The head of the Lyubinsky municipal district of the Omsk region, Abai Rakimzhanov, spoke about the socio-economic situation of the region. Then, Lyubov Gorelysheva, head of the department of accounting and delineation of property of the Ministry of Property Relations of the Omsk Region, made a keynote speech on the topic “Practice and problems of registration and maintenance of property records.” The head of the department of economic development and property relations of the administration of the Lyubinsky municipal district of the Omsk region, Olga Tokaseeva, and the head of the Yuzhno-Lyubinsky rural settlement of the district, Svetlana Knyazeva, also made presentations. The discussion was about accounting for municipal property and the formation of a unified data bank of this property, including the registration of roads as municipal property, certification of real estate, delimitation of land plots, and carrying out cadastral work. Speaking about problems in the formation and accounting of property, those gathered raised questions common to the districts about ownerless real estate properties and unclaimed land shares.



Particular attention was focused on the provision of land plots to large families, the use of land plots and real estate owned by the Russian Federation. During the meeting, specific proposals were made. The meeting participants agreed on the need to make changes to the current legislation in the field of land relations and property, in particular, the need to simplify certain procedures for registering property.
Summarizing the results, the committee decided to note that the Lyubinsky municipal district of the Omsk region is carrying out effective, purposeful work on the formation of municipal property and occupies a leading position among the districts of the region. In addition, it was decided, in particular, to recommend that the district administration provide assistance in the implementation of the software product “Unified Data Bank of Property Objects and Specialized Registers” for maintaining records of municipal property in rural settlements of the Lyubinsky municipal district of the Omsk region.
