On January 29, the Committee on Economic Policy and Investment held a regular meeting of the working group, which considered proposals to amend the legislation relating to the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products
Improving legislation in the field of regulating the retail sale of alcoholic beverages has a great public resonance. These were the issues discussed on the agenda of the meeting. The deputies heard information on the results of inspections of compliance with legislation in the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products, reviewed information from the Ministry of Economy of the Omsk Region on the regulation of the alcohol market in the Omsk Region, and got acquainted with the progress of work on the draft federal law "On Amendments to Code of the Russian Federation on Administrative Offences", aimed at strengthening liability in the production and circulation of ethyl alcohol, alcoholic and alcohol-containing products. The working group also considered the initiative of the Ministry of Internal Affairs of Russia for the Omsk Region on the possibility of vesting justices of the peace with the right to consider cases of administrative offenses provided for in Article 56 of the Code of the Omsk Region on Administrative Offences, proposals to amend the Law of the Omsk Region "On State Regulation of Retail Sales of Alcoholic Products in the Territory Omsk Region." The decision adopted by the working group noted that it is necessary to propose to the Committee on Economic Policy and Investments to develop a draft law of the Omsk Region on amending the current law in terms of establishing an additional restriction in the Omsk Region in the form of a ban on the retail sale of alcoholic beverages when providing public catering services in non-stationary retail facilities from 22:00 to 10:00 local time, the possibility of retail sales of alcoholic beverages by individual entrepreneurs and legal entities in public catering establishments located in stationary retail facilities, during events provided for by law.
