Three at once of the bill included in the agenda of the parliamentary meeting were prepared due to tax changes legislation, as well as for business support purposes. Among them is a draft law "On Amendments to the Law of the Omsk Region "On Certain Issues" establishing a tax rate of 0 percent for individual entrepreneurs using a simplified taxation system and (or) patent taxation system", adopted at the meeting in the first and second second, final, readings. In accordance with it, it is specified, in particular, names of types of economic activities in relation to which a reduced tax rate of 0 percent on tax is established, paid in connection with the use of PSN.

Same solution Based on the results of the discussion, the draft law “On Amendments to the Law of the Omsk Region "On the Patent Taxation System". The document was prepared in connection with changes in the Tax Code of the Russian Federation, which were introduced into the Code by Federal Law of November 23, 2020 No. 373-FZ. "The bill is aimed at creating favorable conditions for ensuring a comfortable transition for individual entrepreneurs (IP) to patent tax system due to abolition from January 1, 2021 tax system in the form of a single tax on imputed income (UTII)", - says the explanatory note to the document.



Developers proposed, in particular, to adjust the size of the potential receipt by an individual entrepreneur of annual income by type of business activities for which it is possible to apply PSN, taking into account the rights of individual entrepreneurs to reduce the amount of tax by the amount of insurance paid contributions. The law is aimed at maintaining the level of tax burden on PSN for UTII level. After the adoption of the bill in the Omsk region, PSN can be applied to 87 types of activities.



Due to the need for further development of gasification in the Omsk region was prepared draft law providing for the establishment of tax preferences organizations carrying out activities related to the commissioning of external gas pipelines. It makes changes to the current regional law "On Tax on the property of organizations."
"Providing tax incentive for property tax is intended to serve as an incentive for gasification of populated areas in accordance with the regional program gasification of the Omsk region for 2021-2025,” notes the explanatory note to the project. It is assumed that the introduction differentiated rates for corporate property tax will be additional encourage taxpayers to invest their own funds in development gasification of the Omsk region, and will also prevent significant growth tariffs for gas transportation (including gas transportation to the population).



Specified Parliamentarians decided to accept the draft law for consideration. Same solution adopted on the draft law "On Amendments to Articles 2 and 15 of the Law Omsk region "On the regulation of urban planning activities in Omsk region". Based on federal legislation, the project it is envisaged to reduce the approval procedure by the authorized body Omsk region in the field of urban planning of the territory planning project, providing for the construction and reconstruction of a linear facility, from 30 to 15 days.
For expansion of social assistance to the population, amendments were made to Article 60 Code of the Omsk Region on social support for certain categories of citizens, providing for clarification of the name list of medicines, in the absence of which there are medicines drugs prescribed by decisions of medical commissions of medical organizations on medical indications, patients are provided with medications free of charge from the regional budget.



Affected at the meeting and issues of youth policy development. Accepted for consideration draft law on amendments to the regional law "On the support of children and youth public associations in the Omsk region." In accordance with innovations in federal legislation changes are being made to the regional law in terms of adjusting the age of citizens, related to youth and members of youth associations, which may provide government support: words “up to 30 years” are replaced by the words “up to 35 years inclusive”. That Yes, the age of young people increases to 35 years.
Besides, It is proposed to supplement the current regional law with provisions on the procedure presentations to children's and youth public associations included in Regional register of children's and youth public associations using state support, documents confirming the compliance of the child or a youth public association as required by law, as well as clarify the grounds for excluding such associations from the specified register.



For implementation purposes Decree of the President of the Russian Federation of December 10, 2020 No. 778 “On measures to implement certain provisions of the Federal Law "On Digital Financial Assets, Digital currency and on amendments to certain legislative acts of the Russian Federation" parliamentarians immediately adopted in all readings the regional law "On measures to implement certain provisions of the Federal Law "On Digital financial assets, digital currency and changes to certain legislative acts of the Russian Federation".
The law provides establishing the obligations of citizens applying to replace individual municipal positions, positions of the head of local administration under contract, until June 30, 2021, provide notification of property belonging to them, their spouses and minor children digital financial assets, digital rights, including simultaneously digital financial assets and other digital rights, utilitarian digital rights and digital currency (if any).



During other laws were adopted at the meeting, including the law “On Amendments to Article 5 Law of the Omsk region "On hunting and conservation of hunting resources in Omsk region", developed with the aim of improving the order distribution of permits for the extraction of hunting resources between individuals persons hunting in public hunting grounds of Omsk areas.



Bills were discussed "On amendments to Article 10 Law of the Omsk region "On the protection of atmospheric air in the Omsk region", "On amendments to Articles 5 and 6 of the Law of the Omsk Region “On physical culture and sports in the Omsk region” and others.
Also deputies adopted Resolution of the Legislative Assembly of the Omsk Region on beginning of the procedure for appointing public representatives to the qualifying body collegium of judges of the Omsk region.
