The first question the deputies discussed was the draft law “On introducing amendments to articles 3 and 5 of the Omsk Law area "On regulation forest relations in the Omsk region." The project provides for bringing regional legislation in accordance with federal legislation. In order to improve the legal regulation of relations related to ensuring conservation of forests on forest fund lands and lands of other categories, the bill specifies powers of executive authorities of the Omsk region in the field of forestry relationships.

In particular, the executive authorities of the Omsk region in in the area of ​​forest relations, the powers to establish public easements in relation to forest areas located within the boundaries of forest lands fund, as well as making decisions on classification of forests as forests located in forest park zones, and forests that are part of green zones, determining their functionality, establishing and changing the area and boundaries of these lands. This bill It was decided to recommend that the regional parliament adopt it in the first and second readings.

Regarding the bill "On production and consumption waste in the Omsk region", the decision adopted by the committee notes that this bill is recommended to be adopted in the second reading, taking into account the conclusion on amendments

In addition, the deputies decided to recommend to the Legislative Assembly adopt in the first and second readings the draft law “On Amendments to Article 3 of the Law Omsk region "On environmental protection in the Omsk region", which was prepared in connection with the change federal legislation. From July 1 2019, paragraph 10 of article 62.2 of the Federal Law "On Environmental Protection" is set out in a new wording, according to which the decision to abolish forest park green belt, changes in the area of ​​forest park green belt are accepted in the same manner as the decision to create a forest park green belt and its area. In connection with this draft law, it is proposed to clarify the competence of the Legislative Assembly of the Omsk region in the field of environmental protection, supplementing it with the authority to make decisions on changing the area forest park green belt.
