Document was developed by the regional parliament committee on agrarian policy, natural resources and ecology together with the regional prosecutor’s office and Omsk interdistrict environmental prosecutor's office. The bill aims to improving the provisions of regional legislation.

Having considered the bill, a letter from the Governor of Omsk region on the absence of comments and suggestions, expert opinion of the Department The Committee of the Ministry of Justice of the Russian Federation for the Omsk Region decided to recommend The Legislative Assembly shall adopt the said draft law in the first reading in previously presented version and adopt the Law of the Omsk Region "On amendments to the Law of the Omsk Region "On the Protection of Atmospheric Air" in the Omsk region."

Next on discussion, the draft law of the Omsk region “On introducing amendments to the Law of the Omsk Region "On Environmental Protection in Omsk region".
According to explanatory note, the bill was prepared in connection with the adoption Federal Law of August 4, 2023 No. 469-FZ "On Amendments to the Federal Law "On Natural Healing Resources, medical and recreational areas and resorts", separate legislative acts of the Russian Federation and invalidation of certain provisions of legislative acts RF", coming into force on September 1, 2024.

For purposes bringing the provisions of regional legislation into conformity with federal This draft law proposes to clarify the powers of the Government of Omsk region and the executive body of the Omsk region authorized in areas of use and protection of natural medicinal resources, medical and recreational areas and resorts.
