On November 11, a visiting meeting of the Committee on Agrarian Policy, Natural Resources and Ecology was held in the Sherbakul municipal district of the Omsk region on the issue "On the practice of the budgetary institution of the Omsk region "Department of Social Development of Rural Development"
The meeting was attended by deputies of the committee, representatives of the Ministry of Agriculture and Food of the Omsk Region, BUOO "Department of Social Development of Rural Development", the administration of the Sherbakul municipal district, Kutuzovsky and Ekaterinoslavsky rural settlements of the region.
The event began with visiting a new water supply pumping station in the Kutuzovsky rural settlement. Then the guests visited a gasified residential building and engineering infrastructure facilities in the Yekaterinoslav rural settlement. After this, the plenary part of the meeting took place, which was opened by the chairman of the Committee of the Legislative Assembly of the Omsk Region on Agrarian Policy, Natural Resources and Ecology, Anatoly Bezzubtsev.
One of the main issues surrounding the discussion of the topic stated on the agenda was the question of how the tasks of social development of the village are solved locally. Those present heard reports on the practice of the BUOO "Department of Social Development of Rural Development", on the financing of socially significant programs of the Omsk region in the field of capital construction and development of rural areas of the Omsk region in 2015-2016. The talk was about what is planned to be done in the coming years and what has already been achieved over the past decade.
It was noted that that the Omsk region has accumulated serious experience in implementing programs aimed at solving the problems of rural social development. Significant budget funds have been allocated to the engineering and social infrastructure of rural areas and investments have been attracted. This allowed the commissioning of new residential buildings, including manor houses, gas and water supply networks, water wells, roads, and social facilities. The problems that most often arise when solving problems of rural development were also touched upon. The meeting participants proposed and discussed various options for solving them, including through legislative regulation. Questions were also raised about the results of optimization in the fields of education, healthcare, transport provision for the population and the provision of services. In a word, an interesting and useful conversation took place.
“We consider the off-site meetings not only as an opportunity to see what and how is being done locally for the development of rural areas, but also as part of the committee’s work for the future, taking into account the questions and proposals raised locally,” - noted Anatoly Bezzubtsev, summing up the meeting.
