On December 22, the Committee on Social Policy of the regional parliament held a visiting meeting on the issue “On the organization of inpatient social services in the Omsk region.” The event took place in the budgetary institution of the Omsk region "Comprehensive Center for Social Services for the Population of the Isilkul District".

On-site meetings of committees of the Legislative Assembly of the Omsk Region have already become a traditional form of work for deputies, allowing them to study the state of affairs on the ground, which, in turn, provides a good opportunity to highlight priorities when making decisions and preparing bills. The Social Policy Committee of the regional parliament has already visited various healthcare and social service institutions, including boarding homes in the regions of the region and the city of Omsk, where issues of healthcare development, provision of medical and social assistance were discussed.



This time the participants of the meeting, and among them in addition to the deputies The committee included representatives of regional ministries, the administration and the district council of the Isilkul district, visited several branches of the Integrated Center (hereinafter referred to as the Integrated Center) for social services for the population of the Isilkul district, and got acquainted with its work. The structure of the Comprehensive Center includes 18 departments, including departments of social services at home for elderly citizens and the disabled, a department for social rehabilitation of the disabled, a department for the care of citizens on bed rest, a day care department for elderly citizens and the disabled, and others.

After the tour, the plenary part of the meeting took place, which was opened by the chairman of the social policy committee of the Legislative Assembly, Vadim Berezhnoy. The first on the agenda was the main issue - the organization of inpatient social services in the Omsk region. Presentations were made by the First Deputy of the Ministry of Labor and Social Development of the Omsk Region, Sergei Dobrykh, and the head of the BUOO "Comprehensive Center for Social Services for the Population of the Isilkul District" Yuri Bakhtin. They spoke in detail about the system of inpatient social services for elderly citizens and people with disabilities in the Omsk region, about the departments opened in inpatient institutions, about the services provided in them, the standards of social services, as well as about the activities of the Integrated Center for Social Services for the Population of the Isilkul District.



Great attention participants The meetings were devoted to issues of ensuring accessibility of social services in a stationary form. This issue is especially relevant, given that in the Omsk region, as in most regions of the Russian Federation, the proportion of elderly citizens and disabled people in the total population is increasing. We were talking about measures and technologies aimed at eliminating the queue and allowing us to solve the assigned tasks. For example, in 2014-2015, new buildings were put into operation in several boarding schools, and the reconstruction of the buildings of the BUOO "Comprehensive Center for Social Services for the Population of the Isilkul District" was completed. In addition, in order to eliminate the waiting list, such hospital-replacing technologies were introduced as: nurse services; foster family for single or elderly citizens living alone, disabled people of groups I and II and adult incapacitated citizens in need of constant care; residential premises in houses of the municipal specialized housing stock; monthly remuneration for guardianship of adult incapacitated citizens.

Another important hospital-replacing technology that has been developed in the Omsk region is the organization of private boarding houses intended for permanent residence of elderly citizens. By the way, various regulatory documents have been adopted and are being implemented to support social business. In particular, on the provision of subsidies to legal entities and individual entrepreneurs to reimburse costs associated with activities in the field of inpatient social services.

Summarizing the discussion, the committee noted that the Ministry of Labor and Social Development of the Omsk Region has carried out systematic work to eliminate the waiting list for inpatient social service institutions in the Omsk Region. Also, the attention of those present was focused on the fact that, as part of the implementation of the Action Plan "Improving the efficiency and quality of services in the field of social services for the population of the Omsk region (2013 - 2018)", approved by order of the regional government, a promising scheme for the development and placement of social service organizations is being implemented , under the jurisdiction of the Omsk region, until 2020, approved by order of the governor of the Omsk region, the objectives of which are to strengthen the material and technical base of inpatient institutions and provide elderly citizens and disabled people with inpatient social services in accordance with the standard of social services.

Other issues were also discussed during the meeting. These include information on changes in federal legislation from December 2 to December 21, 2015 in the areas of the committee’s activities.
