deputies paid attention to the main financial document of the Omsk Irtysh region, having approved the changes proposed by the Ministry of Finance of the Omsk Region to the Law of the Omsk Region "On Regional budget for 2020 and for the planning period 2021 and 2022." In accordance with it, revenues and expenses of the regional budget for 2020 will increase almost 10 billion rubles.
Provided redistribution of regional budget funds across a number of expenditure items to solve priority problems, as a result of which increased budgetary allocations for measures of social support of the population, medicinal provision of certain categories of citizens, repairs and logistics provision of educational institutions and other items of expenditure.
Also increased subsidies, including to ensure the provision of medical care to patients with new coronavirus infection, to compensate for the decrease in tax and non-tax revenues of the consolidated budget of the Omsk region in connection with pandemic of a new coronavirus infection. Subsidies have been increased, in particular for making monthly payments for children aged three to seven years, for organization of free hot meals for students receiving primary general education in state and municipal educational organizations for government support of small and medium-sized entrepreneurship. In addition, an increase in subventions and other interbudgetary transfers for various items of expenditure in the healthcare sector, education, road activities and other sectors of the economy.

In all readings adopted the law “On the minimum subsistence level of a pensioner” in the Omsk region for 2021", establishing the amount of subsistence pensioner's minimum 2021, based on the size of which social supplement to pension for the next year will be calculated.



K Parliamentarians adopted more than a dozen new bills for consideration. In their including the draft law "On Amendments to the Charter (Basic Law) of the Omsk region", prepared in connection with the adoption of the federal law on amendment to the Constitution of the Russian Federation. In particular, the provisions regarding individual powers of local government bodies of the Omsk region and the fundamentals policies of the Omsk region in the areas of healthcare, family relations; the concept of "member of the Council" is replaced Federation of the Federal Assembly of the Russian Federation" concept "Senator of the Russian Federation".

Developers another bill - "On amendments to Article 3 of the Law of Omsk area "On transport tax" - they propose to establish a tax benefit in the form of exemption from payment of this tax "for organizations who are residents of a special economic zone created on the territory Omsk region, to which, after registering these organizations as vehicles of residents of the special economic zone are registered." It is assumed that “the use of this support measure will create additional conditions for attracting investment in the Omsk region within the framework of planned for the creation of a special economic zone for industrial production "Vanguard" type.
For individual entrepreneurs using a simplified taxation system and (or) the patent tax system, it is proposed to extend until January 1 2024 validity period for tax benefits in the Omsk region, established by the law "On certain issues of establishing the tax rate at a rate of 0 percent for individual entrepreneurs using simplified tax system and (or) patent system taxation".
