Deputy hearings on the topic "On the implementation of the state program of the Omsk region "Accessible Environment", approved by Decree of the Government of the Omsk Region of October 16, 2013 No. 261-p" took place on March 27, 2015 in ASUSOOO " Kuibyshev boarding house for the elderly and disabled"
The hearings were held on the initiative of the Social Policy Committee of the Legislative Assembly of the Omsk Region. The event was attended by deputies of the regional parliament, representatives of regional ministries, the office of the Commissioner of the Omsk Region for Human Rights, the Commissioner under the Governor of the Omsk Region for Children's Rights, the Public Chamber of the Omsk Region, the Omsk regional organization of the all-Russian public organization "All-Russian Society of Disabled Persons", the administration of the city of Omsk, OJSC "Omsk-suburb" and other organizations.
Representatives of regional ministries spoke in detail about the changes introduced over the years of implementation of the program social and transport infrastructure facilities adapted for the needs of people with disabilities and other groups of the population with limited mobility. During the discussion of the reports, problems of program implementation were raised, and various proposals were made to improve its effectiveness. They said that not all social infrastructure facilities can be reconstructed in order to adapt them for people with disabilities (due to the design features of buildings, it is not possible to make a ramp with a slight angle of inclination everywhere). There is not always understanding from the population, for example, when it is necessary to equip the entrances of multi-storey buildings with ramps. They talked about the employment of people with disabilities, the transportation of people with disabilities in the regions of the region and in Omsk, the need to improve legislation, and the expansion of information to the population about healthcare, education, culture, and sports facilities adapted for people with disabilities.
