Summarizing the results of the session, Chairman of the Legislative Assembly Vladimir Varnavsky emphasized that it was “marked by a series of significant dates - the 20th anniversary of the Constitution, the Day of Russian Parliamentarism, the 20th anniversary of the Legislative Assembly. Planned events took place in which deputies took part , including our colleagues from previous convocations.”

“During the session, laws were adopted in the field of subsoil use, road infrastructure, protecting the interests of small and medium-sized businesses, property management, and protecting the rights of participants in shared construction,” the speaker noted. “The Legislative Assembly developed legal norms in the field of supporting families and children, pensioners and disabled people. They worked out approaches to preserving the unrealized right to free land for large families. A number of regional laws were adopted in the field of education and healthcare.”

At the same time, Vladimir Varnavsky expressed regret that sometimes bills are introduced to the Legislative Assembly with great haste, which are proposed to be adopted during one meeting. This affects the quality of regulatory documents. In general, as the speaker noted, the rule-making activity of the Legislative Assembly ensures the main directions of life of the Omsk region.

During the meeting, deputies adopted regional laws “On amendments to the Law of the Omsk Region “On the state policy of the Omsk region in the housing sector” , “On Amendments to Certain Laws of the Omsk Region” and others. The first of these laws clarifies the procedure for registering citizens as those in need of residential premises provided under social tenancy agreements in terms of filing an application for registration not only through local government bodies. The second provides for the extension of certain social support measures to orphans and children left without parental care until they are expelled from a general education organization. In all readings, deputies adopted the regional law "On the execution of the regional budget for 2013." Let us recall that the issue of budget execution in 2013 was discussed in detail at public hearings held on June 26 in the conference hall of the Omsk Region Government. Regional budget revenues and expenses increased compared to 2012 levels. In terms of the dynamics of growth of tax and non-tax revenues in the regional budget for 2013, the Omsk region is in 2nd place in the Siberian Federal District (out of 12 constituent entities of the Russian Federation), and in terms of the volume of tax and non-tax revenues - in 5th place.

In the expenditure side of the budget, expenditure obligations in priority areas have been fully financed, primarily as part of the implementation of decrees and instructions of the President of the Russian Federation. The regional budget retained its social orientation. Financial support for social and cultural expenditures was increased compared to 2012. The volume of regional budget expenditures to support priority sectors of the national economy has increased compared to 2012. Funding for agriculture and roads, the Targeted Investment Program, capital expenditures and other expenditure items has increased.

Also, in all readings, the Law of the Omsk Region “On Amendments to the Law of the Omsk Region “On the Regional Budget for 2014 and for the Planning Period of 2015 and 2016” was adopted, providing, in particular, for redistribution of regional budget expenditures funds within the total volume of budgetary allocations planned for the main managers of the regional budget. In general, the deputies adopted an important socially significant law “On the use of a copy of the Victory Banner in the Omsk Region,” which provides for the procedure for using a copy of the Victory Banner in the Omsk Region. on the Day of Victory of the Soviet people in the Great Patriotic War

Another important social bill was also adopted for consideration - “On the participation of citizens in the protection of public order in the Omsk region.” It is aimed at regulating relations related to the organization of citizen participation in the protection of public order in the Omsk region. The bill defines the procedure for the creation and activities of regional and municipal headquarters for organizing interaction and coordination of the activities of people's guards, establishes a sample and procedure for issuing a certificate of a people's guard and other rules.

Among other bills, deputies considered and decided to support the adoption of draft federal law No. 502288-6 “On the honorary title of the Russian Federation “City of Labor Glory”, aimed at perpetuating the memory of cities, defense industry enterprises and home front workers who have contributed significantly contribution to achieving victory during the Great Patriotic War of 1941-1945 and strengthening patriotic education. During the meeting to the deputies of the regional parliament. The head of the faction of the United Russia party, Alexander Artemov, addressed with a proposal to provide comprehensive assistance to refugees from south-eastern Ukraine.
