Working the group was created by decision of the property committee on October 13, 2021 to consider the issue of amending regional legislation in parts of providing living quarters for orphans. The working group included deputies of the property committee, representatives of the prosecutor's office of the Omsk region, Investigation Department of the Investigative Committee of Russia for the Omsk Region, regional ministries of education, finance, property relations, ministry construction, transport and road facilities of the Omsk region, Authorized Omsk region for human rights.

On the agenda The day of the working group meeting there were two questions. The first one is about conversion. The meeting participants were presented with a draft law "On Amendments to the Law of the Omsk Region "On Additional Social Support for Orphans and Children Without Parental Care." This bill was discussed on October 21, 2021 at plenary session of the Legislative Assembly and was accepted for consideration. How noted at that parliamentary meeting the Chairman of the Legislative Assembly Omsk region Vladimir Varnavsky, providing orphans with housing is a problem not only in the Omsk region, but also in other regions. He recalled that in the previous convocation, a law was passed providing for additional support measures orphans aimed at solving the problems of obtaining housing: "There were certificates for the purchase of housing have been introduced. We are constantly improving this law...This bill clarifies the category of orphans who do not work because they cannot carry out work for health reasons. This is the first one. Participants the meetings touched upon issues related to the procedure for calculating the cost of the certificate, procedures and regulations for using the certificate. As a result, the working group decided, in particular, to propose to the committee on property to recommend the regional parliament to adopt the bill in the first reading.



Second the issue considered at the meeting of the working group - about the appeal of the Investigative Department of the Investigative Committee of the Russian Federation for the Omsk Region about draft law of the Omsk region, providing for a reduction in the minimum maximum period of possession of real estate for the purpose of exemption from taxation with personal income tax on income received from sales of real estate objects in the Omsk region, for a period not more than three years.

Following the discussion, the meeting participants decided to propose to the regional send the relevant bill to the Ministry of Economy for consideration at the next meeting of the working group.
