At a meeting of the Committee on Agrarian Policy, Natural Resources and Ecology, held on February 10, 2022, deputies discussed two bills and several topical issues within the competence of the committee.

The first question in
During the first and second readings, deputies considered the draft law "On
introducing amendments to Article 4 of the Law of the Omsk Region "On Regulation
land relations." This bill was prepared with the aim of bringing
regional legislation in accordance with federal legal norms.
According to paragraph 1 of Article 72 of the Land Code of the Russian Federation, the powers
to establish municipal land control must be carried out
authorized local government bodies in accordance with the regulations,
approved by the representative body of the municipality.
Based on this, the regional draft law proposes
exclude from the list of powers of the Government of the Omsk region in the field
regulation of land relations of the specified authority.
The second bill "On introducing
amendments to Article 5 of the Law of the Omsk Region "On Environmental Protection in
Omsk region", like the previous one, was brought up for discussion in connection with
changes in federal legislation. The said draft law clarifies the authority
government body of a constituent entity of the Russian Federation in the sphere of relations related to
environmental protection for filing claims for compensation for environmental damage
environment. It is recommended that the Legislative Assembly adopt the bill immediately
two readings.

In addition, in accordance with a work plan
committee, deputies discussed issues about
execution of the regional budget under the section "Ministry of Natural Resources and Ecology of the Omsk Region" in 2021 and on
state of affairs with providing the population of the Omsk region with firewood for
heating of residential and (or) household premises with stove heating. The deputies were
information was also provided in response to parliamentary inquiries on environmental issues
problems of the region that concern all residents of the region - what has already been done in this
direction and what are the priority tasks regarding the state of the environment
needs to be addressed as a matter of priority.

At the end of the meeting, as always, the deputies were presented with information
on draft federal laws and legislative (representative) appeals
government bodies of the constituent entities of the Russian Federation and appeals
