The first part of the meeting took place in the conference hall of the government of the Omsk region, where the Governor of the Omsk region Viktor Nazarov delivered a message to the Legislative Assembly on the state of affairs in the Omsk region, outlining the main directions of the budgetary, economic and social policy of the Omsk region for 2016 .
Then the work of parliament continued in the meeting room of the Legislative Assembly. First of all, the deputies discussed bills submitted for the second reading, in particular, the draft law “On Amendments to the Law of the Omsk Region “On Commissions for Minors and the Protection of Their Rights in the Omsk Region.” Bills aimed at developing the social sphere and economy of the Omsk region. Thus, in all readings, the draft law “On amendments to the Law of the Omsk Region “On the budget of the territorial compulsory health insurance fund of the Omsk region for 2015 and for the planning period of 2016 and 2017” was adopted, providing for an increase in budget revenues and expenses.
In accordance with another draft law adopted for consideration at the meeting, it is planned to increase the cost of living of a pensioner in the Omsk region by 28.7% in 2016 compared to the specified value established for 2015. Another important social law aimed at developing medical activities was adopted at the meeting in all readings. This is the law “On Amendments to Article 3 of the Law of the Omsk Region “On Health Protection of the Population of the Omsk Region”, developed in connection with the adoption of Federal Law No. 271-FZ of July 13, 2015. It provides for the powers of the executive authority of the Omsk Region in the field of health protection population of the Omsk region on the organization of medical activities related to transplantation of human organs and tissues, including the donation of organs and tissues for the purpose of transplantation, in medical organizations subordinate to the executive authority of the Omsk region in the field of health protection of the population of the Omsk region region.
Deputies discussed several bills relating to taxation and economic development, including draft laws “On amendments to the Law of the Omsk Region “On the Patent Taxation System”, “On Amendments to Certain Laws of the Omsk Region”. The first of these documents was developed in order to increase the economic attractiveness of the patent tax system and encourage entrepreneurs to switch to using this tax regime. In accordance with it, it is proposed to update the amount of potential income for 8 types of economic activity, taking into account the analysis of the practice of applying the patent taxation system for these types and the current economic situation in the Omsk region. The amount of potential income for certain types of activities has been revised downward. It also provides for the introduction of an additional 16 types of economic activity, within which it is possible to use a patent taxation system. The second of these draft laws was developed in order to stimulate investment in the development of the production of domestic catalysts for oil refining in the Omsk region as part of the import substitution program.
During the meeting, the regional parliament also considered several draft new regional laws: “On the protection of atmospheric air in the Omsk region ", "On assigning issues of local importance to rural settlements of the Omsk region", "On the procedure for approving the proposal of the Prosecutor General of the Russian Federation on the appointment to the position of prosecutor of the Omsk region", "On the procedure for concluding an agreement on targeted training with the obligation to subsequently perform municipal service in the Omsk region ".
