On November 24, 2022, the next plenary meeting of the Legislative Assembly of the Omsk Region was held. Deputies reviewed a whole package of bills providing for tax benefits and other social support measures for mobilized and other categories of citizens, adopted the draft regional budget for 2023-2025 in the first reading, and also discussed draft new regional laws.
The main issue on the agenda of the meeting was consideration
draft law of the Omsk region "On the regional budget for 2023 and for the planned
period 2024 and 2025." After discussing the bill, parliamentarians decided
adopt it in the first reading. Total regional budget revenues for 2023
planned in the amount of 124 billion rubles, expenses - 128 billion rubles.
Funds are provided for the implementation of regional projects,
aimed at the implementation of 11 national projects. A road fund has been formed in the draft budget. Means
budget included
for the development of education,
healthcare, agriculture, investment costs are provided, in
including for the completion of the construction of a hydroelectric complex on the Irtysh, for the construction
social facilities, purchasing housing for orphans, resettling citizens from dilapidated
and emergency housing and other expense items.
As noted by the Chairman of the Legislative Assembly of Omsk
region Vladimir Varnavsky, “the presented draft budget passed
serious professional study Government, deputies, factions
discussed and supported the bill. Public hearings took place. As a result
the governor proposed increasing budget revenues for 2023 by 3.3 billion rubles,
expenses - by 5.1 billion rubles." First of all, additional expenses
provided for increased wages
certain categories of public sector workers, provision of social measures
support for citizens and for compulsory medical insurance of unemployed
population.
A whole package of projects was presented for discussion by deputies
laws providing tax benefits and other social support measures
mobilized, as well as others
categories of citizens. The three relevant laws have been adopted as a whole.
These are the laws of the Omsk region "On amendments to
Articles 3 and 4 of the Law of the Omsk Region “On Transport Tax”, “On
introducing amendments to Article 11.1 of the Law of the Omsk Region "On Free
legal assistance and state support for advocacy and
advocacy in the Omsk region", "About
amendments to Article 44 of the Omsk Region Code on Social Protection
certain categories of citizens and the Law of the Omsk region "On additional
social support for orphans and children left without care
parents."
According to the first of these
laws, from January 1, 2022, combat veterans are exempt from
payment of transport tax in respect of one passenger car with power
engine up to 200 hp inclusive of either a motorcycle or a motor scooter, regardless of
engine power.
Currently from paying
In particular, disabled combatants are exempt from this tax. How
the developers of the law emphasized, “the proposed changes will
an additional measure of support for military personnel and law enforcement officers,
who performed and are performing strategic tasks, including during
special military operation."
According to other
The above law established an additional category of citizens who have
the right to receive all types of free legal assistance provided for
federal law, within the framework of the state system of free legal
assistance in the Omsk region.
The list includes members
families of citizens living in the Omsk region, called up by military commissariats
municipalities of the Omsk region for military service for mobilization in
in accordance with the Decree of the President of the Russian Federation of September 21, 2022
No. 647 "On the announcement of partial mobilization in the Russian Federation."
Among the family members of the mobilized
citizens include: - parents (not deprived of parental rights and not limited in
parental rights); - spouse (consisting) in
registered marriage with a mobilized citizen; - minors
children; - children over 18 years of age who became disabled before reaching 18 years of age; - children
under the age of 23, studying in educational organizations full-time
training.
Third of the above
laws establishes the right to provide additional social measures
support in the form of a one-time social payment for the purchase
residential premises in priority order to persons from among orphans and children,
left without parental care, persons who belonged to the category of children
orphans and children left without parental care, persons from among orphans and
children left without parental care and have reached the age of 23 years, who
are not tenants of residential premises under social tenancy agreements or
family members of the tenant of the residential premises under a social tenancy agreement or
owners of residential premises living in the Omsk region,
called up for military service upon mobilization in accordance with the Presidential Decree
Russian Federation dated September 21, 2022 No. 647 “On the announcement
partial mobilization in the Russian Federation" or concluded from February 24
2022 contract for military service in accordance with paragraph 7
Article 38 of the Federal Law of March 28, 1998 No. 53-F3 “On Military
duties and military service" or a contract on voluntary assistance in
fulfillment of tasks assigned to the Armed Forces of the Russian Federation.
In addition, the law provides for the possibility of providing social benefits to a person from
number of orphans in respect of whom there is a law that has entered into legal force
a judicial act on the refusal of a person from among orphans from a claim or on the refusal of a person from
number of orphans from recovery (refusal to provide housing), or
a judicial act on changing the method and procedure that has entered into legal force
execution of a judicial act, according to which a person from among the orphans must
be provided with living quarters (to be provided instead of living quarters
social payment in accordance with Law No. 2413-03), or entered into
legal force of a judicial act confirming a prisoner by a person from among
orphans with the executive authority of the Omsk region a settlement agreement,
providing for the provision of social benefits in accordance with Law No.
2413-03 instead of living space.
For consideration today
a bill has been passed establishing another benefit for persons from among
orphans. This is the draft law “On Amendments to Article 44 of the Code
Omsk region on social protection of certain categories of citizens and articles 1, 3
Law of the Omsk Region "On monthly monetary compensation for renting a residential
premises" presented by the regional Ministry of Education.
As the document developers explained, since
as of September 1, 2022 to the Ministry of Education of the Omsk Region
only one application for monthly monetary compensation was received
for the rental of residential premises under a rental agreement for residential premises (residential building,
apartments) at the expense of the regional budget for those living in the Omsk region
region to persons from among orphans and children left without parental care,
persons who belonged to the category of orphans and children left without care
parents, orphans and children left without care
parents, and have reached the age of 23 years, who are disabled people of groups I, II,
there was a need to expand the category of recipients of this measure
social support.
The bill proposes to provide
the possibility of providing social support measures to those living in the territory
Omsk region to persons from among orphans who are disabled people of group III.
To support mobilized citizens
The draft law “On Amendments to the Law of the Omsk Region” was also sent
"On organizing major repairs of common property in
apartment buildings located in the Omsk region."
The bill
provides, in particular, that “citizens of the Russian Federation,
who have entered into a contract for military service in connection with conscription
mobilization service in the Armed Forces of the Russian Federation, and members of their families
until the termination of the specified contract are exempt from the accrual of penalties
in case of untimely and (or) incomplete payment of their contribution to the capital
repair of common property in the manner established by the Governor of Omsk
areas."
In addition to this, the document establishes other
changes regarding major renovations in apartment buildings. Deputies
expressed different points of view on this matter, in the end it was decided to accept
draft law in first reading.
On the meeting agenda
Parliament included several drafts of new regional laws. Among them is the bill
"On intangible ethnocultural heritage and folk artistic
industries in the Omsk region", prepared by the Legislative Committee
Meetings of the Omsk region on education, science, culture and youth policy.
The draft law combines the norms of legal regulation of public relations in
areas of identification, study, use, updating, preservation and
popularization of objects of intangible ethnocultural heritage of the Russian
Federation on the territory of the Omsk region and conservation, revival and development
folk art crafts in the Omsk region. It was decided to accept him
for consideration.
Questions about
draft law of the Omsk region "On the budget of the territorial fund
compulsory health insurance of the Omsk region for 2023 and for the planned
period 2024 and 2025", on the execution of the regional budget for nine
months of 2022, on appointment to the position of magistrate of the Omsk region and
other.
At the end of the meeting, when all the items on the agenda were
considered, a ceremonial awarding and honoring of young Omsk residents who committed
heroic deeds, selflessly coming to the aid of people. The ceremony is dedicated to
November 4 – National Unity Day. These events are held within the framework of the All-Russian
civil-patriotic project
"Children-Heroes" under the auspices of the Council
Federation of the Federal Assembly of the Russian Federation in cooperation with the All-Russian public organization
"Russian Union of Rescuers" and line ministries in order to attract
public attention to issues of mercy and humanity, propaganda of patriotism
among the younger generation. Project "Children-Heroes"
provides an opportunity to talk about brave, selfless guys and express to them
recognition and gratitude of our society.
Vladimir Varnavsky addressed the audience:
- And now we have a very important ceremony. We reward child heroes.
The awards were presented to the children by a member of the Federation Council of the Federal
Assembly of the Russian Federation Elena Mizulina and head
Main Directorate of the Ministry of Emergency Situations of Russia for the Omsk Region Vladislav Kolodinsky.
For courage, determination and resourcefulness medals for
the courage shown was awarded to Egor
Berezikov-Romanov, living in the village of Evgashchino, Bolsherechensky district, Dmitry Buryak, resident of the village of Alekseevka, Lyubinsky
district, and two sisters from the village of Uyutnoye, Maryanovsky district - Nelly and Evelina
Kostin.
The guys received well-deserved high awards for their help in
time to extinguish fires and rescue people on the water.
Concluding the ceremony, the Chairman of the Legislative Assembly
expressed words of gratitude to the parents who raised such courageous children, and
young heroes, wished them health and fulfillment of their dreams.
