At the beginning of the meeting, members of the committee reviewed the draft law of the Omsk region No. 1823-7 “On amending Article 6.1 of the Law of the Omsk Region “On production and consumption waste in the Omsk region”. The bill proposes to exclude the powers of the executive body of state power of the Omsk region, authorized in the field of protection environment and waste management, in the field of waste management, in particular, on the approval of guidelines for the development of draft education standards and limits on their placement in relation to to economic and other activities of individual entrepreneurs, legal entities, during which waste is generated at facilities subject to regional state environmental supervision.
After discussion, it was decided to recommend that the regional parliament pass the bill in the first reading in the previously presented wording.

The next draft law of the Omsk region No. 1829-7 “On Amendments to the Code of the Omsk Region on Administrative Offenses” was proposed for discussion. The document was prepared by the regional Ministry of Agriculture, Food and Processing Industry in order to improve regional legislation regarding administrative liability for violations of the rules of grazing and driving farm animals. In particular, the draft law proposes to establish administrative liability for repeated violation of grazing rules during the year.
Having discussed this document in detail, the deputies recommended that the regional parliament accept the draft law for consideration.

At the meeting, the committee heard information on measures to ensure the availability of food for the population of the Omsk region. In the report of the Minister of Agriculture, Food and Processing Industry, significant attention was paid to the development of the raw material base, state support for commodity producers, the competitive advantages of the region's agro-industrial complex, the expansion of markets for the products of agricultural producers, and the organization of agricultural fairs.
Deputies reviewed and approved the committee’s work plan for 2025. Thus, it is planned to submit for consideration to the regional parliament a draft law “On Amendments to the Law of the Omsk Region “On Production and Consumption Waste in the Omsk Region”, it is proposed to discuss issues of work on maintaining the Red Book of the Omsk Region, on ensuring measures to increase soil fertility, on implementation of measures aimed at the development of livestock breeding, the development of rural tourism, staffing of the agro-industrial complex and others.

It also provides for constant work with draft federal laws, appeals from legislative bodies of state power of the constituent entities of the Russian Federation, legislative initiatives, appeals from legislative bodies of state power of constituent entities of the Russian Federation in the areas of the committee’s activities throughout the next year.
The Committee will address topics related to the further socio-economic development of the Omsk region, including state programs: “Integrated development of rural areas of the Omsk region”, “Environmental protection of the Omsk region”, “Development of agriculture and regulation of markets for agricultural products, raw materials and food Omsk region".

In conclusion, information was announced on draft federal laws and appeals from legislative bodies of state power of the constituent entities of the Russian Federation and appeals from citizens received by the committee in November 2024.
