Representatives of the regional ministries of labor and social development, finance, health, education, the territorial compulsory health insurance fund of the Omsk region, the prosecutor's office of the Omsk region, the territorial public association "Federation of Omsk Trade Unions", the Commissioner under the Governor of Omsk were invited to the meeting of the committee region for children's rights and other representatives.
Traditionally, the offsite meeting began with a tour of the departments of the institution, then the plenary part took place. The main issue on the agenda was the issue of social rehabilitation and adaptation of children with disabilities and young people with disabilities in order to integrate into society in the conditions of a budgetary stationary social service institution in the Omsk region "Kirov orphanage-boarding house for mentally retarded children".


The meeting was opened by the chairman of the social policy committee of the regional parliament, Vadim Berezhnoy, emphasizing that at the meeting the issues raised would be discussed in detail, opinions would be exchanged and concrete decisions would be made. Reports on the main topic were made by the Deputy Minister of Labor and Social Development of the Omsk Region Larisa Nagornaya and the director of the BUSSO of the Kirov Orphanage-Boarding Home for Mentally Retarded Children Sergey Baklaev. They reported, in particular, that the boarding school is an autonomous, fully equipped complex. As part of the license to carry out educational activities and additional education, the institution provides educational services for obtaining primary general education according to adapted basic general education programs and additional education programs. Moreover, children are trained in such areas as the formation of self-service skills, everyday orientation, elements of moral education, and the basics of aesthetic education.



One of the directions of the correctional and educational process is the social and labor rehabilitation of children. Great importance is attached to carrying out measures for socio-cultural rehabilitation. Various clubs work. Much attention is paid to the physical education and health program. As part of the license to carry out medical activities, the institution provides primary, including pre-medical, medical and specialized health care. The boarding school has a reception and quarantine department and a pharmacy. Discussing the main issue on the agenda, those gathered also talked about personnel and financial issues, and security measures. Various proposals were made for the further work of the institution. As a result, it was decided to take the information presented into account, taking into account the proposals made. In addition, Vadim Berezhnoy expressed sincere gratitude to all the staff of the boarding school for their hard work.



During the meeting Other issues were also considered. Among them is the draft regional law “On Amendments to Article 41.1 of the Code of the Omsk Region on Social Protection of Certain Categories of Citizens.” It is aimed at improving the living conditions of large families in residential premises related to individual housing construction projects. According to the bill, an additional possibility is provided for directing funds from regional maternal (family) capital in connection with the birth (adoption) of a third child or subsequent children - for gasification of residential premises. It was decided to recommend that the regional parliament pass the bill in all readings. The deputies took note of the information about the activities of the Legislative Assembly Committee of the Omsk Region on Social Policy in the fifth convocation. The Committee held 72 meetings, including 11 visiting ones. In the areas of the committee’s activities, the regional parliament adopted 61 laws.
