The committee made the decision to create this working group on February 9 2022 during the next meeting. The need to make changes to regional law on property management of the Omsk region arose in connection with adoption of Federal Law No. 414-FZ of December 21, 2021 “On General principles of organization of public power in the constituent entities of the Russian Federation" and in accordance with paragraph 13 of the Legislative Assembly Plan of Legislative Work Omsk region for 2022. The working group included, in particular, members property committee of the regional parliament, representatives of the Ministry property relations of the Omsk region, the Main State Legal Department of the Omsk Region, Prosecutor's Office of the Omsk Region.



Today the first meeting of the working group took place and it was chaired by the head of the working group, a member of the committee owned by Igor Popov. Those present discussed the bill "On amendments to Articles 5 and 75 of the Law of the Omsk Region of July 6, 2005 No. 652-OZ "On property management of the Omsk region", prepared by the working group under the committee, and the draft law “On Amendments to the Law of Omsk region dated July 6, 2005 No. 652-OZ "On property management of the Omsk region", presented by the Ministry of Property Relations of Omsk areas. The proposed changes to the regional law relate, in particular, to accounting property owned by the Omsk region, accounting objects, state registration of rights to real estate in the Omsk region.


During the discussion, the meeting participants determined the concept of change to the regional law on property management of the Omsk region and the main directions, which must be taken into account when preparing the bill. In the end, a decision was made send comments to the working group by April 11, 2022 and proposals for amendments to legislative acts of the Omsk region; working group to finalize the draft law of the Omsk region "On Amendments to Law of the Omsk region dated July 6, 2005 No. 652-OZ “On management property of the Omsk region" taking into account the comments submitted and proposals. The next meeting of the working group is scheduled to be held on May 26 2022.
