In this event Deputies of the regional parliament, a deputy of the State Duma took part RF Dmitry Perminov, representatives of ministries and departments, the prosecutor's office of the Omsk region, territorial bodies of federal executive authorities, shareholders construction affected by the actions of unscrupulous developers.
Necessity solving the problems of citizens affected by the actions of unscrupulous developers and the introduction of the corresponding bill to the State Duma of the Russian Federation is also conditioned by order of the President of Russia and in his own time caused a positive public response. In this regard, Chairman of the State Duma Vyacheslav Volodin addressed the Chairman of the Legislative Assembly of the Omsk Region Vladimir Varnavsky with a proposal to conduct region of public hearings dedicated to discussing the current situation in the region situations with shareholders construction affected by non-fulfillment of obligations by unscrupulous developers.
In the middle July Deputy Chairman of the Legislative Assembly of Omsk region, Alexander Artyomov held a working meeting at which the entire complex was considered problems related to equity construction and protection of the rights of participants in shared construction of apartment buildings houses. The outcome of the meeting was the decision to holding parliamentary hearings with involving all interested parties, including shareholders.





After active and interested discussion participants of parliamentary the hearings adopted appropriate recommendations. In them, in particular, it is noted that in order to increase the protection of the rights of citizens - participants in shared construction apartment buildings and in accordance with the list of instructions of the President of the Russian Federation in the Omsk region is implementing a set of measures to creation and maintenance of the activities of the equity compensation fund construction.
Due to relevance and social significance of the issues of protecting the rights of citizens - participants shared construction are on a special control of government authorities Omsk region.
Currently, in the region, using funds from citizens, they are building 106 apartment buildings. There are problems regarding completion construction of 21 apartment buildings. Work is currently underway to attract investors in order to complete the construction of such apartment buildings.



At the past parliamentary hearings, it was decidedtoapply to the State Duma of the Federal Meetings of the Russian Federation with initiative to consider amendments to Article 39.5 of the Land Code of the Russian Federation, supplementing it with the following paragraph: “land plot, designed to solve the problems of citizens - participants of the shared construction, whose funds are raised for the construction of multi-apartment homes and whose rights are violated."
In case of making corresponding changes, land plots located in the state or municipal property intended to solve the problems of citizens - participants in shared construction, monetary whose funds were raised for the construction of apartment buildings and whose rights violated, will be provided to the citizen or legal entity as property free of charge based on the decision of the authorized body.
Committee of the Legislative Assembly of the Omsk Region on economic policy and investment are instructed to quarterly consider the issueof implementing the schedule ("road cards") to implement measures to resolve problems of shareholders.
To the Government of the Omsk Region it was proposed to provide funds for co-financing the completion of construction of problematic houses that are in a high degree of construction readiness, and consider the possibility of allocating targeted subsidies from regional funds budget from 2018 to complete the construction of problematic apartment buildings houses.
Deputy Chairman of the Legislative Assembly of the region Alexander Artemov, summarizing what was said at the deputy hearings proposals and decisions made, made emphasis on two important points. Today, not only "road cards" for 21 problematic apartment building, representing a complete algorithm of actions for each construction project, but also a whole range of measures has been defined that provide solving this problem over the next two years, including with the participation authorities and the participants in shared construction themselves.
Detailing the work developed on parliamentary hearings recommendations, the positive role of the created compensation fund emphasized the manager of the Omsk Regional Investor Protection Fund Irina Overina.
Shareholders accepted the most active participation in the work of the parliamentary hearings. They posed specific questions to the hearing organizers on almost everything list of problem houses.
Those invited to parliamentary hearings of share participants construction, there was hope that the planned measures would finally help them speed up the time frame for receiving their long-awaited housing.
