On December 4-5, 2024, the draft regional law “On the regional budget for 2025 and for the planning period of 2026 and 2027” was considered in the second reading by the relevant committees of the regional parliament. Today the document and amendments to it were discussed by the Committee on Financial and Budgetary Policy. Regional budget revenues for 2025 are planned at 158.1 billion rubles, expenses – 158.6 billion rubles.

The draft regional budget for the next year provides funds for the fulfillment of all existing social obligations. First of all, these are expenses for wages of public sector workers, for providing measures of social support to the population, for providing medicines and food, for paying for utilities, and so on.

The total volume of gratuitous revenues to the budget of the Omsk region in 2025 will reach 41.4 billion rubles; additional funds have also been allocated to our region for 2026 and 2027 - over 48 billion rubles annually. These are mainly targeted funds for the implementation of national projects and the construction of important social and infrastructure facilities. Among the facilities for which funding has been approved are a school in Yasnaya Polyana, a kindergarten on Zavertyaeva, and an infectious diseases hospital for children on Pereleta.

The budget includes funding for social support measures for various categories of citizens and organizations, a road fund has been formed, funds have been allocated for the implementation of state programs in the Omsk region, including “Development of healthcare in the Omsk region”, “Social support of the population”, “Development of the education system of the Omsk region”, "Regulation of relations in the sphere of labor and employment of the population of the Omsk region", "Implementation of youth policy in the Omsk region", "Development of physical culture and sports in the Omsk region", "Development of the transport system in Omsk Region", "Information Society of the Omsk Region", "Development of Agriculture and Regulation of Markets for Agricultural Products, Raw Materials and Food in the Omsk Region" and others.

The bill received 36 amendments from the Governor of the Omsk region, factions and deputies of the regional parliament. The amendments concern mainly the redistribution of budgetary allocations in the field of education, healthcare, construction and others, as well as the distribution of subsidies to the budgets of municipalities of the Omsk region.

In particular, it is proposed to redistribute funds for the construction and repair of health care, education, sports facilities, including children's health camps, for events affecting the issues of additional education of children in government organizations, resettlement of citizens from dilapidated houses, modernization of communal infrastructure, treatment of production and consumption waste, provision of agricultural land plots, state ownership of which is not demarcated, and others.

After discussing all the amendments, the deputies decided to recommend that the Legislative Assembly of the Omsk Region support the conclusions of the committee on the amendments and adopt the Law of the Omsk Region “On the regional budget for 2025 and for the planning period of 2026 and 2027.”   

The meeting continued with a discussion of the appointment of elections for the position of auditor of the Chamber of Control and Accounts of the Omsk Region from the Legislative Assembly of the Omsk Region, the execution of the regional budget for the nine months of 2024, and the committee’s work plan for 2025.

The next question that the deputies paid special attention to was information from the Ministry of Economic Development of the Omsk Region on the implementation of the regional law “On Organizational Property Tax” in 2023. Parliamentarians were presented with information about tax incentives and reduced rates in force in 2023, and about the total number and categories of taxpayers who took advantage of the preferences.     

At the end of the work, the committee members took note of the information on draft federal laws and appeals from the legislative bodies of the constituent entities of the Russian Federation, received by the committee in November-December 2024, and on changes in federal legislation in November-December 2024.
