Working the group was created by decision of the committee at a meeting on January 21, 2021. She was formed in connection with the adoption in December 2020 of Federal Law No. 489-FZ "On youth policy in the Russian Federation" and in order to improve legislation in the field of youth policy in the Omsk region. In her the composition included committee deputies, representatives of the Ministry of Youth Affairs, physical culture and sports of the Omsk region, prosecutor's office of the Omsk region, Molodezhny Public Council under the Omsk City Council, Public Chamber of Omsk region, regional youth public organization "Omsk regional student squad".
Necessity development of a new law of the Omsk region on youth policy, and not amendments to the current law is due to the fact that the currently applied the law was adopted back in 1996.



First discussion of the draft new regional law "On the regulation of relations in sphere of youth policy in the Omsk region" was held at working group meeting held on February 4, 2021. Then considered a basic draft law providing for youth participation in implementation of youth policy, monitoring the implementation of youth politics in the Omsk Irtysh region. It defined the powers regional parliament, government of the Omsk region, executive body authorities in the field of youth policy.
During wide discussion of the project, various specific proposals were made about introducing into the submitted bill provisions concerning, in particular, mechanisms and procedures for interaction between authorities, cooperation with international organizations, directions for the development of youth policies and measures support for youth and young scientists.



On today's the meeting was presented, modified by the regional parliament, taking into account proposals from members of the working group draft law. It has been supplemented with 11 new articles such as "Measures for the implementation of youth policy in the field education", "Development of the system of social protection and social youth support", "Providing guarantees in the field of labor and employment, support and promotion of youth entrepreneurship", "Measures for the implementation of youth policy in sphere of promoting a healthy lifestyle and protecting the health of young people", "Civil-patriotic and spiritual and moral education of youth", "Support for young families", "Identification, accompaniment and support of youth who have shown talent", "Support for the creation and activities of student groups", "Assistance participation of youth in voluntary (volunteer) activities", "Information ensuring youth policy", "International cooperation in sphere of youth policy." In addition, those present considered the option bill proposed by the Ministry of Youth Affairs, Physical culture and sports of the Omsk region.

During in an open discussion, the meeting participants expressed their point of view on the presented projects, making several relevant proposals on monitoring social networks among youth, consolidation of youth in rural areas, participation of public organizations and the Institute for Children's Rights in the development of youth policy.



In summary discussion, Chairman of the Committee on Education, Science, Culture and Youth politics Vladimir Polovinko noted: “We determined the design of the law, addressed attention to the need to expand the powers of various departments and organizations, as well as individual areas of youth policy development with focus on specifics." In the future it is planned to finalize bill and consider it at the next meeting of the working group.
