For consideration, the committee decided to recommend that the regional parliament adopt the draft law "On Amendments to Certain Laws of the Omsk Region", which provides, in particular, for clarifying the procedure for implementing the voting initiative to recall the governor of the Omsk region and the mechanism for transferring vacant deputy mandates to regional groups, taking into account the percentage of the number of votes cast for regional groups of the list of candidates from the total number of votes of voters who took part in voting in the corresponding part of the territory of the Omsk region. The draft law was prepared in connection with changes in federal election legislation.
In the first reading, it was decided to recommend that the Legislative Assembly adopt the draft regional law "On Amendments to Article 10 of the Law of the Omsk Region "On the Government of the Omsk Region", which defines the powers of the Government of the Omsk Region in the field of national policy, and the draft law "On Amendments to Certain Laws Omsk region in connection with the adoption of the Federal Law "On the contract system in the field of procurement of goods, works, services to meet state and municipal needs."
During the meeting, the committee also considered other issues. In particular, draft federal laws and information on changes in federal legislation from March 1 to March 28, 2014 in the areas of the committee’s activities.
