He developed in order to expand the list of types of economic activities, according to which in the Omsk region has a tax rate of 0 percent for first-time registered individual entrepreneurs, applying a simplified tax system and (or) patent system taxation, carrying out activities in production, scientific, social spheres, as well as in the field of consumer services to the population.

In particular, it is proposed to add 53 types of economic activities for which the territory of the Omsk region has a tax rate of 0 percent for first-time registered individual entrepreneurs carrying out activities in the field of consumer services to the population.
